National Consultant - Legal research and analysis implementation 2016 Colombia Peace Agreement

Result of Service Tasks completed to a satisfactory standard. The consultant will support the international human rights expert in identifying and verifying the obstacles to the implementation of the 2016 Colombia peace agreement, in particular, those announced by the Special Jurisdiction for Peace in March 2023 and mentioned in the quarterly report of the Secretary General on the United Nations Verification Mission in Colombia presented to the Security Council on 13 April 2023, and identifying the consequences of these obstacles for the full enjoyment of human rights under international law, as well as the domestic right to peace as enshrined in the Political Constitution of Colombia as well as provide recommendations.

Duties and Responsibilities Under the direct supervision of the coordinator of the support team to the international human rights expert, the national consultant will be responsible for the following tasks:

• Conduct interviews with relevant stakeholders to gather information related to the mandate
• Conduct extensive legal research and analysis on the body of information collected;
• Assess information for relevance and shareability;
• Draft legal documents on a variety of subjects;
• Provide legal advice, support and analysis by conducting relevant research;
• Brief the international human rights expert on the main findings related to the obstacles to the implementation of the 2016 peace agreement, their consequences on the full enjoyment of human rights under international and domestic tic law;

• Undertake any other assignment as deemed necessary by the coordinator of the support team to the international human rights expert.

  Qualifications/special skills An advanced degree (Master's degree or equivalent degree) in law, human rights, International Human Rights. A minimum of ten (10) years of experience carrying out investigations of violations of international human rights law, international humanitarian law or international criminal law is required. At least three years of experience in investigations of international human rights law violations including with human rights investigative bodies or international tribunals is required Experience in a conflict or post-conflict setting is required.

  Languages Fluency in English and Spanish is required.
