Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. UN Women provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women in Bangladesh supports the government to implement commitments to international normative standards on gender equality and women’s human rights. The new UN Sustainable Development Cooperation Framework (UNSDCF) for 2022-2026 was launched in 2021 and the corresponding UN Women Bangladesh Strategy Note (2022-2026), defining UN Women’s strategic engagement in Bangladesh, has also been finalized. The country strategy focuses on strengthening the national structures and mechanisms for gender mainstreaming in policies, plans and budgets; supporting efforts to prevent and eliminate violence against women; promoting women’s access to decent and safe work; promoting policies and government investment in women’s empowerment and resilience building in the context of climate change, humanitarian crisis as well as other threats to peace and security. UN Women works with a range of stakeholders in Bangladesh including the government, civil society and women’s organisations, youth, UN agencies and donors, to promote gender equality and women’s empowerment.

United Nations Development Programme (UNDP), United Nations Capital Development Fund (UNCDF), and UN Women, in collaboration with Government of Netherlands, are implementing a Joint Programme entitled Women’s Empowerment for Inclusive Growth (WING). WING is fostering skills that create dignified and formal participation of women as employees and entrepreneurs in local economies, breaking entrenched discriminatory attitudes, norms and stereotypes that created the current inequities in the social, political and economic spheres. WING supports women’s participation in the local economy as employees and entrepreneurs by developing their skills, facilitating access to financing and breaking entrenched discriminatory attitudes, norms and stereotypes that work against women’s participation in the social, political and economic spheres. It was launched in November 2020 and will close in October 2023.

WING aims to strategically contribute to the SDGs and contributes to “Strategic Priority 1: Inclusive and Sustainable Economic Development” of the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2022-2026 of Bangladesh. It aligns with the Government of Bangladesh’s (GOB) efforts to attain gender equality and women’s economic empowerment, which is identified as a cross cutting theme in achieving long-term national development aspirations, as articulated in Eighth Five Year Plan 2021-2025, National Women Development Policy 2011, policies, strategies and frameworks including Vision 2021, and the National Development Plan.

Key focus areas of WING include:

  • Unlocking access to finance for women-led small and medium enterprises (SMEs)
  • Capacity development of private sector i.e. financial institutions on facilitating gender responsive investments
  • Capacity development of local government authorities and Women’s Development Forums (WDFs) on gender responsive planning and budgeting and community as well as private sector mobilization for He4She campaigns.
  • National and local level advocacy on barriers and strategies for women’s economic empowerment.
  • Capacity development of private sector on UN’s Women’s Empowerment Principles (WEPs)
  • Social and behavior change campaigns on women’s economic empowerment.
  • Inclusion of women entrepreneurs in digital economy.

In this regards, UN Women is looking for a national consultant with knowledge management related expertise to support in documentation of the programme’s progress and build a knowledge base on the results achieved through the coordinated efforts of the three partner UN agencies This consultancy is also expected to contribute towards strengthening knowledge production on gender equality and women’s empowerment.

Objective and Scopes of Work of the Consultant:

Purpose: To hire a national level consultant to develop a strategy to further enhance synergy in the WING programme. The consultant will also support in building a knowledge base on the results achieved through the coordinated efforts of the three partner UN agencies which will include documentation of the programme’s progress and contribute to reporting. The consultant will also facilitate a strategy development and learning workshop for the partner UN agencies to feed into the reporting.

The consultant, to be based at Dhaka, Bangladesh will work remotely, conducting physical meetings and workshops within Dhaka, Bangladesh as required, maintaining COVID related social distancing and hygiene measures. The consultant is expected to use his/her own computer, IT and other internet and telecommunications facilities.

Duties and Responsibilities

• Prepare an inception report containing detailed work plan along with timeframe for this assignment, proposed agenda for the strategy development, learnings and progress reporting workshop, and brief outline of the expected follow-up report on strategies for synergies, lessons learned and progress notes.

• Conduct literature review of WING documents and secondary literature for preparation of workshop, strategy report and progress notes.

• Plan, conduct and facilitate a two-days long strategy development, learnings, and progress reporting workshop with WING’s partner UN agencies in Dhaka, Bangladesh. It will include around 15 participants each day. This workshop is expected to develop capacities of the team from the three UN agencies, with focus on strengthening synergies related to WING’s programmatic strategy as well as coordination and operational implementation. It is expected to help strengthen coordinated work and sustainability among the WING UN partners and their outcomes/outputs/activities leveraging on the comparative advantages of the three UN agencies. The workshop is also expected to facilitate documentation of discussions and progress notes on the achievements of results, challenges, lessons learned, strengthened synergies and coordinated work of the three agencies within the joint programme.

• Conduct meetings and follow-up with UN Women and partner UN agencies of WING to collect and compile progress notes.

• Develop progress notes from UN Women and partner UN agencies to feed into the progress report or narrative report for WING, especially focusing on highlighting the synergies and coordinated work of the three agencies within the joint programme.

• Develop a report on strategies for synergies, lessons learned and progress notes of WING (Maximum of 15 pages, Font: Calibri 12, excluding annexes).

Duration of the Assignment:

- The assignment will be between 24 April 2022 to 16 May 2022 (Maximum 15 working days) in Dhaka, Bangladesh.

- Consultant will need to follow COVID 19 protocols of UN Women in availing duty station and during workshops / meetings / field visit and be able to independently remotely when needed in discussion with the Programme Coordinator, WING, UN Women Bangladesh.

Supervision and Performance Evaluation:

Under overall guidance of UN Women Deputy Country Representative, Bangladesh, the selected consultant will report directly to Programme Coordinator - WING, UN Women Bangladesh. The consultant will also work closely in collaboration with WING focal points at UNCDF and UNDP.

Travel and DSA:

No DSA will be paid at the duty station, Dhaka, Bangladesh or while working remotely. If unforeseen travel outside the duty station is required for this assignment, upon prior agreement/approval from UN Women such travel expenses shall be borne by UN Women and the individual contractor/SSA shall receive a per-diem not to exceed United Nations daily subsistence allowance rate in such other location(s) and actual travel cost.

Performance Evaluation:

The consultant will work closely with the WING Project team under UN Women and will report to the Programme Coordinator, WING, UN Women Bangladesh, who will also carry out a performance evaluation of the consultant at the end of the assignment under overall guidance of UN Women Deputy Country Representative in Bangladesh.

Required Skills and Experience

Education:

Master’s degree or equivalent in Development Studies or Business Administration or Economics or Women’s and Gender Studies or Public Policy and Governance or Strategic Management or other relevant Social Science or Business discipline.

Technical Competencies:

  • Around 7 years of relevant experience on issues related to monitoring and evaluation and / or knowledge management and reporting, especially in thematic areas i.e. inclusive and sustainable economic development and / or women’s economic empowerment and / or private sector development.
  • Demonstrated experience in development of knowledge products on women’s economic empowerment and technical advisory support on knowledge management.
  • Demonstrated experience in workshop or training facilitation or moderation.
  • At least 3 years of experience with UN agencie(s) or international organization(s) or international development agencie(s).

Language and reporting writing skills

  • Excellent proficiency in written and spoken Bangla and English is required

Price Proposal and Schedule of Payments

Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, only and any other applicable cost to be incurred by the SSA in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages

Evaluation Method and Criteria: Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as: 1. Responsive/compliant/acceptable; and 2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

Only candidates obtaining a minimum 100 mark in technical evaluation will be considered eligible for financial evaluation. Technical Criteria for Evaluation (Maximum 70 points out of 100)

Criteria-01; Academic Qualification - Max Point 10

Criteria-02; Number of years of experience on issues related to monitoring and evaluation and / or knowledge management and reporting, especially in thematic areas i.e. inclusive and sustainable economic development and / or women’s economic empowerment and / or private sector development. Max-40 pts

Criteria-03; Demonstrated experience in development of knowledge products on women’s economic empowerment and technical advisory support on knowledge management. Max-20 pts

Criteria-04; Number of years of experience with UN agencie(s) or international organization(s) or international development agencie(s), Max-10 pts

Criteria-05; Demonstrated experience in workshop or training facilitation or moderation. Max-20 pts

The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

Only the candidates who have attained a minimum of 70% of total points (70) will be considered as technically-qualified candidate.
