- Fluency in English and French is required.
- Prior experience in green economy, public policy implementation, and coordinating multi-stakeholder processes is desirable.
- Ability to work independently and proactively in a multi-cultural, remote setting; strong organizational and time management skills; ability to meet deadlines under pressure is desirable.

Result of Service
• A green jobs assessment report on the potential of green jobs creation with an emphasis on youth, genders and circularity in high impact sectors building on the existing ILO green jobs assessment • A technical workshop for policy makers to strengthen capacities on youth employment. • One Inter-ministerial, inter-generational and multi-stakeholder roundtables in Madagascar focused on green jobs for youth to accelerate climate action and circularity. • A "Training of Trainers” (ToT) for investors, financial, education, private, public and youth institutions to enhance institutional strength for multi-stakeholder partnerships, green financing, skilling, reskilling, and upskilling of youth for green jobs.

Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environment authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP’s Industry and Economy Division addresses environmental issues at global and regional levels, provides leadership and encourages partnership in caring for the environment by inspiring, informing and enabling nations and people to improve their quality of life without compromising that of future generations. The Industry and Economy Division also works with many partners, including Member States, to advance the organization’s global goals as well as national efforts to transition to a low-carbon, green economy. Within the Industry and Economy Division, the Resources and Markets Branch is focused on resource efficiency, inclusive green economy, and circularity. It leads the UNEP Green Economy Initiative and the Partnership for Action on Green Economy, One Planet Network, International Resource Panel, the 10 Year Framework of Programmes on Sustainable Consumption and Production Patterns (10YFP) and many other initiatives. All these aims to shift national economies on to a more sustainable path, in which jobs and output growth are driven by increased investment in green sectors, and by a switch of consumers’ preferences towards environmentally friendly goods and services. The 10YFP is a global framework for action to enhance international cooperation and accelerate the shift towards sustainable consumption and production (SCP) patterns in both developed and developing countries. As part of this work, 10YFP is following up the recommendations of the International Meeting "Stockholm+50” and its legacy initiative on “Green Jobs for Youth Pact.” The pact brings together the mandates and expertise of three UN Agencies, the International Labour Organization (ILO), the UN Environment Programme (UNEP), and the UN Children’s Fund (UNICEF) under one integrated umbrella to deliver a meaningful legacy of Stockholm+50 by creating green jobs and to close the skills gap in developing countries, targeting climate vulnerable sectors, contributing to a systemic change harvesting benefits for people, planet, and prosperity. The Pact is a bold and unique partnership for action working with and for young people in countries where there is a high potential for green jobs and need to equip youth with the necessary green skills. At UNEP, the pact is led by the 10 Year framework of Programmes (10YFP). The Pact is currently implementing the United Nations Development Account (UNDA) financed project “Strengthening Policies and Capacities for Green Jobs for Youth in Africa and the Caribbean”. In Madagascar, the project focuses on strengthening knowledge and capacity of policymakers on green youth employment as well as enhancing inter-ministerial coordination and cooperation with social partners, education institutions and youth organizations in jointly designing, amending and implementing green youth employment policies. Specific tasks and responsibilities The consultant will: • Identify the main stakeholders to be consulted and ensure stakeholder engagement in developing the green jobs assessment with particular emphasis on tripartite constituents: the Government (in particular, the Ministries responsible for Labor, Finance, Economy, Agriculture, Energy, and Transport), employers' and workers' organizations. • Collect and consider data of green industry structure in terms of intermediate demand, import, value added and employment and spilt ISIC into green and conventional industries. • Consider labour, social and environmental statistics, cleaning and interpolation in concordance with ISIC and Green Industry extension of SUT/IOT (For CO2, if national data are not available, UNFCCC data can be used.); • Make yearly SUT/IOT baseline business as usual projection up to next 10-15 years, such as up to 2030 or aligning to national development agenda, using IMF or other forecast; and yearly SUT/IOT ‘green’ projection up to 2030 using IMF forecast but modelling structural shift and taking into account quantified green and climate polices (but certainly limited to a few variables to be defined in the project)Analysis of employment, social and environment, such as CO2 etc. outcomes of policies; • Prepare, present and discuss results in national workshop, • Draft a comprehensive green jobs assessment report, including evidence-based recommendations for policy, financing, and skills development interventions • Organize and facilitate a technical workshop for policymakers to strengthen their capacities in collaborative policy formulation, including youth representatives, to foster green jobs for youth in selected high-impact sectors. • Coordinate and deliver one inter-ministerial, inter-generational, and multi-stakeholder roundtables, ensuring balanced representation and meaningful dialogue to promote green jobs, climate action, and circularity. • Deliver of a Training Trainers (ToT) targeting actors from public institutions, private sector, youth organizations, and education/training institutions. • Participate in regular planning and review meetings, provide progress updates, and incorporate feedback into deliverables. • Draft recommendations for next steps on delivery of project. • Collaborate closely with the Green Jobs for Youth Pact project team and implementing partners (including ILO, UNICEF, national counterparts, and relevant UN agencies) to ensure effective coordination, alignment of activities, and timely delivery of project outputs.
Qualifications/special skills
• Advanced university degree (master’s or equivalent) in public policy, international relations, business administration, sustainable development, economics, or a related field. A first-level degree in combination with qualifying experience may be accepted in lieu of the advanced degree is required. • At least 5 years of professional experience in the field of sustainable development, or public policy, including experience in sustainable employment policy, green jobs assessments, organization and delivery of events, capacity-building workshops, or policy consultations is required. • Strong analytical, research experience in national economic data collection and input-output, social accounting matrix and national labour and environmental statistics, including labour force surveys, system of national accounts and emission inventories. and communication skills, including the ability to prepare briefings, concept notes, and outreach materials for different audiences, is required. • Prior experience in green economy, public policy implementation, green jobs and economic research related to climate change and the nexus between employment and climate change, as well as in coordinating multi-stakeholder processes, and working with international, regional, and national organizations, including UN entities, is desirable. • Ability to work independently and proactively in a multi-cultural, remote setting; strong organizational and time management skills; ability to meet deadlines under pressure is desirable.
