Purpose of the Consultancy

The consultant will provide strategic and technical advice to WHO on maternal, newborn, child and adolescent health based on WHO on policies, strategies, guidelines and recommendations and intervention packages in consideration of national policies and in reaching relevant Sustainable Development Goal targets.

Background

One of the missions of WHO is to support the country aiming at ensuring that every pregnant woman, mother, newborn, child, adolescent will survive, thrive and enjoy health and well-being. Its key functions are to provide technical advice and capacity building to improve quality service delivery; develop, implement and monitor policies; and address health needs and barriers of maternal, newborn, child and adolescent health. Moreover, to provide support for advocacy, partnership to reduce risk factors through multisectoral action, generate and synthesize evidence.

WHO support is aimed to end preventable maternal and child deaths and promote the healthy growth and development of all children in the first decade of their life. In 2015, the Strategies for Ending Preventable Maternal Mortality outlined targets for the Sustainable Development Goals and broad strategies for strengthening maternal health programmes. High-quality universal newborn health care is the right of every newborn everywhere. All newborns should have access to essential newborn care, which is the critical care for all babies in the first days after birth. Breastfeeding is the cornerstone of children’s survival, health, growth and development. It can help prevent 800,000 deaths among children under five years of age. It is the very first intervention to prevent infections and stimulate brain development in the early years of life and prevent childhood obesity and non-communicable diseases later in life. Breastfeeding also benefits maternal health and is a way to reduce health inequities.

Deliverables

Under the guidance and supervision of the Technical Officer/Health System and WHO representative to Mongolia, the incumbent to perform the following tasks:

Output 1: Draft revised guidelines, standards and regulations on maternal and child health services. Deliverable 1.1: Technical support for development and revision of national policy, guidelines, standards and regulations on maternal and child health services including antenatal, childbirth, neonatal, postnatal, child and adolescent health services in line with Global Strategy for Women's, Children's and Adolescents' health 2016-2030; Deliverable 1.2: Technical support for maternal and perinatal death surveillance and response and to carry out research, analysis and generate reports and data on maternal, neonatal, child and adolescent health; Deliverable 1.3: Develop, review, edit, translate technical documents including survey analysis, tools, briefings, IEC materials on MCH and ensure quality, accuracy and consistency; Deliverable 1.4: Provide support to the country office to collaborate with partners, organize national events and advocacy including drafting speaking points, preparing background materials, presentations, reports and briefs;and Deliverable 1.5: Implement the project coordination committee for monitoring and evaluation of the project “Improving quality of hospital care to reduce maternal, newborn and child deaths and accelerate the achievement of the SDG health targets".

Output 2: Strengthened capacity to improve quality of maternal and child (MCH) care and service delivery including midwifery care at national and subnational levels; Deliverable 2.1: Technical support for scaling up essential and early essential newborn care, kangaroo mother care and management of premature, low birth weight and sick newborns; and Deliverable 2.2: Improve for PHC providers to support quality of ante and postnatal care, promote breastfeeding, management and control of child and adolescent health including support for use of results of assessment of the quality of care for infants, young children, and family planning services in the primary health facility;

Qualifications, experience, skills and languages

Educational Qualifications

Essential: Bachelor’s degree in medicine. Desirable: Master’s degree or specialized graduate training in either obstetrics or pediatrics.

Experience

Essential: Minimum of 5 years' working experience in the field of maternal and child health at the policy or academic level or/and clinical and practical experiences. Desirable: Proven experience in conducting assessments, interpreting analysis, developing technical documents and training agenda, and facilitating participatory workshops.

Skills/Knowledge

Understanding of maternal and child health policy, strategy and SDG targets, gaps, issues; service delivery including quality and safety; knowledgeable about maternal and child health including antenatal, neonatal, adolescent and reproductive care. Outstanding organizational and time-management skills; and Proven research skills desirable in MCH or relevant area.

Languages

Intermediate knowledge of English.

Travel

The consultant is expected to travel within the country.
