Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

Based on UN legislative mandates and the UNW Strategic Plan, UN Women Philippines Programme Office under the technical and operational oversight of the Regional Office for Asia and the Pacific advises on norms, policies and strategies for achieving goals related to gender equality and women’s empowerment issues. Delivering on its triple mandate, UN Women PPO advances gender equality and women’s empowerment in its coordination, normative and programmatic functions. PPO is tasked with ensuring gender is mainstreamed and well-coordinated in UN Women’s contributions to the UNCT and national partners and co-chairs the UN-GTG and the ODA-GAD network. In 2021, UN Women’s coordination priorities will include providing support to the implementation of the Socio-economic Peacebuilding Framework; the CCA and joint programme development opportunities, in addition to ensuring catalytic advocacy and communications initiatives are undertaken.

In addition, UN Women Philippines is implementing the project Promoting conflict prevention, social cohesion and community resilience in BARMM in the time of COVID-19 jointly with UN partners IOM and UNFPA, and the collaboration of the Resident Coordinator’s Office, with support from the Peacebuilding Fund.

The programme recognizes that COVID-19 is posing a direct challenge to the peace and stability of the BARMM and its surrounding areas by straining efforts to reintegrate former combatants, driving up competition for scarce resources in localities with historical tension, and shifting institutional focus away from building inclusive policies during the formative stage of the region’s new administrative apparatus. To address these challenges, the project will seek to 1) fortify reintegration efforts for former women combatants by empowering them to engage and support peacebuilding, 2) support conflict understanding and prevention by promoting gender-responsive, inclusive, and culturally-sensitive legislation, policies and programmes, and 3) build the resilience of communities in conflict hotspots through collaborative socio-economic activities and inclusive community- based reconciliation mechanisms. At the core of the programme is a focus on gender equality and women’s empowerment. UN Women Philippines will contribute to the project by engaging BARMM actors to promote gender-sensitive and responsive policies and approaches to conflict prevention, and will support women in conflict hostpots by building socio-economic resilience, increasing participation in conflict mediation, and ensuring community safety mechanisms are gender responsive.

To advance this work, UN Women Philippines Programme Office seeks to hire a consultant to provide support in the area of gender mainstreaming coordination for PPO, and technical support to the Peacebuilding Fund WPS programme.

Duties and Responsibilities

Under the supervision and guidance of the Deputy Regional Director, Regional Office for Asia and the Pacific, the consultant will undertake the following tasks:

  • Support UN Women PPO in internal coordination for gender mainstreaming including through backstopping fortnightly meetings, and supporting coordination between PPO thematic units, including for IWD advocacy, as well as to consolidate inputs for requests from the RCO;
  • Support UNCT action and national planning, including of the Socio-economic Peacebuilding Framework and other RCO-lead initiatives, and backstop UN Women’s participation in UNCT and related meetings;
  • Contribute to strengthening strategic partnerships and coordination for GEWE within the UN System and with external partners, including support for the UN-GTG and ODA-GAD;
  • Produce policy notes, briefs, and undertake cross-thematic gender analysis to inform coordination and drive resource mobilization, including Gender Snapshots;
  • Contribute to joint UN and donor advocacy efforts for GEWE and COVID-19 response;
  • Prepare talking points and background materials for the Deputy Regional Director on PPO and UNCT priorities as requested;
  • Support Peacebuilding Fund programme inception, with a focus on providing support on Output 2: Women-led CSOs are empowered to roll-out policy advocacy campaigns to strengthen local protection and peacebuilding mechanisms, with attention to the engagement of the Women Speakers Bureau.

Contract period and work location

The consultant will be based in Manila under a work-from-home modality subject to COVID-19 mobility restrictions. For travel on mission, travel costs and Daily Subsistence Allowance (DSA) will be provided. Travel Authorization will be granted to the consultant prior to the travel date. The consultant will have the possibility for remote work in consultation with the supervisor.

Payments

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes.

Competencies

Knowledge and experience:

  • Demonstrated knowledge and experience of cross-thematic Gender Equality and Women’s Empowerment coordination to support UNCT processes in the Philippines.
  • Technical and programmatic expertise in Women, Peace and Security in BARMM.
  • Excellent writing skills. Experience writing policy briefs and technical reports on UN and national coordination.
  • Previous experience with UN Women and other UN agencies is a distinct advantage.

Evaluation

Applications will be evaluated based on the cumulative analysis.

A two-stage procedure is utilised in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
