Purpose of Activity/Assignment

Provide support to the Directory of Anti-Trafficking and Migration at the Ministry of Interior on the periodic monitoring and evaluation of the implementation of the National Action Plan for Human Trafficking, 2021-2023

Scope of Work:

Albania is a country of source, transit and destination for human trafficking. Children, women and men are trafficked for the purpose of sexual exploitation and forced labour. The number of child victims detected in Albania is comparatively high and exceeds the average 30% of the overall victims of human trafficking in the country. Albanian women and children are prey to trafficking for sexual exploitation outside, but also within the country, especially during tourist season, with traffickers using false promises such as marriage or employment offers to force victims into sexual exploitation. Economic inequalities and poverty combined with a general lack of professional opportunities, conservative gender norms and the hope for a better life render Albanian women and children indeed particularly vulnerable to human trafficking. The Government of Albania with Decision No. 670, dated 10.11.2021, approved the "National Action Plan for the Fight against Human Trafficking 2021-2023", as appendix 1, in the STRATEGY AGAINST ORGANIZED CRIME AND SERIOUS CRIMES 2021-2025 AND THE ACTION PLAN 2021-2022. The National Action Plan (NAP) for the Fight against Trafficking in Persons 2021–2023 is an instrument that aimed at coordinating state and non-state actors, including international organizations, engaged in the fight against trafficking of persons. The NAP is based on the previous plan, which covered the period 2018-2020, as well as the Monitoring Report for the implementation of the 2018-2020 PKV, which provides a detailed analysis of the level of implementation of the foreseen measures, the stage at which there is their implementation, as well as recommendations and suggestions for the following period. The Action Plan is the country's most important political and strategic document in the anti-trafficking field. In addition to the implementation of the measures defined in the Action Plan, the continuous monitoring of the structures charged with their implementation is considered necessary to analyse the real situation and to supervise the periodic progress, in order to fulfil them in the most effective way, in time and according to the defined targets. The monitoring and evaluation process will go through several stages such as: data collection; data analysis; drawing up periodical reports at the institution level. All institutions charged with the implementation of the Action Plan will draw up unified 6-month reports in implementation of the obligations defined in the Action Plan, as well as upload data to the IPSIS system. The Directorate of Anti-trafficking and Migration in the Ministry of the Interior will be the responsible institution, which will collect, process and analyse the periodic reports that will be forwarded by all the institutions charged with the implementation of this action plan The annual monitoring and evaluation reports will also be submitted for recommendations to the State Anti-Trafficking Committee. The activity will be undertaken in framework of ‘Scaling up an efficient nationwide system response to human trafficking in and from Albania’ (the “Project”), led by UNICEF Albania that is thoroughly commited to reduce human trafficking in and from Albania.

Work Assignment Overview

Task(s) / Milestone(s) 1:

- Prepare a Responsibility Assignment (RACI) matrix showing the different roles and responsibilities that all stakeholders assume in the implementation of the and update accordingly; - Prepare and update a list of relevant stakeholders; - Identify best practices on continuous basis; - Prepare presentations, reports and policy papers as required. Deliverable - Support with standard reporting and evaluation formats for the institutions responsible for the implementation of the Action Plan and the annual monitoring plan Timeline – RACI matrix – during the first month of engagement (5 Days monthly)

Task(s) / Milestone(s) 2:

- Support the work of Directory of Migration and Antitrafficking in in monitoring, coordination and reporting on the NAP 2021-2023; - Provide feedback on the inputs from lead agencies on the semi-annual progress report; - Support in the integration of the inputs from lead agencies into the reports on the implementation of the NAP, covering all the measures set out; - Provide diagnosis of emerging issues and recommendations for remedial actions; - Gather best practices from the field and make these available for the stakeholders; - Participate in the meetings with the working group (National Referral Mechanism), Tdh, UNICEF to agree on the content of the concept note based on the analysis and the feedback provided by the key stakeholders.

Deliverable - Provide support to the Ministry of Interior on midterm review and evaluation of the National Action Plan on Anti-Trafficking 2021 – 2023 Timeline – 1st annual report - January-February 2023 (covering the period November 2021 – December 2022) 2nd 6-month report - July 2023 (covering the period January – June 2023) 2nd annual report -December 2023 (covering the period January December 2023)

What to submit

1. Letter of intent to confirm the ability to perform the tasks and confirm qualifications 2. Previous work conducted in this area of expertise including links, samples of work. 3. A concept paper (not longer than 1-2 pages) providing the consultant’s methodology, references, plan for conducting this consultancy. 4. Total financial offer with a breakdown for each requested deliverable of the advertised consultancy in USD. Financial proposal should be all inclusive of all costs, expenses, charges or any) other related costs that the Consultant may incur in connection with the performance of its obligations under the Contract. Any foreseen travel should be also included in the deliverable quoted amount.

To qualify as an advocate for every child you will have…

- Post-graduate degree in Social Sciences, International Development, Development Studies, Social Welfare, Social Policy, Social Work or related fields; - A minimum of 5 years of relevant professional experience in the field of M&E assessment and development plan, strategic planning, experience in shaping change management; - Proven experience in conducting policy analysis, assessments, costing of laws and policies, with focus on development, social or gender equality policies; - Ability to produce content for high standard deliverables in both Albanian and English; - Previous experience in the social welfare field, specializing on issues related to trafficking, children, their protection, migration and development, human rights and welfare/wellbeing; - Proven experience of having undertaken similar assignments will be an added value; - Sensitivity towards ethics with regards to human and child rights issues; - Very good planning and time management skills; - Ability to work closely with national and international actors with tight deadlines and with minimal supervision; - Excellent analytical capacities; excellent ability to synthesize information and relate action to results.
