Background

Climate Change Programme has common overarching goal to support greenhouse gas emissions reduction/mitigation and contribute to the commitments of Armenia under Paris Agreement. The mentioned objective can be achieved through combination of improved regulatory framework, cooperation of different actors and promotion of investments. For promotion of energy efficiency in building sector is important revision and improvement of the regulatory framework and defining the proper responsibilities for enforcement mechanisms; demonstration of advantages of the energy efficiency measures through partnership with municipalities and buildings management bodies; introduction of proper economic instruments and incentive schemes, national capacity building for testing and labelling of energy efficient appliances, as well as through broad measures aimed at increasing awareness on benefits of energy efficiency.

Duties and Responsibilities

The National Consultant on Energy Audits will work under the overall guidance of UNDP Armenia Climate, Environment and Resilience Portfolio Analyst and direct supervision of the Climate Change Program Coordinator and Project Manager(s). The incumbent will report to the Program Coordinator and Project Manager(s). More specifically the incumbent will perform the following tasks:

  • Support the project(s) team in conducting the feasibility studies of the projects selected sites/buildings with objective of evaluation of GHG mitigation potential.
  • Conduct the assessment of the energy consumption/performance of the sites/buildings applying the agreed methodology for the energy audit:

  • undertake modeling of the applicable energy efficiency measures;

  • assess and select the measures based on best international practice including the application of the renewable sources and energy efficiency measures;
  • propose most cost effective and technically feasible options;
  • develop the audit reports, including recommendations, financial estimates (IRR, NPV, PB, etc);
  • prepare buildings’ energy passports and energy efficiency labels/certificates;
  • calculate GHG reduction potential as a result of application of measures.

  • Operate the measuring/testing equipment as may be required during monitoring (Thermal Imager, Pyrometer, Flowmeter, Gas Analyzer, Data Loggers etc.) including respective software tools.

  • Provide consultancy services to the Project(s) contractors and beneficiaries as required.
  • Contribute to development of the analytical reports, databases, web portals etc. with assessment/calculation of direct and indirect impact of energy efficiency of certain measures on the GHG emissions reduction.
  • Assist the project(s) management in drafting Terms of References, technical evaluation of the bids, drafting notes, letters and reports, providing technical inputs for awareness rising activities as may be required.
  • Participate in the workshops and seminars aimed at dissemination of project(s) outputs.

Note: for each single specific call-offs, the respective detailed ToR with specified outputs and applicable number of working days will follow in line with the main scope of works of this assignment.

Competencies

  • Awareness of local and international best practice in the field of energy efficient technologies and performance of energy audit;
  • Good knowledge of the main objectives of UNFCCC and country legal framework on EE and RES;
  • Good knowledge of computer software (MS Office; AutoCaD; Onset and Testo measuring equipment’s software; Calculation tools for energy efficiency in buildings; lighting design software; Web);
  • Demonstrated ability of cooperation with stakeholders: government and municipal bodies, scientific institutions, design and construction companies, suppliers and private sector, building management bodies and home owner associations;
  • Willingness to travel extensively to the regions, where the Project operates;
  • Strong interpersonal and communication skills;
  • Demonstrated problem-solving ability with a proactive and collaborative style that works well in teams;
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Ability to work independently and collaborate with multiple stakeholders;
  • Ability to systemize, analyze and present the data;
  • Demonstrated attention to detail and organizational skills;
  • Ability to simultaneously work on and manage multiple tasks with tight deadlines·

Required Skills and Experience

Education:

  • Advanced university degree in the field of energy and/or engineering.

Experience:

  • At least 7 years of professional experience in energy efficiency;
  • At least 5 years of working experience with project(s) related to energy efficiency/ energy audit;
  • Hands-on experience in conducting energy audits and energy performance monitoring;
  • Experience in development of the regulatory, methodological documents and guidance;
  • Publications in corresponding topics.

Languages:

  • Excellent knowledge of Armenian and English, with good writing skills. Good knowledge of Russian.

CANDIDATES WILL BE EVALUATED BASED ON THE FOLLOWING METHODOLOGY:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants' technical qualifications, experience and financial proposal.The contract will be awarded to the individual consultant whose offer has been evaluated and determined as technically responsive/compliant/acceptable to the requirements of the ToR and received the highest cumulative (technical and financial) score out of below defined technical and financial criteria.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

Technical Criteria - 70% of total evaluation - max. 70 points

Financial Criteria - 30% of total evaluation - max. 30 points.
