Background:

In order to contribute to the implementation of the NAP on UNSCR 1325 for 2022-2024 which was adopted on 8 April 2022 by the Cabinet of Ministries under order # 183, the POiB will assist the MoI in the process of its implementation. In 2020-2021 the POiB provided expert support to the MoI in assessing results and challenges during the process of NAP 2018-2020 implementation. The outcome of the assessment served as a baseline for drafting the NAP on UNSCR 1325 for 2022-2024. To continue state efforts in implementing commitments on Women, Peace and Security Agenda in line with the adopted NAP, the POiB in co-operation with MoI will conduct gender course for Inter-Agency Working Group (IAWG) members who were in charge of developing the NAP for 2022-2024. The members of IAWG who have been designed as Gender Focal Points (GFP) – the key staff members within each state ministry involved in the process approaching gender mainstreaming and building capacities among colleagues for incorporating gender policy in their work. However, serving as GFP in state ministries requires new skillset that is not part of their regular competencies. Recommendations from previous trainings showed the need to enhance IAWG member’s capacity on gender issues and formalize responsibilities of GFPs. In this regard, the POiB will hire Consultant to develop GFP’s Terms of Reference to assist and support management of state ministries in the implementation of the NAP on UNSCR 1325 implementation. The Consultant will collect information from each state ministry involved in implementation of the NAP on UNSCR 1325 including specific tasks and scope of work. Recommendations and information collected will help to standardize the scope of ToR. The draft ToR will be presented for IAWG members in order to collect feedbacks and recommendations to be considered.

Objective of Assignment:

The objective of the assignment is to provide expert support to the Ministry of Interior to develop a standardized and unified Terms of Reference for Gender Focal Points involved in the process of NAP on UNSCR 1325 implementation process. As a result, a final version of Terms of Reference is developed and presented to the members of IAWG and introduced to the state ministries.

Tasks and Responsibilities:

Under the supervision of HDD Project Manager, the consultants will perform the following tasks:

  1. Conduct inter-agency review among state ministries engaged in the implementation of the NAP on UNSCR 1325 with the aim to understand existing role of Gender Focal Points. For this a series of consultations and meetings should be conducted with the engaged state ministries and members of IAWG;
  2. Analyse the roles and responsibilities of Gender Focal Points in state ministries and identify the involvement of the ministries administration into the gender related topic and gender mainstreaming;
  3. Develop Terms of Reference for Gender Focal Points based on collected information and standardize it in one document;
  4. To present developed Term of Reference with the IAWG in order to collect feedbacks and recommendations;
  5. To finalize Terms and Reference including feedbacks and recommendations and to recommend it to the state ministries to use it;
  6. Submit final report to the POiB.

The Consultant will work from home during the period of providing tasks under this TOR and will attend meetings when required.

Deliverables:

By 3 June 2022, the Consultant will complete a series of consultations with key stakeholders; By 8 June 2022, the Consultant will develop Terms of Reference based on collected information from the state ministries and IAWG members; By 9 June 2022, the Consultant will provide presentation for the IAWG members on the implementation of the NAP on UNSCR 1325 with the aim to collect feedbacks and recommendations. The Consultant will finalize the document based on feedbacks and recommendation and provide it to the state ministries; By 15 June 2022, the Consultant shall submit a final report, which should include a summary of the findings from the activities delivered. The report will include final version of Terms of Reference.

Necessary Qualifications:

  • University degree in international relations, gender studies, political science, social sciences, law or other disciplines related to human rights;
  • Minimum 3 years of professional and practical experience in governmental structure or state agency, experience in the field of human rights, gender mainstreaming and working with gender related topics;
  • Knowledge of Women, Peace and Security Agenda commitments by Kyrgyz Republic and engagement in the process of NAP on UNSCR 1325 implementation;
  • Professional fluency in the Russian language, both oral and written
  • Strong organizational and communicational skills, flexibility, ability to work under minimal supervision.
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
