Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
In 2015, on 25 September, the United Nations General Assembly adopted unanimously the Resolution 70/1 Transforming our World: the 2030 Agenda for Sustainable Development and Sustainable Development Goals (SDGs). Gender equality and women’s empowerment is at the heart of the agenda, as numerous goals and targets address structural barriers to achieve equal rights and opportunities between women and men, girls and boys.
One of the key areas of concern is the economic empowerment of women. It is expressed in targets and indicators of SDG 5 (Achieve gender equality and empower all women and girls) and SDG 8 (Promote inclusive and sustainable development, decent work and employment for all). Progress toward it depends not only on the adoption of a set of public policies by governments, but also on the existence of an enabling environment and active engagement of the corporate sector. This is also relevant to the achievement of SDG 1 (Poverty Reduction), SDG 10 (Reduced inequalities) and SDG 17 (Revitalize the global partnership for sustainable development).
About 90 per cent of jobs in the world are in the private sector. This represents a huge potential to implement transformative actions in the world of work and social responsibility in favour of women, benefiting the whole society. There is an increasing consciousness, interest and commitment of private and public sector companies on the value and benefits of gender equality and the economic empowerment of women and its role to achieve it.
UN Women - in partnership with the European Commission is implementing the regional programme “Promoting Economic Empowerment of Women at Work in Asia – WeEmpowerAsia” to contribute to the economic empowerment of women, recognizing them as beneficiaries and partners of growth and development, by increasing commitment of private companies to gender equality and women´s empowerment and strengthening companies’ capacities to implement these commitments. The programme will contribute to the achievement of gender equality through enabling women’s labour force participation, entrepreneurship, economic empowerment and thus their full and equal participation in society. The guiding platform will be the Women’s Empowerment Principles. The WEPs are a set of Principles for business offering guidance on how to empower women in the workplace, marketplace and community.
In India, women’s participation in the economy has been dismal, with trends indicating a decline in the last decade. The female labour force participation rate in India is 23.3 for rural and urban areas. A disproportionate percentage of women workers are in the informal economy, implying contract-less labour and a lack of social benefits. For women in business, women entrepreneurs also face societal barriers in setting up businesses and issues with managing collateral for loans in a country where land titling is still governed by patriarchal notions of land ownership.
The We Empower Asia Programme is being implemented with a diverse set of stakeholders e.g. Government, Industry Associations, Private and Corporate Sector companies, Entrepreneurship Accelerators/Incubators, UN Agencies and women entrepreneurs in India and also with EU companies operating in India. The Programme has a well laid out monitoring and evaluation framework at the Regional and country level and the work plans need to be regularly kept on track for measurement of the intended output of the programme, during its implementation phase. A National Consultant (Monitoring, Reporting and Documentation) will support the Programme in the overall efforts of effective monitoring, reporting and documentation needs of the Programme on a regular basis.
UN Women seeks the services of a National Consultant to support the India component of the WeEmpower Asia Programme to keep track of its monitoring plans (activities/targets); support in regular monitoring, reporting, documentation and evaluation exercises by way of collecting data, generating progress reports, synthesising necessary documentation, developing reports based on the inputs gathered from the project stakeholders e.g. programme, operations and communication staff, partners, donors, other national consultants of UN Women.
Duties and Responsibilities
Under the direct supervision of Country Programme Manager-WeEmpowerAsia Programme and in close consultation with the Programme team, the national consultant will provide monitoring, reporting and documentation support. The consultant will support in implementation of the programme’s strategies related to M&E, strategies related to partnerships building and facilitate knowledge building and knowledge sharing.
Specifically, the consultant will be responsible for the following deliverables:
- Support management of M&E activities and reporting processes for the WEA Programme of UN Women;
- Support and facilitate the implementation of the Monitoring, Evaluation and Research Plan of the WEA Programme;
- Facilitate and substantively contribute to monitoring the indicators, calendars and plans for quality assurance purposes;
- Collate inputs and documentations for the mid-term evaluation exercise of the WEA programme;
- Monitor and report the progress of the programme against the programme’s log frame;
- Facilitate and manage the Quarterly and Annual Reporting process of the programme;
- Coordinate the implementation of WEA evaluation plan in the CO/MCO;
- Ensure communication between the CO and RO regarding monitoring, reporting, and evaluations;
- Support the donor reporting for the programme in coordination with the programme team;
- Coordinate with the implementing partners and key stakeholders to facilitate monitoring, reporting and documentation of results;
- Collaborate with the communications unit on advocacy initiatives for strategic positioning of the programme in the private sector, donor community and UN agencies.
Facilitate knowledge building and knowledge sharing as required by the organization, focusing on the following results:
- Identification and synthesis of best practices and lessons learned;
- Contributions to knowledge networks and communities of practice;
- Drafts, develops and tailors materials, publications, brochures, targeted at specific audiences, to support the programme;
- Drafts speeches & presentations for senior management to be delivered to a range of audiences.
Time Frame and Expected Deliverables:
Deliverable 1: Monthly monitoring reports for WEA Programme with measurable targets against the indicators from the logframe prepared and submitted each month to the CPM for onward submission to the UN Women Regional Office. (By 5th day of each calendar month 2020).
Deliverable 2: Updated monthly report apprising the Donor (EU) of the important action points, engagements and events prepared and submitted to CPM. (By 10th day of each calendar month).
Deliverable 3: Background documentation (data, desk research, analysis around WEPs) for the mid-term evaluation of the WEA Programme prepared and submitted to CPM. (September – December 2020).
Deliverable 4: Meetings and interactions facilitated with key stakeholders for the mid-term evaluation mission. (September – December 2020).
Deliverable 5: Case studies/best practices/research papers around WEPs prepared in liaison with the Resource Agency for Adoption and Implementation of the WEPs by the Private Sector and other national consultants, Communication Officer and CPM. (As and when required).

Required Skills and Experience
Education:
- Masters’ degree in Gender and Development Studies, or any Social Sciences.
Experience:
- Minimum 3 years’ experience of working on development projects;
- At least 3 years of experience in monitoring and evaluation, reporting and documentation particularly in the context of women’s economic empowerment
- Knowledge of and experienced in project cycle management and well versed in logical frameworks.
- Previous experience with M&E, Reporting and Documentation for International Agencies including the UN System is desirable.
- Good writing skills and the ability to explain technical terms in a non-technical language;
Desired skills and experience:
- Concept clarity on project planning and monitoring, including logical frameworks and indicators;
- Excellent analytical skills and prior experience of both quantitative and qualitative data analyses;
- Working knowledge of gender and sex disaggregated statistics would be an asset;
- Experience in using statistical package such as SPSS/STATA;
- Previous exposure to gender related projects, qualitative and quantitative data analysis and M&E assignments.
Language:
- Strong written skills in English and good command over Hindi as medium of communication.
