Background

The European Union and the United Nations have launched the Spotlight Initiative in Tajikistan (SPT), a multi-year programme aimed at addressing all forms of violence against women and girls (VAWG), and harmful practices. The Spotlight Initiative aims to support transformative change on the ground to end violence against women and girls (EVAW), in numerous countries globally, including Tajikistan. The initiative comes with the highest level of commitment globally and is governed by the UN Deputy Secretary General and the Vice President of the EU Commission. The SPT follows a human rights-based approach and considers the specific needs of women and girls who experience multiple and intersecting forms of discrimination and uphold the principle of “leaving no one behind.”

The Spotlight initiative in Tajikistan focuses its implementation on 6 Pillars (or Components): 1) Legislation and Policies; 2) Institutional strengthening; 3) Prevention of violence; 4) Available, accessible, and acceptable, quality services; 5) Quality and reliable data and 6) Supporting women’s movements and civil society organizations, and tightly cooperates with the civil society organizations and governmental bodies.

To support the SPT’s implementing agencies (UN Women, UNFPA, UNDP and UNICEF) and local implementing partners and civil society organizations in coordination and promotion of Programme activities on the government side and ensure timely implementation of the SPT’s activities in Tajikistan (further Programme) until December 31, 2022, UN Women in Tajikistan seeks to hire the National Consultant on Institutional Coordination (Consultant).

The Consultant will exercise overall responsibility to provide advice and support the effective implementation of the Spotlight Initiative in Tajikistan. The Consultant will be based at the Committee of women and family affairs under the Government of Tajikistan. The Consultant will engage government entities at national and sub-national level, Recipient UN organizations (RUNOs) via Spotlight UN Technical Team, SPT Coordination Unit, Civil Society Reference Group (advisory group of the civil society activists), as well as other stakeholders.

  1. Objective

The overall purpose of the assignment is to provide support to RUNOs and implementing partners for the timely implementation of Programme activities and maintain their effective communication with the relevant state stakeholders at different national and sub-national levels on the government side, ensuring strong Programme planning, technical coordination, reporting and visibility in the country.

Duties and Responsibilities

The scope of duties of the Consultant is outlined as the following:

  • Ensure timely implementation of all Programme activities by coordination of necessary steps of the SPT Programme UN Technical Team, Coordination Unit and SPT Civil Society Reference Group with the ministries, committees and their departments at different levels.
  • Ensure the entire correspondence and requests are timely processed and response from relevant government entities is secured.
  • Ensure that engaged ministries and departments provide necessary support for programme implementation.
  • Ensure that programme consultants have access to and good working relationship with relevant ministers and entities.
  • Ensure that planned events are conducted on time in accordance with the SPT Annual Work Plan (AWP).
  • Necessary support is provided to ensure SPT visibility as per SPT Communication Strategy.
  • Perform any other requests of the Committee of Women and Family Affairs related to the Spotlight Initiative.

The Consultant may use 30% of his/her consultancy time for working from home [WFH] or telecommuting.

  1. Governance structures

The Consultant, being based at CoWFA office, will report to the National Programme Coordinator on EVAW of UN Women in Tajikistan. Daily the Consultant will work with CoWFA, in close collaboration with SI Coordination team, to ensure technical contributions.

Direct coordination is anticipated to be frequent, with ongoing consultations conducted as required to ensure common understanding and agreement between all parties. It is anticipated that the work-related equipment and supply, required by the Consultant, will be provided by the CoWFA.

  1. Scope of work and expected deliverables

The Consultant is expected to deliver the following results:

  1. Necessary correspondence is maintained and timely addressed by Government entities.
  2. Focal points of relevant ministers and entities are identified and informed of the Programme.
  3. SPT Consultants/ Research teams hired within the Programme are authorized for access to government Focal Points and wider relevant government representatives.
  4. SPT Consultants are supported to conduct analytical work as per SPT AWP, including analysis of the laws, regulations and procedures affecting sexual and gender-based violence (SGBV) in the areas of justice, security, health, education and labour; and including cooperation and active participation of representatives of relevant State bodies in provision of situational analysis.
  5. SPT partners- local CSOs are authorized for action and have obtained relevant supporting documents. (Government agreement or a notice) to interact and engage with governmental stakeholders during SPT events.
  6. Planned Programme activities (such as conferences, workshops, trainings, round tables, actions related to sensitization of stakeholders) are conducted in accordance with the AWP.
  7. Progress reports are provided to UN Women Office in a monthly basis.
  8. Briefings on attended SPT Webinars and Regional and Global conferences is provided to UN Women Office.

Required Skills and Experience

Education:

  • University Diploma in human rights, law, social studies, development studies or related field;

Experience:

  • At least 5 years of progressively responsible professional experience with the government, previous working experience with CoWFA is required;
  • At least 5 years of experience in analysis of existing laws, regulations and procedures affecting sexual and gender-based violence (SGBV) in the areas of justice, security, health, education and labour;
  • Knowledge of the public administration, business processes of state structures on how to ensure that the related state sector has the operational ability to effectively respond to SGBV, incl. f. ex. system-wide investments in institutional capacities, oversight mechanisms;
  • Previous experience with UN or International agencies considered an asset;

Languages:

  • Fluency in Tajik and Russian is required, and knowledge of English is an asset.

Payment Schedule

Payment will be made by deliverables based on certification of satisfactory services, approval of deliverables and acceptance of services by the UN Women (PERF) that the services have been satisfactorily performed
