Purpose of Activity/Assignment:

The purpose of the consultancy is to provide technical assistance to the Ministry of Education and Science of Ukraine (MoES) to enable implementation of the Safe School Declaration’s (SSD) commitments with a focus at the commitment #2:

“Make every effort at a national level to collect reliable relevant data on attacks on educational facilities, on the victims of attacks, and on military use of schools and universities during armed conflict, including through existing monitoring and reporting mechanisms; to facilitate such data collection; and to provide assistance to victims, in a non-discriminatory manner”

The specific objectives of the assignment are:

• development of the mechanism for attacks on schools monitoring to be used by the MoES and Departments of Education and Science (DoESs) in Donetska and Luhanska oblasts;
• assessment of the situation in schools that experience military presence nearby in Government Controlled Areas (GCA) through secondary and primary data collection;
• providing support to the MoES in keeping SSD implementation Action Plan up to date by performing associated monitoring, reporting, coordination and communication activities as required (as discussed and agreed with the MoES).

The consultant will work under direct supervision of UNICEF Ukraine, and in close collaboration with the MoES and Departments of Education and Science in Donetska and Luhanska oblasts.

The Safe Schools Declaration is an inter-governmental political agreement that outlines a set of commitments to strengthen the protection of education from attack and restrict use of schools and universities for military purposes. It seeks to ensure the continuity of safe education during armed conflict. On 20 November 2019, Ukraine became the 100th country to endorse the Safe Schools Declaration. To reach specific objectives, the Consultant will have to complete the following tasks:

For the development of the mechanism for attacks on schools monitoring to:

• Review existing attacks on schools related reports and documentation to become familiar with sources of information, stakeholders involved and approaches to attacks on schools monitoring;
• Interview relevant MoES and DoESs staff and other relevant stakeholders on their vision of attacks on schools monitoring mechanism in Ukraine;
• In close communication with UNICEF CO and relevant stakeholders develop attacks on schools monitoring mechanism to be used by the Government of Ukraine (GoU);
• Visualize and present the mechanism to the MoES, DoESs and relevant stakeholders, collect and incorporate feedback if any;
• Train relevant MoES and DoESs staff on the application of the mechanism;
• Provide support to the relevant MoES and DoESs staff during the first round of data collection and reporting, document any issues related to the application of the mechanism and make required adjustments;

For the *assessment of the situation in schools that experience military presence nearby in Government Controlled Areas (GCA)**:*

• In close communication with UNICEF CO, Ukraine Education Cluster, MoES and DoESs in Luhanska and Donetska oblasts review existing information on schools that experience military presence nearby and identify data gaps;
• Conduct primary data collection on the situation in schools that experience military presence nearby in Donetska and Luhanska GCA;
• Prepare a report that will describe and quantify the issue, list consequences of military presence near education facilities for wellbeing of children, education facility staff and parents, and provide recommendation on how to tackle the issue;
• Present findings of the report to relevant stakeholders on the national and oblast levels.

For providing support to the MoES in keeping SSD implementation Action Plan up to date (as discussed and agreed with the MoES):

• Support MoES in processing feedback and suggestions submitted by relevant stakeholders for the SSD implementation Action Plan;
• Organize and facilitate meetings with relevant stakeholders for resolving possible issues and finding the best solution to be reflected in the SSD implementation Action Plan;
• Provide inputs to the communication materials related to the provisions of the SSD implementation Action Plan;
• Conduct other monitoring, reporting, coordination and communication activities associated with the SSD implementation Action Plan as required.

Tasks/Milestone: Review of existing attacks on schools related reports and documentation; Interviews with stakeholders (MoES, DoESs, other stakeholders) on their vision of attacks on schools monitoring mechanism in Ukraine; Provide support to the MoES in keeping SSD implementation Action Plan up to date, perform associated monitoring, reporting, coordination and communication activities as required.

Deliverables/Outputs: Brief written overview (2-3 pages) of existing attacks on schools related reports and resources including annex with classification of types of attacks to be monitored by the Mechanism. Reports and resources to be identified by the consultant with the support from UNICEF CO; Summary of interview findings with main stakeholders (3-5page written report). List of stakeholders and interview questions to be agreed with UNICEF CO.

Date: 30 November 2020 (18 w/days)

Tasks/Milestone: Development of attacks on schools monitoring mechanism; In depth secondary data review in regard to situation in schools that experience military presence nearby; Planning of the primary data collection; Provide support to the MoES in keeping SSD implementation Action Plan up to date, perform associated monitoring, reporting, coordination and communication activities as required.

Deliverables/Outputs: The first draft of attacks on schools monitoring mechanism in a form of a written description accompanied by workflow diagrams and data management tools (spreadsheets, forms, etc.); Interview questions and tools for the primary data collection that are agreed with UNICEF CO; List of locations for primary data collection and schedule of field visits and/or phone interviews that are agreed with UNICEF Field Offices.

Date: 31 December 2020 (22 w/days)

Tasks/Milestone: Presentation of attacks on schools monitoring mechanism to the MoES and DoESs, collection and incorporation of the feedback; Training of relevant MoES and DoESs staff on the application of the attacks on schools monitoring mechanism; Primary data collection on the situation in schools that experience military presence nearby – phase 1; Provide support to the MoES in keeping SSD implementation Action Plan up to date, perform associated monitoring, reporting, coordination and communication activities as required.

Deliverables/Outputs: The final draft of attacks on schools monitoring mechanism in a form of a written description accompanied by workflow diagrams and data management tools that is formally agreed with the MoES and DoESs; Written report (1-2 pages) on a training conducted for the MoES and DoESs staff on the application of the attacks on schools monitoring mechanism; Field visit reports for each location visited/contacted within the primary data collection – phase 1.

Date: 31 January 2021 (20 w/days)

Tasks/Milestone: Primary data collection in regard to schools that experience military presence nearby - phase 2; Development of the assessment report on the situation in schools that experience military presence nearby; Support to the relevant MoES and DoESs staff on the application of the attacks on schools monitoring mechanism; ordination and communication activities as required.

Deliverables/Outputs: Field visit reports for each location visited/contacted within the primary data collection – phase 2; Draft assessment report on the situation in schools that experience military presence nearby (written document, 5-10 pages). The report should include locations of schools that experience the issue, visual materials (maps, photos), information on the impact on children, teachers and parents, recommendation on the ways to tackle the issue; Written report (1-2 pages) on the support provided to MoES and DoESs staff on the application of the attacks on schools mechanism, description of experienced issues, if any.

Date: 28 February 2021 (20 w/days)

Tasks/Milestone: Finalization of the assessment report on the situation in schools that experience military presence nearby; Presentation of report findings to relevant stakeholders; Provide support to the MoES in keeping SSD implementation Action Plan up to date, perform associated monitoring, reporting, coordination and communication activities as required.

Deliverables/Outputs: Final assessment report on the situation in schools that experience military presence that incorporates feedback received for the draft version (written document, 5-10 pages); Presentation of the report is conducted and presentation materials are available in a form of the ppt (or similar) and respective handover materials;

To qualify as an advocate for every child you will have…

Education: Masters degree in human rights, international humanitarian law, psychology, sociology, international development, monitoring and evaluation or another relevant social science field.

Work experience: At least 2 years of relevant professional experience in areas related to education, human rights, international humanitarian law, social research, monitoring and evaluation or similar; Good analytical and writing skills; Ability to collect and analyse data from primary and secondary sources; Experience in working with humanitarian or development actors: NGOs, INGOs, UN agencies, donors, national or oblast level government structures, is an advantage; Understanding of attacks on schools issue in Ukraine and/or other contexts; Understanding of roles and responsibilities of the MoES and DoESs in Ukraine; Experience of working in areas along the Line of Contact in Ukraine; Previous experience with UNICEF and its projects is an advantage;

Language requirements: Fluency in Ukrainian and good command of English

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
