-PURPOSE OF CONSULTANCY

To support national capacities on health information systems implementation in providing assistance in collection and reporting of data; participating in the development and adoption of an online reporting framework; reviewing and analysing health data; and assessing health information sources (see below deliverables for more information).

BACKGROUND

In the context of the WHO Health Emergencies Incident Management System (IMS), the incumbent will focus on supporting national capacities on health information systems implementation. WHO are working with three main bodies within the health system, in the context of the Ukraine crisis, to support data management and reporting – the Ministry of Health (MOH) itself, the National Health Insurance House (NHIH) and National Institute of Public Health (NIPH).

DELIVERABLES

Under Output 13.3: Health emergencies rapidly detected and responded to, the consultant will assist and support health information management operations by providing advice and technical input in the field of health information management. This requires contacts with a broad range of officials and representatives from MOH as well as UN.

  • Activity 1. Provide assistance in collection and reporting of data from the national health system in Romania, including from Ministry of Health (MOH), National Health Insurance House (NHIH) and National Institute of Public Health (NIPH). (Expected by. 31.03.2023)
  • Activity 2. Participate in the development and adoption of an online reporting framework in the country context, assessing the available health services and resources. (Expected by. 31.03.2023)
  • Activity 3. Participate in the review and analysis of health data and contribute to the generation of reports. (Expected by. 31.03.2023)
  • Activity 4. Assess health information from other sources of the health system, including at subnational level. (Expected by. 31.03.2023)

QUALIFICATIONS

Educational Qualifications

Essential: First university degree in information or data management, computer sciences, statistics, or related social sciences.

Desirable: An advanced university degree (Master's level or above) in Public Health or Epidemiology.

Experience

Essential: At least one (1) year of experience working in Epidemiology, Public Health or Health Information Management Systems. Experience in developing and promoting collaborative partnerships.

Desirable: Experience in working with UN organizations/agencies, International institutions or NGOs.

Skills/Knowledge

Essential

• Excellent skills in the assessment, monitoring, analysis and evaluation of health data. • Excellent interpersonal skills and ability to work under pressure.

Desirable • Demonstrated knowledge of information management principles and tools. • Proven ability to communicate effectively. • Tact, discretion and ability to promote consensus. • Proficiency in MS Office, and IT packages.

REMUNERATION

a. Remuneration: 18,313 lei per month. (The pay band reflects the NO-A salary scale of the Country, matched to the labour market in Romania.)

b. Locally contracted consultant

c. Expected duration of contract: 3 months (Jan – Mar 2023)

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
