Background

The UN General Assembly has agreed through two Resolutions to convene an international meeting entitled “Stockholm+50: a healthy planet for the prosperity of all – our responsibility, our opportunity”, in Stockholm on 2 and 3 June 2022, during the week of World Environment Day. The meeting will commemorate the 50 years since the convening of the UN Conference on the Human Environment. It is also designed to help accelerate the implementation of the Sustainable Development Goals during the Decade of Action including through a sustainable recovery from the COVID-19 pandemic.

The objective of the national consultations is to stimulate an inclusive whole-of-society and whole-of-government dialogue on the main themes of Stockhom+50 as they relate to each national context. The consultations will provide in-person and virtual platforms for ideas, insights, and innovation that:

  • Build a shared global vision on how to achieve a healthy planet and prosperity for all while accelerating progress on the Sustainable Development Goals and Multilateral Environment Agreements through an inclusive green recovery;
  • Offer clear recommendations for governments, civil society and private sector on priority actions that can advance national and sectoral policies that address climate change and leverage nature-based solutions. This can build on and inform Nationally Determined Contributions (NDCs), National Biodiversity Strategies and Action Plans (NBSAPs), green economy/green recovery, and SDG frameworks;
  • Amplify the voices of the poor, youth, women, indigenous groups, local communities, and other marginalized groups; and
  • Influence national and global debates that consider the views of all stakeholders.

UNDP has been asked to facilitate national consultations using resources provided by the Government of Sweden and leveraging existing in-country programming and partnerships including through its support to Nationally Determined Contributions processes (e.g., UNDP’s Climate Promise) and broader work on Nature, Climate, Energy, and other integrated SDG themes.

Duties and Responsibilities

OBJECTIVES AND ASSIGNMENT

The objective of the assignment is to lead, coordinate, plan and facilitate the implementation of the national consultations which is expected to be completed within the period of March-May 2022.

The specific scope of work includes, but not limited to, the following:

  • Initial planning and coordination: define the consultation structure (i.e., number of in-person/online live consultations), and to identify speakers/ facilitators, participants, and prepare the consultation agenda, data and communications strategy;
  • Launch of the national consultation: including save-the-date, invitations, sharing of background information including relevant policy frameworks, and population of SparkBlue virtual consultation space;
  • Main in-person/live/streamed consultation over a period of time to be agreed;
  • Documentation and reporting back on the results of the consultations.

INSTITUTIONAL ARRANGEMENTS

  • The IC will work under direct supervision of Head of Climate Change and Environment Unit and overall guidance from Deputy Resident Representative (DRR) and/or Resident Representative (RR) of UNDP Timor-Leste.
  • The IC is expected to liaise on a regular basis with relevant government officials, other UN agencies, non-governmental organizations, and other key partners of the Project.
  • The IC will maintain pro-active communications with the Head of the Unit and the team and provide interim reports, highlighting main findings and any specific concerns or issues that need to be addressed during subsequent meetings and discussions.
  • Shall any unexpected travel (authorized by UNDP) arise to municipalities outside Dili, it would be reimbursed by UNDP in accordance with current policies and procedures.

DUTY STATION AND DURATION OF THE ASSIGNMENT:

The duty station of the assignment: Dili, Timor-Leste. The duration of the assignment is 35 days over a period of 2-months.

Competencies

Competencies:

  • Proven ability to work with other experts.
  • Excellent writing skills.
  • Demonstrated ability to coordinate and organize public consultations with various stakeholders.
  • Pro-active approach to problem-solving.

Language competency:

  • Excellent oral and written communication skills in English.
  • Knowledge of Portuguese would be advantageous.

Required Skills and Experience

Academic Qualifications:

  • A Bachelor’s degree in environmental science, earth science, environmental management, energy management, or a closely relevant field.

Experience and skills:

  • Demonstrated experience in planning, coordinating, and implementing environmental related project.
  • Working experience of minimum 3 years environmental project(s) or related field.
  • Working experience with international organizations, like UNDP for similar assignments will be an asset.
  • Knowledge of Environmental issues and capacity constraints in Timor-Leste or similar developing countries will be an asset.

SCOPE OF PRICE PROPOSAL AND SCHEDULE OF PAYMENTS

Lump-Sum Contract

The financial proposal must be expressed in the form of a LUMP SUM amount that is all-inclusive of all costs, supported by a breakdown of costs, as per the template provided. The amount should be inclusive of professional fees, travel costs (travel to duty station and repatriation), living allowance (not exceeding UN’s standard DSA rates as approved by ICSC for Timor-Leste), insurance, communication etc.

In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the Consultant wish to travel business class he/she should do so using their own resources. If a Consultant is employed by an organization or company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Consultant must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

RECOMMENDED PRESENTATION OF OFFER

Individual consultants interested in the assignment must submit the following documents to demonstrate their qualification in one single PDF document:

  1. Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP (the template to be downloaded from the procurement notice link).
  2. Personal CV or P11 indicating all past experiences from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (2) professional references (to be downloaded from the procurement notice link).
  3. Financial Proposal: that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided (the template to be downloaded from the procurement notice link).
  4. Technical Proposal:
    1. Brief description of why the individual considers him/herself as the most suitable for the assignment.
    2. A methodology, on how they will approach and complete the assignment and work plan as indicated above.

CRITERIA FOR SELECTION OF THE BEST OFFER

Individual consultant will be evaluated based on the following methodology:

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  1. Responsive/compliant/acceptable, and
  2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight 70%

* Financial Criteria weight 30%

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Technical Evaluation (70%)

Qualification, Experience and Technical Proposal (70 marks):

  1. General Qualification (15 marks).
  2. Experience relevant to the assignment (40 marks);
  3. Technical Proposal: Brief methodology and workplan on how the consultant will approach and complete the work (15 marks).

Financial Evaluation (30%):

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated
