How can you make a difference?

BACKGROUND UNICEF has committed our continuous support to the Government of Indonesia in strengthening the Nutrition in Emergency preparedness and response actions in in 2021-25. Indonesia is so-called “ring of fire” of the Pacific and Australian tectonic plates and is one of the world’s most disaster-prone country, with more than 2,700 emergencies having occurred (floods, earthquake, volcano eruptions, storms and landslide) in 2020. The country was also heavily hit by the COVID-19 pandemic.

Natural events and human-made emergencies impact on a range of factors that can increase the risk of under nutrition, morbidity and mortality. Infants, young children, and pregnant and lactating women represent particularly the most vulnerable groups to deteriorating health and nutrition status during crisis times. Governments and their partners have the ultimate responsibility to respond to any type of emergency or crisis situation and should ensure that they are adequately prepared in such a way as to reduce or avoid excess mortality and morbidity due to under nutrition in humanitarian situations in particular.

In Indonesia, malnutrition remains a significant problem and there are limited signs of decline in some districts/provinces. Main challenges in the past emergency in Indonesia includes high rates of acute malnutrition, poor infant feeding, and chronic malnutrition. As a decentralized country, the local government is responsible to prepare and respond to all kinds of emergencies, and 28 out 34 provinces in Indonesia are considered high-risk province to emergency.

Emergency preparedness is already included in the mandatory minimum service standards on health for provincial and district governments in 2018. These standards clearly articulate the importance of local emergency preparedness in Indonesia's decentralized governance through the development of contingency plans and simulation exercises for natural disasters and potential disease outbreaks. In 2020, UNICEF supported the MoH in the development of Standard Operating Standard for Nutrition in Emergency that clearly explained standard for nutrition services during emergency. Using the standard Operating Procedure, it is important that the national and sub-national governments have a contingency/preparedness plan as key document as mandated in the minimum service standards. In addition, it is important that UNICEF strengthens the capacity of sub-national partners on nutrition in emergency to ensure that Province and District Staff can respond adequately to future emergencies.

Against this backdrop, UNICEF is recruiting a National Consultant to support strengthening government’s emergency preparedness and response for nutrition. UNICEF is looking for a national nutrition in emergency expert who has extensive experience in nutrition emergency programming in a highly decentralized country context. The consultant will work closely with UNICEF Nutrition Specialist to support the development of national and sub-national contingency plan and the accreditation process of Nutrition in Emergency Training Module.

The NiE module and the contingency plan will use references such as UNICEF’s CCC https://www.unicef.org/emergencies/core-commitments-children, Committed A Toolkit for Nutrition https://sites.unicef.org/nutrition/files/NIE_Toolkit_Book_Final.pdf, and National Guidance on NiE SoP.

WORK ASSIGNMENT:

Support MoH in the development of accredited Nutrition in Emergency (NiE) Training Curriculum (face-to-face and e-learning) with reference to National NiE SoP NiE, CCC and UNICEF’s NiE Toolkit– (14 days): 1. Review and update NiE face-to-face Training curriculum according to the format of the Board for Development and Empowerment of Human Health Resources (4 days). 2. In consultation with BPPSDM, develop NiE e-learning curriculum according to the regulation and format of the Board for Development and Empowerment of Human Health Resources (Badan PPSDM Kesehatan) on distance learning (10 days). a. Organize and participate meetings related to the accreditation process. b. Conduct pre-test of the accredited module c. Finalize module incorporating inputs from the pre-test

Support Roll-Out of NiE Online Training at the province level (14 days) 1. Facilitate Training of Trainers using accredited module and establish national facilitators 2. Facilitate training session at Province level with MoH’s facilitators 3. Develop training report of ToT and Province Training

Support the development of national contingency plan (30 days) 1. Conduct orientation on NiE National Standard Operating Procedures (SOP) both at national stakeholders/ humanitarian partners 2. Contribute to the development of the general guidance on contingency planning at local level development by the Emergency Section, as required. 3. Facilitate NiE contingency plan development workshops at national and sub-national with representatives from BMKG, BNPB MoH, and other relevant partners 4. Support/facilitate the preparedness plan development process (meetings, pre-test, etc) 5. Facilitate the socialization of the plan to various national stakeholders

Support the development of NiE contingency plan in 7 UNICEF’s province (42 days) 1. Facilitate Province’s orientation on NiE National Standard Operating Procedures (Seven provinces) 2. Facilitate NiE contingency plan development workshops at province level with representatives from BPBD, PHO, and other relevant partners 3. Support/facilitate the preparedness plan development process, including review the draft plan developed by PHO, and finalization of the 4. Facilitate the socialization of the plan to various stakeholders

OUTPUTS: All report will be submitted online (electronic submission)

• Report on the review from the NiE face-to-face training curriculum submitted • First draft of online and classical Nutrition in Emergency accredited module • Report on the pre-test of the module • Final Module (online and classical NiE Training) incorporated inputs from pre-test • National Training Design on Nutrition in Emergency (Classical and Online) • Training Report (ToT and Province level training) • Orientation for national and sub-national level (at least for 6 provinces) conducted

• Draft outline National Contingency Plan • Final Contingency Plan • Orientation for national and sub-national level (7 provinces) conducted • Report of technical support provided to PHO on the development of NiE Province Contingency Plan

To qualify as a champion for every child you will have… • Master’s degree in humanitarian response, disaster response, public health, nutrition or a related field. • Minimum 7 years of experience in complex emergencies/disaster response in and outside Indonesia. Experience in nutrition in emergency strongly preferred. • Technical experience and knowledge in the area of nutrition in emergencies response, including development of response plan, capacity building, monitoring and evaluation, and partnership coordination. • Proven experience of high-quality report writing and documentation. • Resourcefulness, flexibility, and the ability to prioritize large amounts of work while under pressure. • Good analytical, facilitation, communication and presentation skills. • Experience in working with the national and provincial departments of nutrition and/health will be an added advantage • Fluency in English (verbal and written). Good written and spoken skills in the language of the humanitarian operation and knowledge
