Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women in Ukraine supports the government and civil society in advancing gender equality and the implementation of national and international gender equality and women’s rights commitments. The Country Strategy of UN Women Ukraine (2018-2022) covers the following thematic areas:

  • Making gender equality priorities central to national reforms, governance, planning and budgeting
  • Ending violence against women and girls; and
  • Strengthening implementation of the Women, Peace and Security agenda.

The Ukrainian Constitution, policy and legal frameworks guarantee equality for men and women in Ukraine in all sectors. The country joined the Beijing Declaration and the Platform for Action of the 4th World Conference for Women (1995), it ratified the main international instruments on gender equality and women’s rights, including the Convention on Elimination of All Forms of Discrimination against Women (1981) and localized the Sustainable Development Goals (2017). To further strengthen its national commitments to women’s rights and gender equality, the country adopted a National Strategy on Human Rights and the Action Plan (2016-2020) and a State Social Programme on Equal Rights and Opportunities (2018-2022), National Action Plan for Implementation of CEDAW Committee Concluding Observations’ Recommendations (2018-2021), Laws on Amending the Criminal Code of Ukraine and Criminal Procedure Code of Ukraine and the Law on Preventing and Combating Domestic Violence (2017). As a crisis response measure, the Government adopted the National Action Plan for Implementation of UNSCR 1325 on Women, Peace and Security for 2016-2020 (NAP 1325)[1], the State Programme on Recovery and Peacebuilding in the Eastern Ukraine (2017-2020), Strategy for Integration of internally displaced persons (IDPs) until 2020 and Regional Development Strategy until 2020. Respective regional development strategies are also adopted for in conflict-affected Donetsk, Luhansk and Zaporizhzhia Oblasts.

Despite the efforts of the Government, civil society and development partners, structural barriers to gender equality have not been addressed and gender-based discrimination remains widespread. Efforts to advance gender equality are consistently challenged by patriarchal attitudes and discriminatory stereotypes entrenched in society. The conflict and the profound security, social, economic and political crisis of the last four years has deepened the already existing gender inequalities and created new challenges for protection and realization of women’s rights in Ukraine. Women and girls are disproportionally affected by the on-going conflict and the enduing social and economic crisis in Ukraine. In the conflict-affected areas of eastern Ukraine the needs and priorities of women, especially vulnerable groups are largely neglected in the decisions made over local development strategies, programmes, budgets, and during planning or/and provision of services. The regional strategies, local programmes and budgets are developed without meaningful participation of women from vulnerable groups and without inclusion of their gender-specific priorities, among them security and safety concerts, increased vulnerability to violence, access to services, economic development, employment and others. Regional and local authorities have insufficient capacities in conducting gender analysis, mainstreaming gender into the development strategies and programmes and applying the gender-responsive budgeting as a tool for strategic planning. As a result, the Regional and Local Development Strategies are gender blind and are not aligned with the national policies on gender equality and advancement of women’s rights.

To strengthen the accountability framework for government-wide gender mainstreaming, and implementation of gender equality commitments on national, regional and local levels and to increase participation of women in the development, peacebuilding and recovery processes UN Women launched 3 projects in the Eastern Ukraine, supported by the Government of Norway, Denmark and the European Union[2]. In the frame of these projects UN Women is working in partnership with the regional and local authorities of Donetsk, Luhansk and Zaporizhzhia regions to foster approaches to identify different needs and priorities of women and men in local communities to be translated into new local policies, programmes and services. UN Women also supports local and regional authorities to allocate specific public resources to sustain the new gender-responsive local strategies, programmes and services.

With the aim to provide expert support in gender mainstreaming and integration of gender equality results and indicators in the Local Development Strategies in Donetsk, Luhansk and Zaporizhzhia regions, UN Women is seeking to hire a National Consultant on the development of the local strategy for Shulhynka amalgamated territorial community, Luhansk region, with extended knowledge and practical experience in development of the gender-sensitive strategic documents and policies

Duties and Responsibilities

Under the overall guidance of the UN Women Project Manager and direct supervision by the UN Women Project Specialist (Severodonetsk), the National Consultant will be responsible for the design of the Social-Economic Development Strategy with a focus on gender equality and human rights (further – Strategy) for Shulhynka amalgamated territorial community (ATC), Luhansk region. The consultant will also elaborate the M&E framework for the effective Strategy’s` implementation/monitoring. Finally, the consultant is expected to apply the yearly local Programme of Social and Economic Development (PSED) to the goals of the newly elaborated Strategy in close cooperation with local administration, UN Women and other relevant stakeholders. The consultant’s work with the strategy will be informed by the gender profile of Shulhynka ATC. The consultant ensures participation of and consultations with the diverse women’s groups and CSOs. To implement this task the scope of work for the Consultant will include but will not be limited to:

Deliverable 1

  • a detailed methodology of strategy designing process of Shulhynka ATC with consideration of gender-based aspects and approaches that aim at ensuring human rights and environmental safety is developed and approved by UN Women;
  • work schedule with specific activities, expected results and implementation indicators is developed and approved by UN Women;
  • expert assistance in conducting socio-economic analysis provided to the village council, including provision of gender disaggregated data analysis based on identified women’s and men’s differentiated needs and concerns, ensured. Analytical report is prepared, submitted and approved by UN Women;
  • off-line/ on-line meetings with representatives of local authorities with the involvement of the UN Women and participation/consultations of the diverse women’s groups and CSOs are conducted. Joint action plan for the elaboration of Strategy, M&E framework and PSED is approved;
  • establishment of the working group on the strategy development ensuring participation of the diverse women’s groups and CSOs is supported/facilitated ; members of the working group on strategy development are agreed with local administration according to the relevant legislation ensuring participation of the diverse women’s groups and CSOs, ;
  • inception report clearly explaining the accomplished tasks (methodology, work schedule, analytical report, scan of the signed by the local authorities order on establishing of the working group) provided and approved by UN Women

4 weeks from the start of the contract

Deliverable 2

  • strategic analysis to define the current hromadas` profile is conducted. All received data is systematized and processed, and inserted into the Analytical Report;
  • PESTEL and SWOT analysis reflected in the Analytical Report;
  • assistance to local authorities in holding of public hearings and community discussion on the outcomes of the analysis to inform a wide range of stakeholders is ensured;
  • analytical Report is finalized and approved by UN Women;
  • 1st Interim Report clearly explaining the accomplished tasks provided and approved by UN Women.

10 weeks from the start of the contract

Deliverable 3

  • participation in 2 meetings of the working group focused on the following:
    • formulate and discuss forecasts and scenarios of hromadas` development;
    • formulate a strategic vision of hromada;
    • prepare a draft structure of strategic and operational goals and objectives of the Strategy;
    • prepare the list of the priority development projects that meet the objectives of the Strategy, as well as the draft project forms;
    • other relevant topics.
  • 2nd Interim Report clearly explaining the accomplished tasks provided and approved by UN Women

17 weeks from the start of the contract

Deliverable 4

  • 2 meetings of the working group are conducted, which should result in the following:
    • develop a draft of M&E framework for the effective Strategy’s` implementation/monitoring;
    • develop a draft of PSED, applied to the goals of the Strategy;
    • approve the final versions of the Strategy, M&E framework and PSED;
    • other relevant topics.
  • Inputs to the final versions of the Strategy, M&E framework and PSED are provided and approved by UN Women;
  • assistance to local authorities in conducting public hearings to discuss the Strategy is provided;
  • guidance in developing the M&E framework for the effective Strategy’s` implementation/monitoring provided and approved by UN Women;
  • 3rd Interim Report clearly explaining the accomplished tasks provided and approved by UN Women

24 weeks from the start of the contract

Deliverable 5

  • a final report on the implemented tasks, including recommendations provided for developing the strategy and M&E framework, highlighting the gender-based recommendations included in the strategy, as well as lessons learned and recommendations for further action.

26 weeks from the start of the contract

MONITORING/REPORTING REQUIREMENTS

The consultant will work under the overall guidance of the UN Women Project Manager and direct supervision by the UN Women Project Specialist in Severodonetsk. The consultant will report directly to both the Programme Manager and Project Specialist on his/her work progress. Moreover, the consultant must provide one Inception Report, three Interim Reports and one Final report - in accordance to the schedule covered in this ToR. Interim Reports will include work progress, as well as issues to be addressed, while the Final Report will include the achievements, lessons learned, and recommendations for further actions.

The Consultant is expected to work from home with his/her own computer. The Consultant will be provided with project related necessary materials and strategic guidance by UN Women during the implementation of the assignment.

PROPOSED PAYMENT SCHEDULE

The UN Women will pay the negotiated amount in five tranches according to the following payment schedule:

  • the first payment upon submission and approval of the Inception Report (20%);
  • the second payment upon submission and approval of the 1st Interim Report (20%);
  • the third payment upon submission and approval of the 2nd Interim Report (20%);
  • the fourth payment upon submission and approval of the 3rd Interim Report (30%);
  • the fifth payment upon submission and approval of the Final Report (10%).

All reports and final report should be submitted in English language (the supporting documents, such as meeting minutes, analytical papers, workshop agendas etc. can be submitted in Ukrainian language).

The payments will be paid upon the full completion and acceptance of the contract’s obligations, whereupon the Programme Manager signs the certification of acceptance.

  1. Inputs

UN Women will provide the Consultant with the UN Women project documents, national strategic documents on gender equality, as well as other relevant materials with regards to implementation of the tasks under this TOR.

  1. Performance evaluation:
  • Contractor’s performance will be evaluated against such criteria as: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered. The evaluation will be carried out and cleared by the hiring manager after receiving and accepting deliverables as per above schedule, which will also be the basis for payment to the consultant.

Financial arrangements:

Payments will be disbursed by instalments as per above schedule upon certification by the UN Women UN Women Project Manager that the services have been satisfactorily performed.

Required Skills and Experience

Qualifications Education:

  • Master’s Degree or Equivalent in Social Science, Sociology, Law, Gender Studies, International Relations, Economics, Development Studies or related fields

Experience:

  • Minimum 3 years of practical and relevant experience in providing technical support and capacity building for key stakeholders in projects/programmes on promoting gender equality and advancement of women’s rights;
  • Practical experience in conducting the gender analysis and gender mainstreaming for programme/projects development, strategic planning, implementation, monitoring and evaluation;
  • Experience in applying the result-based reporting in strategic planning and programming;
  • Experience with provision of expert support with development of Regional and Local Strategies and Programmes;
  • Experience coordinating and liaising with government agencies, regional state administrations, local self-governance bodies and civil society organizations, especially women’s groups;
  • Previous cooperation/working experience within the United Nations or international organizations is an asset;

Languages and other skills:

  • Excellent command of Ukrainian/Russian languages; working level of English;
  • Computer literacy and ability to effectively use office technology equipment, IT tools, ability to use Internet and email.

  • Evaluation of Applicants:

Applications will be evaluated based on the cumulative analysis taking into consideration the combination of their qualifications and financial proposal. A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. The award of the contract should be made to the individuals whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable;
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical criteria and interview, 70% of total evaluation – max 70 points for technical criteria. Total max 70 points:

  • The total number of points allocated for the technical qualification component is 70. The technical qualification of the individual is evaluated based on desk review and following technical qualification evaluation criteria:

Criterion A – Relevant education – maximum obtainable points 5

Criterion B – Relevant Experience with total for all of the stated criteria– maximum obtainable points 60

Criterion C – Language skills – maximum obtainable points 5

  • Minimum 3 years of practical and relevant experience in providing technical support and capacity building for key stakeholders in projects/programmes on promoting gender equality and advancement of women’s rights (10 points);

Total Obtainable Score for technical criteria – 70

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 49 points in the technical evaluation will be further considered and evaluated.
  • The total number of points allocated for the financial/price component is 30.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 49 points in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 30

(S - score received on financial evaluation; Fmin - the lowest financial offer out of all the submitted offers qualified over the technical evaluation round; F - financial offer under the consideration).
