Background

I. Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Myanmar Country Office is based in Yangon, with offices in the capital Naypyitaw as well as in Mon, Kachin and Rakhine States. Under its Strategic Note 2019-2021, UN Women Myanmar focuses on delivering on the following interlinked programme areas underpinned by support for intergovernmental and normative processes:

  • Women’s Leadership and Gender Responsive Governance
  • Women’s Economic Empowerment
  • Women, Peace and Security and Gender in Humanitarian Action and Disaster Risk Reduction.

The “Safe and Fair: Realizing Women Migrant Workers’ Rights and Opportunities in the ASEAN Region (2018-2022)” is part of the European Union-United Nations (EU-UN) Spotlight Initiative to eliminate violence against women and girls. Safe and Fair (the Programme) is implemented through a partnership between the ILO and UN Women (in collaboration with UNODC) with the overriding objective of ensuring that labour migration is safe and fair for all women in the ASEAN region.

The Programme aims to address women workers’ vulnerabilities to violence and trafficking, strengthen rights-based and gender-responsive approaches to violence against women and labour migration governance and support access to essential services by:

  • Improving the frameworks that govern labour migration and ending violence against women;
  • Improving access to information and services for women migrant workers and opportunities for them to network and organise;
  • Producing data and evidence on the experiences of women migrant workers; and
  • Campaigning to generate a better understanding of the contribution of women migrants.

The study “Violence and Harassment against Women and Men in the World of Work (2017)” from ILO states that 8 out of 10 women migrant workers migrating from Myanmar to Thailand reported having experienced violence during their migration experience. Myanmar women migrants are exposed to violence and discrimination based on intersecting forms of discrimination. Vulnerability to risk can often begin in Myanmar, especially when women have limited access to the information, skills, financial literacy and opportunities they would need to be able to engage with fair and regular migration options.

A varied number of service providers in Myanmar serve to meet the needs of women migrant workers, including public service providers, embassies or consular offices, employers, trade unions, migrant worker resource centres, civil society organisations, faith-based organisations and community based networks of women migrant workers. Service providers and stakeholders can benefit from a more coordinated response and strengthened referral processes to ensure that service delivery to women migrant workers in a way that is gender-responsive and sensitive to their unique needs and circumstances.

The Women’s Peace and Humanitarian Fund (WPHF) supports local women’s rights and women led civil society organizations operating in conflict affected and humanitarian settings. The 2020 fund focuses on COVID-19 emergency response, funding CSOs in emergency settings.

II.Purpose of the consultancy

Within the described context, the Safe and Fair and WPHF programmes are seeking to recruit a consultant to work with and provides support to the members of the Programme Team in the development and implementation of joint ILO-UN Women Project Safe and Fair: Realizing women migrant’s workers’ rights and opportunities in the ASEAN region. The consultant (programme assistant) will provide support and assistance to the team to ensure effective programme implementation in line with UN Women rules and regulations and in coordination with ILO and implementation partner, Women Organization Network (WON) including sub-partner organizations of the project.

The consultant will also work with two CSOs which is implementation partners of UN Women’s project WPHF: The Women’s Peace and Humanitarian Fund (WPHF) supports local women’s rights and women led civil society organizations operating in conflict affected and humanitarian settings. The 2020 fund focuses on COVID-19 emergency response, funding CSOs in emergency settings, to reach effective programme implementation in line with UN Women rules and regulations as mentioned above.

Duties and Responsibilities

I.Scope of work

The consultant is expected to complete the following key tasks:

  1. Programme Management Support:
  • Provide programme and administrative support to programme team in the preparation of various programme documents, such as workplan, budgets, reports, and proposals on programme implementation arrangements.
  • Under the guidance of the supervisor, assemble briefing materials prepare power-points and other presentations for the programme unit.
  • Identify sources and gather and compile data and information for the preparation of documents, guidelines and other materials as required.
  • Assist the programme team in reviewing and preparing documentation on the procurement of goods and services, and support contract tracking.
  • Help the team in providing guidance to the country and project offices on routine implementation of the project, tracking use of financial resources.
  • Review of contributions agreement, managing contributions in Atlas.

    2. Financial Management Support:

  • Use Atlas to prepare required budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial closure of the project.

  • Create requisitions in Atlas for receipt of goods and services, including making budget checks for requisitions, POs and vouchers.
  • Provide verification of expenditures (FACE-form) of partner organizations according to UN Women financial procedure and organizing verification notes to provide partners, monitoring specialist, programme team and keep filling for records.
  • Keep and filing the expenditure documents of partner organizations
  • Review financial reports; prepare non-PO vouchers for SAF and WPHF projects
  • Prepare necessary supporting documents on hiring international and national consultants and Process payments for consultants
  • Support the programme team in the tracking of and reporting on mobilized resources.

    3. Administrative Support to the Programme Unit:

  • Provide administrative supports to programme team in organization of events, meeting, workshop, etc. Making travel arrangements for the programme team and project staff, including preparation of travel requisitions and claims.

  • Draft non-substantive correspondence, maintain, and organize up-to-date hard and electronically received information, and ensure up-to-date filling. Maintain both hardcopies and electronic copies of the office records and reference files on various subjects.
  • Prepare presentation material/ slides in power point for presentation for meetings/ workshops and keep all papers ready for meetings.
  • Prepare meeting minutes for monthly coordination meetings

    4. Supports knowledge building and knowledge sharing in the CO and with relevant UN Women and ILO offices focusing on

    achievement of the following results:

  • Participation in the trainings for the operations/ project staff on programme

  • Contributions to knowledge networks and communities of practices.
  • Facilitate the exchange of information with relevant UN Women stakeholders working on Safe and Fair: Realizing women migrant workers’ rights and opportunities in the ASEAN region.
  • Effectively coordinate with ILO country Office for matters related to the project implementation.

2. Contract Period and Work Location

The consultant will be based in Yangon. The consultant may be requested to travel on mission to Nay Pyi Taw and IPs & field offices areas, for which tickets will be organized by UN Women and Daily Subsistence Allowance (DSA) will be provided as per UN Women rules and regulations. Travel Authorization will be granted to the consultant prior to the travel dates.

3. Payment

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will be based on the deliverables (within the indicated timeframes).

5.Evaluation

Applications will be evaluated based on the cumulative analysis.

A two-stage procedure is utilised in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
