Background

The Climate, Environment and Resilience Portfolio Climate Change Programme projects have common overarching goal to support greenhouse gas emissions mitigation. The mentioned objective can be achieved through improved regulatory framework and defining the proper responsibilities for enforcement mechanisms; demonstration of advantages of the energy efficiency measures through partnership with municipalities and buildings management bodies; introduction of proper economic instruments and incentive schemes, national capacity building for testing and labelling of energy efficient appliances, as well as through broad measures aimed at increasing awareness on benefits of energy efficiency.

Duties and Responsibilities

The Consultant will work under the overall guidance of UNDP Armenia Climate, Environment and Resilience Portfolio Analyst and direct supervision of the Climate Change Programme Coordinator and Project Manager(s). The incumbent will report to the Programme Coordinator and the Project Manager(s). More specifically the incumbent will perform the following tasks:

  • Review social and gender related requirements of the CC projects and identify the key actions on social inclusion and gender mainstreaming by the criteria of relevance.
  • Develop and annually update gender action plans of the CC projects by using as a basis the following principles of participatory approach:
  1. through the experts’ focus group discussions identify gender and socially vulnerable groups, their actual needs and key issues for inclusion in the CC projects’ gender plans, as well as for appropriate revision of management plans (as necessary),
  2. communicate the draft gender action plans to national stakeholders and partners (experts’ and social support groups, government officials, women NGOs, etc.) for discussion, approval and improvement of feedback mechanisms,
  3. identify and discuss key climate responsive social and gender indicators or criteria for inclusion in the CC projects’ monitoring system,
  4. prepare and discuss with CC projects teams Gender Annual Work Plans with monthly layout activities, responsible team-members and target indicators.
  5. facilitate the work of Projects teams related to implementation of CC Programme social and gender related requirements.
  • Conduct social and gender expertise of studies and research materials developed by project consultants and incorporate social/gender analysis in the CC Programme reports.
  • In cooperation with CC Programme experts and stakeholders, lead the research and assessment on migration and displacement of population in Armenia due to CC.
  • Collect and analyze sex-disaggregated data on resource use, natural resource management and women’s and men’s roles in each area of the economy and to reveal the links between climate change and gender.
  • Develop recommendations and guidance related to the social and gender-indicator collection, assessment and reporting in line with the CC projects’ components.
  • Evaluate the gender equality indicators of the CC projects’ activities.
  • Conduct surveys and studies on identification, analysis and monitoring of vulnerable population and related issues in demo/pilot buildings, develop respective reports on that aspect including projects case studies, experts’ opinion polls on social vulnerability and gender equality assessments etc.
  • Organize seminars, workshops, trainings, round-table discussions, thematic consultations on CC related gender and social vulnerability issues.
  • Consult and support the CC Programme staff in implementation and application of social and gender related requirements in accordance with the UNDP, GCF, GEF, UNFCCC guidance, as well as summarize reports on gender mainstreaming in the course of CC Projects’ components implementation.
  • Assist the Project team in reporting on social and gender related issues, as part of regular reporting.

Note: for each single specific call-offs, the respective detailed ToR with specified outputs and applicable number of working days will follow in line with the main scope of works of this assignment.

  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Ability to work independently and to participate effectively in a team based information sharing;
  • Ability to systemize, analyze and present the data;
  • Demonstrated attention to detail and organizational skills;
  • Ability to simultaneously work on and manage multiple tasks with tight deadlines;
  • Good knowledge of MS Office (Word, Excel), as well as knowledge of the task specific

Required Skills and Experience

Education:

  • University Degree in Law, Economics, Sociology or Statistics;
  • Scientific degree will be an asset

Experience:

  • At least 10 years of overall work experience in social vulnerability issues;
  • At least 3 years of work experience on Climate Change - Social -Gender crosscutting issues;
  • Large practical experience in conducting statistical and sociological surveys on poverty and vulnerability with emphasizing gender equality related issues;
  • Working experience on gender analysis and gender planning;
  • Excellent knowledge of survey conducting tools, data analysis, social and gender monitoring and impact assessment;
  • Publications on poverty, vulnerability, gender equality related issues and socio- economic analysis or relevant;
  • Working experience with international organizations is an asset

Languages:

  • Excellent knowledge of Armenian, English and Russian.

CANDIDATES WILL BE EVALUATED BASED ON THE FOLLOWING METHODOLOGY:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants' technical qualifications, experience and financial proposal.The contract will be awarded to the individual consultant whose offer has been evaluated and determined as technically responsive/compliant/acceptable to the requirements of the ToR and received the highest cumulative (technical and financial) score out of below defined technical and financial criteria.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

Technical Criteria - 70% of total evaluation - max. 70 points

Financial Criteria - 30% of total evaluation - max. 30 points.
