Background:

On 24 February 2022, the Russian Federation launched a country-wide military offensive in Ukraine. Large-scale attacks that have caused significant internal and external displacement of persons, combined with unprecedented attacks on various facilities, have created a new emergency in Ukraine. In emergencies, women, children, and people with disabilities are at a heightened risk of gender-based violence, including in the form of sexual exploitation and abuse. Bound by the IASC imperative to assume that GBV is happening on a large-scale during emergencies and is largely underreported, UNICEF is bound to take mitigating action. Sexual exploitation and abuse (SEA) by aid workers is a grave violation of human rights and UNICEF is committed to combat any kind of SEA by its staff, related personnel, and partners. UNICEF has a strong commitment to zero tolerance for SEA in line with the UN Secretary-General’s Bulletin on Special Measures for Protection from Sexual Exploitation and Sexual Abuse (ST/SGB/2003/13). As such, UNICEF endorsed the UN Protocol on Allegations of Sexual Exploitation and Abuse Involving Implementing Partners providing operational standards to UN entities working with implementing partners for the application of the Secretary-General's Bulletin. For UNICEF, strengthening provisions related to the protection from sexual exploitation and abuse (PSEA) remains a key priority to create a safer and more protective environment for every person we serve. The role of the consultant will support these efforts.

Purpose of assignment:

The purpose of the consultancy is to strengthen PSEA capacities of UNICEF implementing partners and their related frontline workers, considering existing reporting mechanisms, the roles of the various actors involved and common approaches for the protection of beneficiaries, to ensure synergies between global and local policy and practice, to develop information materials and to provide training

To qualify as an advocate for every child you will have…

  • Education: an advanced university degree (Master’s or higher) in Social sciences, human rights, gender studies or any other related area of expertise.
  • Professional experience: 5 years of experience working in facilitating highquality training, adult learning, and capacity development in the areas of PSEA, gender-based violence, protection, human rights, accountability to affected populations, complaints and feedback mechanisms; experience in providing technical support on PSEA, including capacity development of CSOs; experience in developing standard operating procedures, adapting PSEA standards and policies to the local context; experience in developing training programmes and raising awareness of humanitarian workers on PSEA.
  • Languages: Ukrainian Proficient/Native [C2]; English Intermediate.

Deliverables:

1. Update training packages on PSEA for implementing partners (IPs) and frontline workers. Deadline: 31 March 2023.

2. Develop and update templates and guiding tools on all 8 PSEA assessment standards for implementing partners. Deadline: 30 April 2023.

3. Deliver 7 online training sessions on PSEA for IPs and frontline workers, including pre- and post-training activities and reports: 3 sessions in Q2 (Deadline: 30 June 2023); 1 session in Q3 (Deadline: 30 September 2023); 3 sessions in Q4 (Deadline: 15 December 2023).

4. Deliver 6 offline training sessions on PSEA for IPs and frontline workers, including pre- and post-training activities and reports (in Kyiv, Dnipro, Kropyvnytsky, Lviv, Odesa, Poltava): 3 sessions in Q2 (Deadline: 30 June 2023); 1 session in Q3 (Deadline: 30 September 2023); 2 sessions in Q4 (Deadline: 15 December 2023).

5. Provide recommendations on PSEA policies and mechanisms to up to 55 IPs: 6 IPs in Q1 (Deadline: 21 March 2023); 12 IPs in Q2 (Deadline: 30 June 2023); 12 IPs in Q3 (Deadline: 30 September 2023); 12 IPs in Q4 (15 December 2023); 13 IPs in Q1 (Deadline: 1 February 2024).

6. Conduct coaching sessions on PSEA for up to 55 IPs: 6 IPs in Q1 (Deadline: 31 March 2023); 12 IPs in Q2 (Deadline: 30 June 2023); 12 IPs in Q3 (Deadline: 30 September 2023); 12 IPs in Q4 (Deadline: 15 December 2023); 13 IPs in Q1 (Deadline: 1 February 2024).

7. Prepare a list of existing hotlines, reporting and complaint mechanisms, GBV/SEA and VAC services. Deadline: 30 April 2023.

8. Manage development, production, and dissemination of PSEA communication materials to partners, frontline workers, and beneficiaries (posters, video, social media campaign, etc.). Deadline: 31 May 2023.

Travel plan (15 days):

  • Q2 2023: Dnipro (3 days), Kropyvnytskyi (3 days), Odesa (3 days)
  • Q3 2023: Lviv (3 days)
  • Q4 2023: Poltava (3 days)

Please provide an all-inclusive financial proposal to carry out the deliverables listed above.

i Costs indicated are estimated. Final rate shall follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee. Consultants will be asked to stipulate all-inclusive fees, including lump sum travel and subsistence costs, as applicable.

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
