How are the outputs to be delivered? This consultancy is locally based in Viet Nam. The consultant will work under the supervision and guidance of the Programme Management Team of ESCAP in Bangkok and AED-MPI in Hanoi, Viet Nam. The written outputs will be delivered via email. This contract is based on deliverables and payment is defined by output.

Duties and Responsibilities In Asia and the Pacific, entrepreneurship is one of the main pathways for women’s economic empowerment and equality, which can in turn have a ‘multiplier effect’ on family well-being, poverty reduction, and sustainable economic growth. Thus, creating an enabling entrepreneurial ecosystem where women can freely participate to their full capacity, can yield expansive socio-economic gains stretching from households to communities and economies.

ESCAP's Catalyzing Women's Entrepreneurship (CWE) project is a regional initiative that aims to strengthen the entrepreneurial ecosystems that foster women's entrepreneurship, enhance women entrepreneurs access to capital through innovative financing mechanisms, and increase women entrepreneurs' use of ICT through relevant training and tools. The project implementation countries include: Bangladesh, Nepal, Cambodia, Viet Nam, Fiji, and Samoa; overall the project aims to directly support 20,000 women entrepreneurs in starting up and expanding their businesses by 2023. The CWE project is supported by the Government of Canada.

In this context, ESCAP is seeking a National Coordinator (Consultant) to support the overall coordination and implementation of the project at the country level in Hanoi, Viet Nam. The consultant will be the key focal point in the lead Ministry- Ministry of Planning and Investment, designated by the Government in the overall design and support in the implementation of the consultations, meetings, and work plan at the country level.

The responsibilities of the consultant are to: - Drafting concept notes for each activity. - Recommending local consultants/experts/speakers for each task and/or presenting. - Working closely with the AED-MPI procurement team to support the logistics required for each task. - Supporting and working in close coordination with the consultants/experts and AED team on each task. - Coordinating, collaborating, and supporting the consultants/experts to prepare and implement activities and events (including agenda, list of participants, etc.). - Facilitating and guiding speakers in preparing presentations for meetings/trainings. - Organizing training courses. - Develop the e-business online training toolkit. - Acting as the facilitator during the training sessions. - Working closely with the AED-MPI procurement team to support the logistics required for conducting events: o Assisting in the implementation of events and providing logistic support. o Supporting the lead ministry/department appointed to facilitate events. o Taking note of and consolidating event reports, and circulating draft reports with CWE's management in ESCAP.

Qualifications/special skills Master’s degree in international relations, business administration, economic developments or related fields. At least three years of experience in the field of gender equality, women empowerment, financial inclusion, programme coordination for non-profit organizations, United Nations or government.

Languages Fluent in English and Vietnamese with excellent writing and editing skills in both languages.
