Background

UNDP Lao PDR: UNDP Country Office (CO) works with the line Ministries, mass organizations, civil society, development partners, and the private sector in pursuit of the national socio-economic development priorities defined in Lao PDR’s five-year National Socio-Economic Development Plan (NSEDP). UNDP CO’s work is focused on the provision of technical expertise and policy advice to the Government at all levels to implement the national strategies and plans and to localize the Sustainable Development Goals (SDGs).

Governance Unit, UNDP Lao PDR: The UNDP Country Programme for Lao PDR (2017 – 2021), approved by the UNDP Executive Board, is currently being implemented. The Country Programme is anchored in its four broad priority pillars – (1) inclusive growth and reduced inequality, (2) support to UXO institutions for clearance, building (3) resilience and environmental sustainability, and (4) capable and more responsive governance. The UNDP CO’s work on responsive governance focuses on public administration reform for improved access to social services, strengthening access to justice, and enhanced public participation in the Government decision-making. The Governance Programme includes support to justice service delivery; policy, and capacity-building support to the National Assembly and People’s Provincial Assemblies; as well as the implementation of the Government’s initiative on decentralization (Sam Sang Directive). In addition, the Governance Unit has a strong focus on supporting the Government in domesticating and implementing Lao PDR’s international human rights obligations.

Inclusive Development, UNDP Lao PDR: UNDP globally and in Lao PDR is committed to an inclusive approach to development that benefits all and ensures that no one is left behind. In 2015, UNDP adopted the Social and Environmental Standards (SES), which include an overarching principle to mainstream the Human Rights-Based Approach (HRBA) and disability inclusion to all the UNDP’s development programming and operations. That means that the UNDP’s projects and activities in every CO should further the realization of human rights, including the rights of persons with disabilities, as laid UNITED NATIONS DEVELOPMENT PROGRAMME IN LAO PDR Page 2 of 6 down in the Universal Declaration of Human Rights and other human rights instruments, particularly the Convention on the Rights of Persons with Disabilities (CRPD). UNDP Lao PDR has a strong institutional commitment to mainstream HRBA and disability issues in its work across all four Units/priority pillars. The Governance Unit works to build the capacity of both duty-bearers to meet their obligations under the international human rights treaties that Lao PDR is a party to, and right-holders to claim their rights. In 2021-2022, the Governance Unit has been supporting the Ministry of Labour and Social Welfare (MoLSW) and the National Committee for Disabled People and Elderly (NCDE) in undertaking the 2022 Country Review under the CRPD Convention, ratified by Lao PDR in 2009. As part of the CRPD Review process, the Governance Unit has been providing capacity-building and technical support to OPDs and disability service centers to develop and submit their independent Monitoring Report to the CRPD Committee, as well as taking the lead in preparing the UN Country Team (UNCT) parallel submission. The Governance Unit aims to support the MoLSW/NCDE, OPDs, and UNCT in the further implementation and monitoring of the Concluding Observations and Recommendations emanating from the 2022 CRPD Country Review.

Duties and Responsibilities

Objective

Under the direct supervision of the Team Leader for Governance and strategic guidance of the UNDP Deputy Resident Representative, the National Consultant liaises and strengthens the existing partnerships with the Government, civil society, UN Agencies/Funds/Programmes (UN AFP), and other development partners, with the main focus on supporting their engagement in the CRPD review and follow-up processes. The National Consultant provides support to other UNDP Units/priority pillars in mainstreaming HRBA and disability issues within their Unit-specific and/or CO-level strategies and activities, assists the Communications Team in designing accessible communication products on UNDP work, particularly on disability inclusion and inclusive development. As appropriate, the National Consultant liaises with the Resident Coordinator’s Office (RCO) and UN AFPs on the implementation of the UN Disability Inclusion Strategy and reporting on the UNCT Disability Scorecards.

Scope of Work:

In the framework of the UNDP Country Programme Document and 9th NSEDP, the successful applicant will be expected to be responsible for the following: Task 1: Support the MoLSW/NCDE, OPDs, disability service centers, and other stakeholders to engage in the CRPD review and follow-up processes, focusing on the achievement of the following results: • Support the MoLSW/NCED to prepare the Lao PDR’s National Delegation for the Constructive Dialogue with the CRPD Committee; • Support OPDs and disability service centers to finalize their independent Monitoring Report and submit it to the CRPD Committee; • Support both the MoLSW/NCDE and OPDs/disability service centers to understand the importance of and build capacity for the implementation of the CRPD Concluding Observations and Recommendations.

Task 2: Contribute to the formulation and effective implementation of inclusive projects and communications, focusing on the achievement of the following result: • Support the Governance Unit to identify strategic entry points for its programmatic interventions in the area of disability inclusion; assist with project formulation and resource mobilization; • Support the Governance Unit and other Units/priority pillars to internally operationalize HRBA and disability inclusion within UNDP CO’s work; • Contribute to designing accessible communication products on UNDP CO’s work, particularly on disability inclusion and inclusive development, and around the relevant International Days.

Task 3: Strengthen the existing and create new strategic partnerships in the areas of disability inclusion and inclusive development, focusing on the achievement of the following results: • Strengthen the existing partnerships with the MoLSW/NCDE, line Ministries, mass organizations, OPDs and Non-Profit Associations (NPAs), RCO, UN AFPs, and other development partners, including in the framework of the INGO Disability Inclusion Working Group; • Explore the creation of new strategic partnerships in the areas of disability inclusion and inclusive development, including with the private sector, regional networks, and South-South partners.

Competencies

  • Skilled usage of MS Office package

  • English – fluent

Required Skills and Experience

  • Bachelor’s degree in a field related to UNDP’s priorities areas
  • Acceptable would be five years plus of relevant professional experience and training without a Bachelor's degree
  • At least five years of relevant professional experience
  • Experience in disability inclusion, inclusive development, or related areas is an asset
  • Experience in working with international organizations is an asset

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

  1. Technical and Financial Proposal as per Annex III “OFFEROR’S LETTER TO UNDP CONFIRMING INTEREST AND AVAILABILITY”

(i) Explaining why you are the most suitable for the work;

(ii) Providing a brief methodology on how you will approach and conduct the work including the work schedule for the delivery of outputs/deliverable;

  1. P11 Form Education and work experience, including past experience in similar projects and contact references of at least 3 references for whom you have rendered preferably the similar services;

  2. Financial proposal: Detailed financial proposal: Lump sum offer with clear cost breakdown against each deliverable.

Note: The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon monthly outputs, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days). All envisaged travel costs must be included in the financial proposal. UNDP accept travel costs not exceeding of an economy class air ticket.
