Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
UN Women in Georgia supports state and non-state partners towards the achievement of substantive gender equality in Georgia. In line with international and national commitments, UN Women works on the levels of policies and legislation, institutions and grassroots, in order to achieve transformative results for increased gender equality and greater protection of the rights of women and girls.
The UN Women Georgia Country Office with the generous support of the Government of Norway is implementing a project “Good Governance for Gender Equality in Georgia” (GG4GEG). The project responds directly to gender equality and gender mainstreaming commitments undertaken by the Government of Georgia at the international and national levels and aims to strengthen governance systems for gender equality in Georgia by tapping into ongoing public sector reforms such as the decentralization, public finance reform and civil service reform, among others.
Gender mainstreaming in governance at all levels is essential for achieving gender equality and women’s empowerment (GEWE). When institutions, policies and programs fully integrate gender considerations into their work they deliver better and more equitable results for men, women, boys and girls contributing to the good governance. Responsibility to mainstream gender in all governmental policies and programmes in further enshrined under various international instruments on GEWE, including the Beijing Declaration and Platform for Action (BPfA), SDGs and the Convention on the Elimination of all Forms of Discrimination (CEDAW) et al. BPfA in particular, calls on the national governments to “ensure mainstreaming of a gender perspective in all policy-making processes, and further calls on the national machineries for the advancement of women to support governmentwide mainstreaming of a gender-equality perspective in all policy areas. The 2030 Sustainable Development Agenda further calls to ensure that governance systems empower and include the voices and needs of the most vulnerable and furthest behind such as children, youth, persons with disabilities (of whom more than 80% live in poverty), people living with HIV/AIDS, older persons, refugees, internally displaced persons and others.
In 2014, the Government of Georgia (GoG) adopted the 2015-2020 Public Administration Reform (PAR) Roadmap. The document sets the framework for action for GoG in the areas of: (1) policy development and coordination; (2) human resources management; (3) accountability; (4) service delivery; (5) public finance management and (6) local self-government. Adoption of the 2015-2020 PAR Roadmap constituted an important step forward towards establishing an effective and efficient public administration system in Georgia. However, this strategic document fell short of capturing Georgia’s international and national commitments on GEWE.
The year 2020 represents momentum for mainstreaming gender into the PAR reform process as the 2015-2020 PAR Roadmap expires and the GoG (represented by the PAR Council) embarks on the journey to develop the new generation of the PAR Strategy for 2021-2024. This gender mainstreaming process will be spearheaded by the Inter-Agency Commission on Gender Equality, Violence against Women and Domestic Violence in partnership with the GoG Policy Planning Department represented by the PAR Council.
Under the GG4GEG project, UN Women will provide technical support to the government of Georgia in mainstreaming gender in the 2021-2024 PAR Strategy and Action Plan (AP) 2021-2022. The process will be further informed by Georgia’s international commitments on gender equality and women’s empowerment under CEDAW, BfPA and SDGs, as well as by the internationally established guidelines and standards (SIGMA/OECD/EU) on gender mainstreaming in governance and public administration. To deliver on the central and transformative promise of the 2030 Sustainable Development Agenda – leave no one behind, UN Women will further support the government of Georgia in addressing multiple dimensions of this pledge to ensure that the interests and needs of the most vulnerable and furthest behind are reflected in the 2021-2024 PAR Strategy. To undertake this work, UN Women is planning to hire a national consultant. The objectives of the consultancy are as follows:
- To mainstream gender in the 2021-2024 PAR Strategy and AP draft informed by Georgia’s international and national commitments on gender equality and gender mainstreaming in areas covered by the PAR Strategy and AP;
- To mainstream social inclusion issues in the 2021-2024 PAR strategy and AP in line with the 2030 Sustainable Development Agenda.
The National Consultant will work in close partnership with the PAR Council, Public Administration Unit (PAU) of Administration of Government of Georgia (AOG)the Advisor to the Prime Minister on Human Rights and Gender Equality in close coordination with relevant development partners and with the technical assistance from UN Women.
The work of the consultancy is expected to start in September 2020 and end in December 2020.
Duties and Responsibilities
The duties and responsibilities of the national consultant are:
- To conduct desk review of Georgia’s international and national obligations on gender equality, gender mainstreaming and social inclusion in areas covered by the PAR Strategy (a) policy development and coordination; b) human resources management; c) accountability; d) service delivery; e) public finance management and f) local self-government) and other relevant documentation, including the findings of the Public Administration Reform Roadmap Review;
- To participate and provide inputs to relevant meetings, roundtables and workshops on the development of the 2021-2024 PAR Strategy.
- To develop a set of recommendations on gender mainstreaming and social inclusion to the 2021-2024 Public Administration Reform Strategy and Action Plan in line with Georgia’s international and national commitments on gender equality, gender mainstreaming and social inclusion; to support AoG’s PAU in mainstreaming Gender and Social Inclusion in Strategy Logical and M&E frameworks; provide inputs for the PAR Action Plan 2021-2022, including activities, output indicators, measures and inputs.
Deliverables:
- Desk review, including review of Georgia’s relevant international and national commitments across PAR Strategy pillars, review of 2015-2020 PAR roadmap and other relevant documentation completed and findings incorporated in the AoG’s PAR Strategy Inception Report by 10 October 2020 (10 working days);
- A set of recommendations on gender mainstreaming and social inclusion to the 2021-2024 Public Administration Reform Strategy and AP and relevant PowerPoint presentation developed in line with Georgia’s international and national commitments on gender equality, gender mainstreaming and social inclusion and integrated in the draft PAR Strategy and AP by 30 November 2020 (22 working days);
- A brief consultancy report capturing all deliverables developed and submitted to UN Women by 15 December 2020 (1 working day).

Required Skills and Experience
Education:

Evaluation Procedure:
The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation.
The candidates must possess following minimum qualification criteria to be eligible for further technical evaluation:
- At least MA degree in gender, social sciences, humanities or related field;
- At least three years of professional experience on gender mainstreaming, gender equality, women’s empowerment and social inclusion;
- At least 2 years of experience in working on issues related to governance, public administration and/or human rights;
- Fluency in English and Georgian
Technical evaluation criteria (including minimum qualifications):
- At least MA degree in gender, social sciences, humanities or related field; (max 80 points)
- At least three years of professional experience on gender mainstreaming, gender equality, women’s empowerment and social inclusion (max 80 points)
- At leastthree years of demonstrated experience in developing policy documents such as strategies, action plans, tools and alike; (max 50 points)
- At least 2 years of experience in working on issues related to public administration and/or human rights (max 80 points)
- Previous professional experience working with government, donor and international organizations would be an asset (max 30 points)
- Fluency in Georgian and good knowledge of English. (max 30 points)
Maximum total technical score amounts to 350 points. Only candidates who have passed over the minimum qualification criteria and have accumulated at least 245 points out of maximum 350 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.
Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150
S – score received on financial evaluation.
Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round.
F – financial offer under consideration.
The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + financial scoring).
Management arrangements:
The Consultant will work under the overall supervision and guidance of UN Women Country Representative and Deputy Country Representative, and in collaboration and day-to-day management of UN Women GG4GEG project teams.
