Duties and Responsibilities 1. Organizational Setting, Purpose and Objective: The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Regional Office for West Asia delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives. The objective of this consultancy is to support the development and elaboration of the Second National Communication (SNC) & first Biennial Update Report (BUR) of Iraq in alignment with core elements of the GEF guidance and Iraq’s development and climate change priorities. With support from two international implementing partners (RSS & ICARDA), significant progress made in the implementation of the project components. Draft reports of the majority of the SNC/BUR chapters are ready. However, substantial work needs to be done in order to synthesize, compile and write up the final reports to be submitted to UNFCCC. This will include collecting additional data and information to fill in the gaps in those chapters. In consultation with the Ministry of Environment of Iraq, its stakeholders and the United Nations Environment Programme Regional Office for West Asia (UNEP-ROWA), the national consultant will work closely with an international consultant (IC) to elaborate and finalize the remaining components of Iraq’s SNC and BUR. All work produced by the national consultant will be technically reviewed by the international consultant before submission to UNEP.

2. Duties and Responsibilities: Under the direct supervision of the Regional Coordinator for Climate Change at UNEP, and in consultation with the National Coordinator, and the technical team at the Ministry of Environment , the national Consultant will carry-out, inter alia, the following duties and responsibilities: 1. Provide input for the development of the of the National Circumstances Chapter. - Collect information on population, geographic, climate and economic profiles, as well as on key economic sectors (energy, transportation, buildings, industry, agriculture, waste, tourism, and health), education system, including scientific and technical research institutions and development policies relevant to climate change. - Provide inputs on institutional arrangement for the preparation of NCs and BURs with assessment of roles and flow of functions carefully assessed for effectiveness with recommendations for improvements taking into consideration the gender dimension in order to better understand how the different roles of men and women in Iraq’s social and economic circumstances may affect Iraq’s ability to deal with climate change. - Provide inputs and comments to the draft national circumstances and institutional arrangement section Deliverable Inputs provided to the National Circumstances and institutional arrangement Chapter of the Iraq SNC and BUR 2. Collect Information on mitigation actions and their effects - Collect information on actions to mitigate climate change - Collect information on the description of domestic measurement, reporting and verification arrangements for each mitigation action. - Provide feedback to the Chapter: ‘Mitigation actions and their effects’ Deliverable Feedback to the Report on the impacts of mitigation actions 3. Provide other information relevant to the Convention - Provide information on steps already taken to integrate climate change concerns and education into socio-economic and environmental policies and programmes in Iraq; - Work with the IC to undertake a Technology Needs Assessment providing a list of potential environmentally sound technologies that could be acquired, adopted and utilized in the implementation of the Convention; - Collect information on climate change research and systematic observation, research relating to programmes containing measures to mitigate climate change; programmes containing measures to facilitate adequate adaptation to climate change; and the development of emission factors and activity data;C - Collect information on steps taken to implement capacity building activities at the national level as contained in the capacity building framework for Non-Annex I Parties, identifying gaps and constraints and data and information requirements for Iraq to implement the Convention; - Collect information on the efforts to promote networking and information sharing among and within countries in the region; and - Collect any other information relevant to the achievement of the objective of the Convention and suitable for inclusion in the Biennial Update Report (BUR). - Provide information on gender and climate change. - Work with the government technical team on developing and regularly update the SNC/BUR1 website. - Provide feedback to the compiled SNC and BUR1 Chapters on ‘Any other relevant information’ Deliverable: Feedback to the report containing information on other information cutting across the main thematic areas relevant to the Convention. 4. Provide information on constraints and gaps, and related financial and technical needs - Collect updated information on constraints and gaps, and related financial, technical and capacity-building needs. - Collect information on technology needs, which must be nationally determined, and on technology supp received. - Collect information on proposed projects for financing. - Collect information on implementation of adaptation measures. - Work with the government technical team on developing a framework for registering and continuously reporting needs and support received - Provide feedback to the compiled SNC and BUR1 Chapters on ‘Constraints and gaps, and related financial, technical and capacity needs' of Iraq under the UNFCCC. Deliverable Inputs to the Chapter on ‘Constraints and gaps, and related financial, technical and capacity needs’, 5. Compilation, production and submission of the SNC and BUR1 to the UNFCCC - Work with the IC to organize a national conference at the end of the project to present and review with stakeholders final results of the SNC & BUR1 - Organize a national workshop to review mid-term results of the SNC & BUR1 and recommend enhanced process and outputs - Work with the IC on compiling of SNC & BUR1 reports in English and translate into Arabic. - Distribute hard copies and e-copies of the reports on CD-ROMs, as appropriate.
