Background

The mission of the Global Maritime Crime Programme of the United Nations Office on Drugs and Crime (UNODC) is to support the criminal justice systems of Indian Ocean states to prevent, disrupt and counter maritime crime. UNODC GMCP serves to deliver a range of technical assistance activities within several thematic areas to achieve the main objective i.e. strengthening capacity to prevent and combat maritime crimes on a regional, national and local basis.

Overcrowded prisons represent a challenge faced by correctional facilities and prison services all over the world, including Sri Lanka. A rapidly growing prison population and a justice system with a myriad of challenges regarding effective and efficient court proceedings does not ease this situation. Delays in court proceedings, a backlog of court cases has been further impacted by the suspension of the courts during the COVID-19 pandemic, an in turn has contributed to the worsening of this situation.

UNODC-GMCP team in South Asia continues to provide its support to Sri Lanka Prison Services to facilitate secure incarceration facilities. UNODC support includes substantial infrastructure improvements, capacity-building activities, mentoring and vocational training programmes. As part of the above, UNODC is supporting the establishment of three virtual courts in the selected prisons in Galle, Matara and Agunakolapalessa.

SCOPE OF WORK

Together with the GMCP team, Sri Lanka Prison Service Database Office and relevant units, the IT Advisor is expected to provide recommendations and assistance necessary to strengthen efficiency and standardisation processes of the IT systems of the Sri Lanka Prison Services/ virtual courts of the selected prisons.

Under the supervision of the Programme Coordinator, with the guidance of the National Project Coordinator of the UNODC-GMCP Indian Ocean East Team, the IT Advisor will perform the following tasks:

  1. Assess the current prison databases/network/Internet infrastructure, identify areas to strengthen and provide recommendations to improve;
  2. Review the current data/network/Internet infrastructure within the selected three prisons and provide recommendations for standardisation and improvement;
  3. Provide recommendations for enhancements of the prison IT infrastructure in Prison HQ and three selected prisons to standardize the quality of IT infrastructure and report on further options for prisoner database sustainability.

Duties and Responsibilities

EXPECTED OUTPUTS AND DELIVERABLES

He/She will be responsible for:

Deliverable A

  1. Evaluate the current prison database and advice on future options.
  2. Provide report on completion.

Deliverable B

  1. Assess the data/network/Internet infrastructure within the prisons in Angunakolapelessa, Matara and Galle and Prison Headquarters in Colombo.
  2. Provide recommendations for standardisation.
  3. Provide report on completion.

Deliverable C

  1. Assess the IT infrastructure of the prisons in Angunakolapelessa, Matara and Galle in order of establish virtual court facilities in compliance with the Ministry of Justice Court Automation Programme.
  2. Provide report on completion.

In addition, the IT Advisor is expected to:

  • Finding necessary information for review and analyse the current situation, key stakeholders;
  • Identifying the existing gaps/ needs;
  • Drafting the respective reports in English;
  • Revising the draft chapter to reflect necessary revisions.

  • If the consultant anticipates field travel, it should be budgeted in the financial proposal;
  • Any kind of miscellaneous charges i.e. internet, phone, etc. would not be reimbursed;
  • Please note proposals without the financial proposal will not be considered.
  • Payments will be made upon satisfactory completion and/or submission of deliverables.

TIMEFRAME

The period of the assignment will be 60 working days between February 2022 to May 2022.

Competencies

  • Sound knowledge in Database administration, system analysis and design are required;
  • Good understanding in virtual communication tools is required;
  • Knowledge of Network administration is required;
  • Strong written, interpersonal and oral communication skills is required.
  • Ability to handle effectively multiple tasks without compromising quality and meet deadlines is required.
  • Ability to interact with governmental agencies and other relevant stakeholders to operate effectively; establish and maintain effective partnerships and harmonious working relations is essential;
  • Ability to operate effectively in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity and gender is essential;
  • Familiarity with the United Nations system, values and ethical standards and procedures is desirable;
  • Ability to identify priorities, plan/organise efficiently in line with requirements and operate under minimal supervision is desirable.

Required Skills and Experience

Education:

An advanced university degree (Master’s degree or equivalent) in the fields of computer science, Data Science or related discipline is required. A first level university degree or equivalent academic education from a recognised international/national institution, in combination with two additional years of qualifying experience, may be accepted in lieu of the advanced university degree.

Experience:

  • Minimum of ten (10) years of demonstrated work experience in information technology, system/database development, business process modelling and reengineering is essential;
  • Familiarity with the latest technologies, systems and network/infrastructure is essential;
  • Experience in implementing ISO 9001, is required;
  • Experience in designing and developing IT strategies/software development with public institutions is desirable;
  • Experience in supporting the provision of technical assistance to Sri Lanka government agencies, is desirable.

Language:

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English and Sinhalese is required.

Annex I - Individual IC General Terms and Conditions

Annex II – Offeror’s Letter to UNDP Confirming Interest and Availability for the Individual IC, including Financial Proposal Template

Note: Payments will be based on invoices on achievement of agreed milestones i.e., upon delivery of the services specified in the TOR and certification of acceptance by the UNODC/UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Lump Sum Fee” including his/her consultancy and professional fee, travel (economy class flights is required to and from the Duty Station) honorarium, board and lodging, and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant. UNDP will only pay for any unplanned travel outside of this TOR and Duty Station on actual basis and on submission of original bills/invoices and on prior agreement with UNDP officials. Daily perdiums and costs for accommodation/meals/incidental expenses for such travel shall not exceed established local UNDP DSA rates.

For an Individual Contractor who is 65 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required travel under the TOR, a full medical examination and statement of fitness to work must be provided. Such medical examination costs must be factored into the financial proposal above. Medical examination is not a requirement for individuals on RLA contracts.

EVALUATION CRITERIA

Award of the contract:

The contract shall be awarded to the individual whose offer has been evaluated and determined as:

  • Responsive to the criteria outlined in the ToR.
  • Having received the highest score of a pre-determined set of technical and financial criteria specific to the solicitation and based on cumulative criteria.

Technical criteria weight - 70 marks

  • Educational qualification - 15 points
  • Experience working in the thematic area - 20 points
  • Required Competencies – 15 points
  • Demonstrated ability to work with subject specialists and relevant government counterparts - 20 points.

Financial criteria weight - 30 marks

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

PAYMENT FOR SERVICES

Payments will be based on deliverables certified by the Programme Coordinator. The Consultant shall receive payments upon the submission of the expected deliverables, specified under section Expected Outputs and Deliverables above and relevant invoices.
