The purpose of this consultancy is to provide support to the implementation of the MSNP, specifically to support multisector coordination at the federal, provincial, and local government levels and operationalization of EU budget support and of Multi-Sector Nutrition Plan-III (2023-2030)

How can you make a difference?

The main objective of this consultancy is to provide technical support to the implementation of the MSNP, specifically for the technical support in implementation of MSNP at the federal, provincial, and local government levels.

The major tasks of the consultant are;

  • Technical support to NPC for review of the draft Multi-Sectoral Nutrition Plan (MSNP)-III (2023 -2030)
  • Facilitate the NPC to the process of endorsement of MSNPIII from the National Nutrition Food Security Coordination Committee (NNFSCC) and High –Level Nutrition and Food Security Steering Committee and approval from council ministers (cabinet).
  • Technical support for NPC/NNFSS facilitates NNFSS/NPC to facilitate an agreement between the EU and the Government of Nepal for MSNP III implementation.
  • Technical support to prepare the program document based on the agreement between Government and EU for MSNP III Implementation
  • Facilitate NPC to organize and document statutory meetings of the High-Level Nutrition and Food Security Steering Committee (HLNNFSS), National Nutrition and Food Security Coordination Committee (NNFSCC), and three MSNP Technical Working Groups to facilitate the implementation of the meeting’s decision.
  • Advocacy/continue follow-up to the NPC and MoF for government budget allocation for FY 2023/2024 for MSNP Implementation at all local levels.
  • Support the NPC/NNFSS to coordinate and advocate relevant line ministries, departments, and development partners for MSNP planning and resource allocation for effective implementation and scaling up of MSNP-III (2023-2030).
  • Facilitate various MSNP Technical Working Group, Thematic Group and Task Team meetings related to MSNP and follow up with sectors to implement decisions.
  • Advocate NPC, MSNP sectoral ministries, and Ministry of Finance for leveraging domestic resources from federal, provincial, and local levels to implement a comprehensive package of MSNP interventions.
  • Support to prepare MSNP III implementation guidelines for all 3 levels
  • Facilitate NPC/NNFSS to organize meetings/advocacy events with parliamentarians, UN agencies, donors, and development partners to generate resources for MSNP-III.
  • Support to NPC/NNFSS to organize consultation meetings for SUN Joint Annual Assessment with multisector stakeholders at the national level with the inclusion of provincial and local level representatives and submission of SUN Joint Annual Assessment report to SUN Movement Secretariat
  • Support NPC/NNFSS in organizing MSNP review workshops at the national level and document the progress made.
  • Provide technical support to the Provincial Policy and Planning Commission and Provincial MSNP Coordinators to establish functional coordination and linkages among federal, provincial, and local levels of the MSNP coordination mechanism.
  • Facilitate the meetings of Provincial Nutrition and Food Security Steering Committees and facilitate MSNP training for political leaders, sectoral MSNP Focal Points, MSNP Coordinators and MSNP Volunteers.
  • Support MSNP sectoral ministries and departments for submission of periodic progress reports against the indicators and Ministry of Finance to ensure timely reporting and submission of fund requests for EU budget support.
  • Technical support to NPC and MoF to obtain budget code for Nutrition from FY 2024/2025
  • Liaises with GoN, EU, and UNICEF for effective and efficient implementation of EU budget support for MSNP.
  • Support to NPC to prepare and submit a draft concept note to MoF for the Nutrition budget code.
  • Support NPC/NNFSS to establish a functional information management system for MSNP at federal level

Duration of Contract: The total duration of the contract is for 12 months tentatively starting from 01 June 2023.

31 May 2024 To qualify as an advocate for every child you will have…

  • University degree in management, public health, nutrition, health economics, agriculture, social science, or a related field.
  • At least five years of experience working in similar roles supporting MSNP coordination, social mobilization, or governance for nutrition related program with federal government, national planning commission, MoFAGA and sectoral ministries.

    Experience working at NPC/NNFSS federal level and supporting government in designing Multisectoral Nutrition Plan and its implementation at province and local level is highly preferred.

    Engaging policymakers and development partners (DPs) at national and sub-national levels is preferred.

    Previous work experience with UNICEF or UNICEF supported project and governance sectors is an asset.

Special skills and/or knowledge required:

In-depth knowledge of the Multi Sector Nutrition Plan (MSNP) and role of NPC and federal ministries and departments and also role of provincial and local government in relation to implementation of MSNP is most. Further, experience in multisectoral coordination, planning and with GoN, Development Partners and stakeholders, multi-sectoral planning, local governance, and capacity building.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
