Purpose of the Position

In the context of the logistical and supply aspects of WHO Health Emergencies Incident Management System (IMS) operations at the country level, the incumbent will provide technical expertise and operational support to the Ministry of Health and partners in timely responses to outbreaks/epidemics and health emergencies through conducting logistics related activities in compliance with the WHO recommended standards.

The aim of the current assignment is to provide logistics assistance and support to WHE Project in WHO Country office in Ukraine.

Description of duties

In support to and in conjunction with the National Professional Officer (NPO - WHE Supply Chain Officer):

  1. Provide technical expertise and operational support for the timely logistical and supply response to the Covid19 public health emergency, in collaboration with national health officials and other partner organizations.

This includes but is not limited to:

  • Produce at least 11 reports using the source data from current WHO systems, documenting the logistical and supply activities when required.
  • Develop the system to store relevant documents and electronic archives of the logistical and distribution documents (shipping documents, customs documents, donation agreements etc.), ensure the integrity and continuity of the data;
  • Prepare at least 11 WHO requests to the national entities: Ministry of Social Policy (MSP) of Ukraine and Kyiv City State Administration (KMDA) as well as to other national agencies, as required, regarding recognition of WHO goods as humanitarian aid;
  • Input data and develop 11 monthly WHO reports on humanitarian aid distribution to the Kyiv City State Administration (KMDA) and other agencies, as required;
  • Draft and deliver at least 11 letters to Kyiv Customs and facilitate customs clearance of importing WHO medical goods incl. COVID-19 related products: PPEs, IPCs commodities and equipment in close coordination with the customs brokers;
  • Prepare at least 11 sets of documents and reports for the transportation and deliveries of WHO humanitarian goods to the final recipients in accordance with distribution plans, to closely cooperate with the transport service supplier on timely deliveries and the proper terms of transportation (relevant packaging, cold chain delivery when necessary etc.).
  • Prepare at least 11 sets of documents for transportation and deliveries of WHO humanitarian goods to the non-governmental controlled area (NGCA) with partner agencies, follow up on the preparation of the humanitarian goods on stock, drafting and submitting the required documents to the partners and local authorities, handing over the goods to the partners/forwarders.
  • Translate at least 11 sets of shipping documents from English into Ukrainian/Russian and vice-versa when required;
  • Support Supply Chain Officer in provision of a timely and exhaustive information and reports on Logistics activities to WHE team.

Recruitment Profile

Functional Knowledge and Skills

Essential Functional knowledge of and the ability to apply UN and national standards for storage, handling, transportation and handing over to recipients of the medical goods imported by WHO, incl. COVID-19 related products: PPEs, IPCs commodities and equipment; Good computer skills in Microsoft Office, deep knowledge of Microsoft Excel is a plus.

Desirable Experience with Business Intelligence applications

Education Qualifications

A first university degree (bachelor) in public or business administration, logistic management, logistics, engineering, pharmacy or related field from an accredited/recognized institute.

Experience

Essential: At least 5 years’ experience operating in the field of Operations Support and Logistics and/or Supply management, from which at least 3 years’ experience of working / serving in international organizations including NGOs, UN and other Humanitarian agencies; Hands on experience at the national and international levels in practical and operational application of logistics and supplies in support of health or humanitarian emergencies

Desirable Work experience with WHO or another international public health organization

Languages

Excellent knowledge of English and Ukrainian. Working knowledge of Russian

Contract duration

11 months 1 March 2021 – 31 January 2022

Remuneration

Remuneration is based on classified requirements of the Terms of Reference of the Individual Consultant Contract with related academic and professional experience applied for the grade in accordance with WHO’s consultant’s pay band ranges.
