**OVERVIEW** ------------ Parent Sector : Education Sector (ED) Duty Station: Kabul Job Family: Education Type of contract : Non Staff Duration of contract : From 1 to 6 months Recruitment open to : Internal and external candidates Application Deadline (Midnight Paris Time) : 27-DEC-2020 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- United Nations Educational, Scientific and Cultural Organization (UNESCO) Office in Kabul has been providing technical assistance to the Government of the Islamic Republic of Afghanistan including Ministry of Education (MoE), Ministry of Higher Education (MoHE), Ministry of Labour and Social Affairs (MoLSA) as well as Technical Vocational Education and Training Authority (TVET-A) in the areas of system building, policy and planning, curriculum reform (both formal and non-formal education), TVET, and improved access to literacy. With the financial support from the Korea International Cooperation Agency (KOICA), UNESCO Office in Kabul has started a project to support the development of non-formal TVET in Afghanistan by scaling up the Afghan Korea Vocational Training Institute (AKVTI) in Kabul, established in 2004, into a National Centre for Excellence for TVET in Afghanistan. This will enable the center to expand its function from simply the delivery of TVET programmes to a center for capacity development and a model of best practice for other vocational training centers across Afghanistan. Long Description ---------------- Under the overall authority of the Director of the UNESCO Office in Kabul and Representative of UNESCO to Afghanistan and direct supervision of the Head of Education Unit, the Individual Consultant will support the inception of the project to scale up the Afghan Korea Vocational Training Institute (AKVTI) in Kabul into a National Centre for Excellence for TVET in Afghanistan, in close consultation with relevant stakeholders. In particular, the Individual Consultant will perform the following tasks: 1\. Develop a brief plan describing the approach, timeframe and draft outlines of various deliverables as indicated below to support the inception phase of the project; 2\. Based on the project document and project logical framework, revise and finalize the project operational plan and monitoring and evaluation plan to guide project implementation. This plan should include but not limited to visions, outcomes, outputs, proposed activities, indicators, timeframe, baseline, periodic targets, frequency and sources of data collection for monitoring and evaluation, responsible parties and proposed on- and off-budget allocation; 3\. Conduct needs assessments of capacity development, resources and equipment at AKVTI and develop a concept note and roadmap for the upgrade of AKVTI into a National Centre for Excellence for TVET in Afghanistan. This concept note and roadmap should include but not limited to findings and recommendations from the needs assessments for capacity development, resources and equipment at AKVTI, plans for national coordination hub, strategy for outreach work, outline of function and organization, staffing requirements, an overview of legal requirements and a revenue model for self-sufficient operation based on international best practice and national context; 4\. Develop a brief proposal for an initial labour market analysis to provide an overview of the necessary skills for the marketplace, focusing on identifying key demand for labour; 5\. Contribute to the preparation of a narrative report and a presentation to outline the results of the inception phase of the project. The presentation will be used in a project launch ceremony with relevant stakeholders including KOICA, AKVTI, MoLSA, TVET-A and UNESCO; 6\. During the inception phase of the project, work closely with the Director of the UNESCO Office in Kabul and Representative of UNESCO to Afghanistan and the Head of Education Unit to develop the deliverables, coordinate with the main Government counterparts and ensure regular communication and consultation with national stakeholders, including AKVTI, MoLSA, TVET-A, UNESCO and others who are involved in TVET service delivery; and 7\. Provide necessary input to strategic planning of UNESCO Office in Kabul’s country strategy and resource mobilization initiatives, bringing in experience gained from the inception phase of the project. Long Description ---------------- The following deliverables are to be submitted by the Individual Consultant in editable file formats such as Microsoft Word, Microsoft Excel and Microsoft PowerPoint: **By 10 January 2021** a. brief plan describing the approach, timeframe and draft outlines of various deliverables **By 31 January 2021** b. revised project operational plan and monitoring and evaluation plan c. proposal for an initial labour market analysis **By 28 February 2021** d. draft concept note and roadmap for the upgrade of AKVTI e. narrative report and presentation to outline the results of the inception phase of the project **By 31 March 2021** f. input to strategic planning of UNESCO Office in Kabul’s country strategy and resource mobilization initiatives g. finalized project operational plan and monitoring and evaluation plan h. finalized concept note and roadmap for the upgrade of AKVTI \* Feasibility Note: Owing to the COVID-19 situation a degree of flexibility is needed to allow for amendment of the contract deliverables and requisite payment. It should be noted if a particular activity and/or output cannot be delivered a substitute activity/output may be negotiated and agreed in its place. If this is not the possible level of payment may need to be adjusted accordingly. **CORE COMPETENCIES** --------------------- Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- **Education** • Advanced university degree (Masters or equivalent) in the field of education, social sciences, development studies or related area. **Work experience** • At least ten years of relevant work experience in education, preferably relating to education planning and TVET. **Skills/Competencies** • Strong sensitivity and adaptability in post conflict countries and diversity (culture, gender, religion, race and nationality); • Integrity, reliability and sense of commitment in the execution of duties; • Excellent coordination and organizational skills; • Good analytical and problem solving skills; • Excellent interpersonal and communication skills, including the ability to draft clearly and concisely; • Ability to work effectively in a team and to maintain effective working relationships in a multicultural environment; • Ability to work under pressure, to manage heavy workloads and to meet tight deadlines, paying close attention to detail and quality of work; and • Strong IT skills including good knowledge of standard office software and online collaboration tools. **Languages** • Fluency in English (spoken and written) is required. **DESIRABLE QUALIFICATIONS** ---------------------------- **Education** • Advanced university degree (PhD) in the field of education, social sciences, development studies or related area. **Work Experience** • Relevant work experience in managing projects on TVET and education planning; • Relevant work experience in the Government entities, preferably relating to education and TVET in particular; and • Relevant work experience in the UN or international organizations. **Languages** • Knowledge of the national languages of Afghanistan (Dari and/or Pashto).
