Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women is committed to support the government of Ukraine in implementing its international and national commitments to protect women’s’ right and ensure gender equality. One of the key areas of UN Women work in Ukraine is implementation of the Women, Peace and Security (WPS) agenda. UN Women supported Ministry of Social Policy of Ukraine with development of the second National Action Plan for Implementation of UNSCR 1325 on Women, Peace and Security for 2021-2025 (NAP 13251) and with its updating in 20222 and is committed to provide technical support with strengthening capacity of the national and regional level government in its implementation. UN Women has also supported the Government of Ukraine in the development of State Strategy on Equal Rights of Women and Men by 2030 and provides expert support in the framework of CRSV prevention and response. The Russian full-scale invasion of Ukraine in February 2022 raised new challenges and needs in protecting women’s and girls’ rights and ensuring their equal and meaningful participation in peace processes. UN Women stands ready to support Government of Ukraine in addressing these challenges and implementing their commitments to protect women’s rights.

To support the consolidated efforts of the Parliament, Government, women’s groups and civil society organizations (CSOs) to meet the state commitments on gender equality and women’s rights, including CEDAW, UNSCR 1325 and SDGs, through governance reforms and peace and security processes, UN Women launched the project “Building democratic, peaceful and gender equal society in Ukraine – Phase II”, funded by Norway. The project goal is for women to meaningfully participate in and equally benefit from peace and security processes at all levels in Ukraine. This will be achieved via supporting meaningful participation of women and their organizations in conflict prevention, resolution, and recovery and by supporting government at all levels in implementing and monitoring WPS commitments in sustainable and inclusive ways. Cooperation with the Ministry of Veterans Affairs of Ukraine is envisaged within the framework of support to NAP 1325 implementation.

UN Women already started cooperation with the Ministry and successfully facilitated Ministry’s engagement with women veterans’ movement to increase regular communication and collaboration of the Ministry and women’s groups. UN Women has shared with ministry the "Invisible Battalion 2.0: Women Veterans Returning to Peaceful Life" evidence-based study, commissioned with participation of women veterans with the proposed roadmap to strengthen women veterans’ access to services for a quality post-military life. It has also provided technical assistance to the Ministry via work of the National Consultant and supported development of sectoral plan on implementation of the NAP 1325 and mainstreaming of women’s’ rights into the Ministry’s activity.

Based on this experience, UN Women would like to continue this collaboration by supporting the Ministry of Veterans Affairs of Ukraine mainstream gender in its strategies, policies, plans and budgets. UN Women, therefore, seeks to hire a National Consultant on Gender Equality to serve in the role of gender advisor to provide technical assistance, policy advice and capacity-building to ensure that gender is mainstreamed in the institutional structures, policies and mechanisms of the Ministry.

Duties and Responsibilities

The National Consultant will work under the overall guidance of the UN Women Programme Specialist and direct supervision by the Programme Analyst, and the day-to-day supervision by designated supervisor by the Deputy Minister of Veterans Affairs of Ukraine.

The National Consultant will be responsible for implementing of a set of tasks, including, but not limited to:

  • Develop result-based work plan for the provision of advisory services, including tasks, indicators for measuring progress, and a timeline of deliverables.

  • Support the update of the sectorial Action Plan on the implementation of the NAP 1325 Ministry of Veteran Affairs in accordance with amended NAP 1325 (CMU order No. 1150-p dated 16 December 2022, On Amendments to Order of the Cabinet of Ministers of Ukraine dated 28 October 28, 2020, No. 1544).

  • Support the Ministry of Veterans Affairs of Ukraine with developing a gender-sensitive monitoring tool for the implementation of the Support Institute for the Veteran Mentoring Institute project.

  • Provide technical support and capacity building to the Ministry to implement NAP 1325 and commitments on WPS in the form of guidelines on roles and responsibilities of Ministry’s Gender advisors on equal rights and opportunities for women and men at central and regional level.

  • Support the Ministry to ensure gender and the needs and priorities of women veterans and women family members of veterans are considered and responded in the implementation and monitoring of the national programmes and policies, developed by the Ministry and other governmental institutions.

  • Provide of technical support and capacity building of the Ministry in developing recommendations for a gender-sensitive approach during the preparation of informational and awareness raising materials to inform public on positive roles and image of women veterans in society.

  • Prepare a Final Report on progress and achievements, lessons learnt and recommendations for the implementation of all the above deliverables.

The National Consultant, within the framework of its tasks, may participate in working groups, meetings of multilateral and interagency working groups of the Ministry of Veterans Affairs of Ukraine, training seminars to analyse, formulate and implement gender-oriented policies, reforms, plans and budgets, as well as to support the Ministry in institutionalising these practices.

*All reports should be submitted in English language and include the full set of supporting documents, such as analytical briefs, training agendas, handouts, capacity development materials and lists of participants etc. The supporting documents can be submitted in Ukrainian.

Inputs

  • UN Women and the Ministry of Veterans Affairs of Ukraine will provide the National Consultant with background materials related to the assignment.
  • The Ministry of Veterans Affairs of Ukraine will provide the National Consultant with the space and access to internal institutional documents.

  • The consultant is expected to work using her/his own computer.

Performance evaluation:

  • Contractor’s performance will be evaluated against such criteria as: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered. The evaluation will be carried out and cleared by the hiring manager which will also be the basis for payment on delivery basis to the consultant.

Financial arrangements:

  • Payment will be disbursed on monthly basis upon receipt of the deliverables (as per above matrix) and their certification by the Ministry of Veterans Affairs of Ukraine and UN Women Project Coordination Analyst that the services have been satisfactorily performed.

Required Skills and Experience

Qualifications Education:

  • Advanced (Masters) degree in Human Rights, Political Science, Gender Studies, Social Sciences, Law or related field.

Experience:

  • Minimum 2 years of relevant experience in humanitarian, development, human rights, gender equality or another relevant field;
  • Proven knowledge of veterans’ issues with the focus on different needs of women and men and experience of conducting needs assessments, policy analysis, drafting recommendations and other policy and briefing documents on gender equality, women, peace and security issues, and gender-responsive reintegration.
  • Proven knowledge of international humanitarian, human rights, gender equality, women’s empowerment and women, peace and security frameworks;

  • Proven experience with advocacy for gender equality and women’s rights with high level national stakeholders, including Members of Parliament and Governmental institutions;

  • Understanding of national legislation and policy frameworks and governance systems, including Ukrainian legislative framework related to the veterans;
  • Experience with participating in high-level dialogues, consultations and workshops, including with Members of Parliament, Government, CSOs, etc.;
  • Previous professional experience with development agencies and the United Nations would be considered an asset.

Evaluation of Applicants****:

Applications will be evaluated based on the cumulative analysis taking into consideration the combination of their qualifications and financial proposal. A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. The award of the contract should be made to the individuals whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable.

  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • Technical criteria - 70% of total evaluation (max 45 points for technical criteria and max 25 points for interview). Total max 70 points:

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 49 points in the technical evaluation will be further considered and evaluated.
  • The total number of points allocated for the financial/price component is 30.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 49 points in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 30

(S - score received on financial evaluation; Fmin - the lowest financial offer out of all the submitted offers qualified over the technical evaluation round; F - financial offer under the consideration).
