Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women Bangladesh, as part of the COVID 19 Response, is implementing a project titled, ‘Women and Girls at the Center of COVID-19 Prevention’. The Project aims to reduce the disproportionate gender-based risks and negative impact of COVID-19 on women, including those who are the most marginalized and in particularly vulnerable situations.

One of the project components is to support the NGO-run GBV Shelters to safely continue their GBV services to survivors and other vulnerable women during the COVID 19 Pandemic; and to provide economic resilience building opportunities. To this extent, UN Women will work with selected organization(s) to run shelters for survivors of GBV and other vulnerable women; and organize livelihood training, skills training and income generation opportunities along with GBV services. The Project will also focus on strengthening monitoring networks of CSOs on early warning and rapid response against increased violence against women and girls, and marginalization of women in health and relief services. The project will strengthen communication and advocacy work around gender-based violence (GBV) and Women’s Economic Empowerment (WEE) to properly raise awareness on COVID prevention.

Objective:

Primary objective of this assignment is to provide day to day coordination support to the selected Responsible Party in order to ensure the effective implementation of the project together with the development and dissemination of knowledge materials (case story, briefs and COVID 19 prevention related messages etc.)

Duties and Responsibilities

Under the overall guidance and supervision of the Programme Specialist -EVAW, and in close collaboration with Programme Analyst WEE, the consultant will undertake the following tasks:

  1. Provide support to selected RP in finalizing Project workplan and budget.
  2. Provide coordination support in ensuring the implementation of integrated GBV-WEE model
  3. Provide support in selecting the organizations to conduct trainings along with the provision of livelihoods opportunities.
  4. Conduct regular monitoring visits to shelters to ensure the quality of GBV services such as psychosocial, legal and health services.
  5. Support RP in targeting marginalized women with information on available shelters.
  6. Ensure the quality of financial and narrative reports.
  7. Support to develop and disseminate GBV and WEE knowledge products including short briefs.
  8. Support to develop monitoring tools and guidance for GBV data collection.

    Duration of Assignment:

The assignment will commence upon signing the contract and will be valid till 30th May 2021. Selected consultant needs to be present at UN Women office or in mission at least 90% of contracted days.

Supervision and performance evaluation:

The Consultant will be directly supervised by UN Women Programme Specialist, Ending Violence Against Women (EVAW). She/he will also work very closely with the Programme Analyst, WEE.

Price Proposal and Schedule of Payments

Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance (if any work is to be done outside the SSA's duty station) and any other applicable cost to be incurred by the SSA in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages

Evaluation Method and Criteria: Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as: 1. Responsive/compliant/acceptable; and 2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation; Only candidates obtaining a minimum 100 mark in technical evaluation will be considered eligible for financial evaluation. Technical Criteria for Evaluation (Maximum 70 points out of 100)

Criteria-01; Educational Qualification- Max Point 10 Criteria-02; Experience in project management, monitoring, communication, and liaising with partner agencies.-Max Point 25 Criteria-03; Experience in the field of Gender Equality and Empowerment of Women- Max Point 15

Criteria-04; Experience in working in UN agencies, INGOs - Max Point 10

Criteria-05; Proficiency in Bangla and English- Max Point 10

The total number of points allocated for the technical qualification component is 70. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

Only the candidates who have attained a minimum of 70% of total points (70) will be considered as technically-qualified candidate.
