The National Consultant will provide support to the implementation of the ADAP programmes, with the focus on youth participation through the following tasks:

1. Undertaking consultations with young people on specific programme needs, including development of the facilitation guides, mobilization of young people, (co-) facilitation of the consultations, documenting the findings.
2. Coordinating participation of young people from Uzbekistan in the Central Asian Youth Partners Group (CA YPG)
3. Supporting organization/undertaking of the youth events or UN days and other events related to UNICEF 30 years anniversary in Uzbekistan and climate actions, e.g. National and International Youth Day, 1 June, World Children's Day, COP29, etc.
4. Documenting and providing statistics on youth engagement for mid-year and end-of-year reports

The consultant will support implementation of ADAP programmes included in the 2024-2025 Workplan.

Work Assignments Overview - Deliverables/Outputs - Timeline

1. Coordinate participation of young people from Uzbekistan in the Central Asian Youth Partners Group (CA YPG)

1.a The call for applications for to CA YPG 2024 is prepared and disseminated among diverse networks of young people - February 2024 1.b The candidates are shortlisted and selected - March 2024. 1.c Regular calls are organized, and relevant information is shared with the members of the CA YPG - March-Dec 2024. 1.d Participation of young people in the CA YPG meetings, UNICEF or other development partners’ activities/events/campaigns is documented - March-Dec 2024.

2. Conduct consultations with young people on diverse programme needs of UNICEF and other development partners - 3 (additional consultations will be based on programme demand, to be agreed with supervisor)

2.a The FGD guide or survey questions are drafted 2.b Young people are mobilized for participation in the consultations 2.c The consultations are (co-)facilitated. 2.d A report on the findings of the consultations is developed

3. Supporting organization/undertaking of the youth events or UN days, e.g. National and International Youth Day, 1 June, World Children's Day, COP29, etc. - 4

Organizational and co-ordinational support is provided for undertaking youth events, mobilizing and preparing young people for meaningful participaiton.

Travel local: Programme monitoring visits may be required to different regions of Uzbekistan - 3 (additional visits will be based on programme demand, to be agreed with supervisor)

To qualify as an advocate for every child you will have…

• Bachelor's degree in education, Law, Psychology or other relevant social sciences
• At least 1 year experience in youth engagement and conducting consultations with young people
• Responsible attitude to work and ability to work under time pressure
• Attention to details
• Fluency in English, Uzbek and Russian
• Prior experience of working in UN(ICEF) is an asset

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
