Objective of the programme

WHO is the specialized agency of the United Nations with the objectives to promote health, keep the world safe and serve the vulnerable. The Communicable Diseases Surveillance (CDS) Programme of WHO seeks to address the pledge of leaving no one behind in the programmatic areas to achieve the national health goals by providing needs-based technical assistance in national level policy formulation, setting norms and standards, improving knowledge dissemination, monitoring country health situation and building sustainable institutional capacity, to play a greater leadership role in different national technical forums as well as contribute to regional and global public health platforms in the area of communicable diseases such as HIV, Malaria, Tuberculosis, Neglected Tropical Diseases (Kala-azar, Lymphatic Filariasis, Leprosy, Soil transmitted helminthiasis, Rabies Snake bite, Dengue and Chikungunya among others.) Viral Hepatitis, Cholera, and other vector and food borne diseases. The WHO CDS unit provides normative expertise, especially in the realms of prevention, treatment, care, research, training and epidemiology, to strengthen national capacity and assist building innovative frameworks for public health action against these diseases and also to support to achieve sustainable development goals. The CDS unit also collaborates with other WHO units and national programs such as health systems, NCDs, Maternal and Child Health Programs and WHE and supports activities within the WHO teams and the Cox’s Bazar Sub-Office. The CDS works closely with the Government, national programs, and supports and leads efforts to inform national decision-making during outbreaks, epidemics, and pandemics such as Covid-19 among others.

Description of duties:

Under the overall supervision of the WHO Medical Officer-CDS and direct supervision of NPO- TB, and working closely with the all CDS National Professional Officers the incumbent will have to perform the activities for WHO CDS unit, Bangladesh as described below:

  • Receive, develop, organize and manage the data management system routine, surveillance, survey and study data for all communicable diseases;
  • Gather, collate and analyze data, prepare statistical (tables, figures, graphs, and maps) presentation and assist in development of technical reports, and evidence for communicable disease programs and the CDS unit.
  • Gather, collate, and analyze data of other health system units and disease programs and assist in developing an integrated surveillance system and/or generate technical evidence for the CDS unit.
  • Provide routine epidemiological/ statistical support to the communicable disease program in planning and implementing interventions; maintaining records; and preparing monthly, quarterly and annual reports.
  • Assist the CDS team to develop and disseminate of technical evidence, and reports, and inform decision-making. These documents include but are not limited to situation reports, donor reports, technical guidelines, guidance, policy, research, publications and other relevant documents.
  • Work closely with the CDS unit to design and develop studies and research for all communicable disease areas, as required.
  • Efficiently design, develop, update, and maintain reporting tools during outbreaks, epidemics, and pandemics, and create and disseminate relevant data presentations and reports to inform decisions.
  • Assist to design customized software for accurate analysis and timely presentation of data.
  • Create an efficient and reliable central back-up system to store relevant data and information for CDS unit.
  • Organize, maintain, provide, and disseminate hard and softcopies of data to expert committees and other stakeholders during periodic program reviews and evaluation.
  • Provide technical support to train human resources of national programs in various levels of DGHS, relevant partner organizations, and other WHO colleagues on data management, data software tools, and other electronic and manual record keeping and reporting tools, as required.
  • Provide support in organizing data related meetings, trainings, and other activities.
  • Submit communicable disease data to the WHO global, regional and country level repositories, and other global, regional, and national repositories by gathering data from the Government, and relevant stakeholders;
  • Liaise closely with the Government and other relevant partners through regular correspondence, collaboration, mentoring, and sharing and receiving relevant programmatic information.
  • Perform any other task assigned by the Supervisor.

Required Qualifications:

Education:

Essential: MBBS / four years B.Sc in Biostatistics with advanced degree in Epidemiology or Biostatistics

Desirable: Certification in databases development and/or management, modelling with expertise in using data software such as Stata, SPSS, Epi-info and ArcGIS etc.

Experience:

Essential:.05 years’ experience in relevant field of public health and data management.

Desirable: 03 years working experience in communicable/ infectious disease programs and working experience in international organizations.

  • Work independently with minimum guidance and supervision in relevant areas. High level of technical skills to communicate with government at national and ministerial level.
  • High–level analytical and organizational skills applied to data entry, data management and report writing. Skills in communication and facilitating coordination
  • Demonstrated knowledge of data management and monitoring systems as related to communicable /infectious diseases of epidemic and pandemic potential
  • Proven skills in the field of statistical data collection, assessment, analysis, and monitoring in a public health context.
  • Advance ability to design, manage, analyze, and coordinate complex information system projects, computer-based applications and databases, web-based tools.

Languages:

Excellent writing/reporting and editing skills, communication, and presentation skills in English and Bengali.

Computer Literacy:

  • Proficient of using computer application software’s: MS – Office (World, Excel, Power point), Acrobat Reader, MS Access, MS Publisher,
  • Proficient in using one or more data analysis software such as SQL, Epi-Info, SPSS, STATA, or R.
  • Knowledgeable in using mapping tools such as ARC GIS, etc, and modelling tools such as One-Health etc.
  • Ability to produce technical reports, advocacy materials, write correspondence; compose email create multi-media presentation;

  • Monthly salary: BDT 153,695.00 (SSA – 8, Step I) (non-negotiable)
