Overview

Provide comprehensive mapping and capacity assessments of NGOs/CBOs.

You have:

  • A Bachelor or master’s degree in development studies, human rights, gender, law, or any related field.
  • Minimum of 11 years of professional technical experience in research and capacity assessment of society organization, CSOs engagement, and governance at the national and/or international levels.
  • Demonstrated experience in providing consultancy services for assessing and building the capacities of organizations at the national and/or regional levels.
  • Proven record of previous publications/reports related to CSOs engagement and governance. Knowledge of gender and women’s empowerment is an asset.
  • Demonstrated experience in working with local NGOs/INGOs/CBOs at the local level, of at least 7 years, is required.
  • Sound knowledge of gender issues, including gender analysis, gender mainstreaming and women economic empowerment.
  • Excellent command of Arabic and English, where all deliverables should be in English and the final report should be submitted in Arabic and English.
  • Good experience in socio-cultural, geopolitical and economic country context, as well as labour rights, international labour standards and gender equality principles is a strong asset.

Duties and Responsibilities

Under the direct supervision of the UNDP, the consultant will be responsible for undertaking the following activities:

  • Lead the development of an appropriate methodology and tools for undertaking the mapping, needs assessments and organizational capacity assessment (interpersonal and institutional skills/ capacities) that needs to be approved by UNDP. The methodology and tools should facilitate the following:

  • Mapping NGOs / INGOs /CBOs: The map must include NGOs/INGOs working on the national level (across the 12 governorates of Jordan) and CBOs working on the local level (in Northern Shoneh district and Kourah districts) in the two thematic focus areas: women empowerment and solid waste engagement. A detailed information about existing NGOs / INGOs /CBOs should be provided including their formal registration status; their history; areas of interest; experiences; organizational profile; funding sources; administrative and financial management structure.

  • Needs assessments and organizational capacity assessment (interpersonal and institutional skills/ capacities) for the NGOs / INGOs / CBOs, with regard to strategic planning. There should be a focus on the capacity of NGOs / INGOs / CBOs to meaningfully respond to community needs, the modalities of NGOs / INGOs /CBOs community interaction, their level of success at community mobilization, outreach, advocacy, designing and implementing campaigns, communication and negotiation, leadership, managing dialogue and round table consensus, their ability to undertake initiatives through business modalities, and the monitoring and evaluation of the progress of interventions. In addition, SWOT analysis is required for the selected 1- 4 best NGOs/ INGOs and the ten CBOs.

  • Lead the development of a ranking scale along with weighing measures to select the best 1-4 NGOs / INGOs and 10 CBOs.
  • The provision of information on the experience of NGOs in empowering CBOs and communities. The consultancy will clarify current coordination among NGOs / INGOs / CBOs and recommend opportunities for improvement.

  • To identify the gaps and areas that need improvement for the CBOs such as enabling their environment and internal governance measures based on the recommendations of the report “Mapping and Capacity Assessment of NGOs / INGOs / CBOs”.

  • Provide a comprehensive final report on profile and capacities of NGOs / INGOs / CBOs.

Key deliverables:

  • An inception report of literature and desk review and an action plan and a short paper outlining the methodology and tools to be used in the mapping.
  • A progress report that shows the initial capacity assessment and the ranking scale for the selection.
  • A comprehensive report with results and recommendation, including Annexes:

  • A detailed map outlining NGOs / INGOs / CBOs.

  • A capacity assessment of NGOs / INGOs / CBOs.
  • Results of the capacity assessment and the areas that need improvement.
  • Recommendations for: a) the best NGOs/INGOs/ CBOs based on the results and SWOT analysis. b) a capacity development programme with clear gender-sensitive indicators for monitoring results.
  • Used tools (surveys, templates, questionnaires, etc.…)

  • Demonstrated experience in providing consultancy services for assessing and building the capacities of organziations at the national and/or regional levels.
  • A solid experience in the area of governance, CSOs engagement , development and planning, strategic planning.
  • Practical experience in organization management, strategic planning of associations and CSOs at the national and/or regional level.
  • Sound knowledge of gender issues, including gender analysis, gender mainstreaming and women economic empowerment.

Language requirements: Excellent command of Arabic and English, where all deliverables should be in English and the final report should be submitted in Arabic and English.
