This project aims to support the development of relevant skills of women and men for sustainable, diversified and modernised agriculture in Uzbekistan. This project will contribute to improving the quality, relevance, efficiency and effectiveness of the skills development system in the agriculture and irrigation sectors, initiated by the Government of Uzbekistan, with a particular focus on the rural regions selected by the national stakeholders (Karakalpakstan, Khorazm, Bukhara, Surkhondaryo). The incumbent contributes to the output of the project component 2: Qualifications and methodologies of skills development are modernized to serve the needs of the labour market, learners and workers in the agriculture and irrigation sector. The incumbent will support the activities of identifying skills needs and developing new qualifications at the sector level. He/ she will contribute to designing a Sectoral Qualification Framework (SQF) aligned with the National Qualification Framework (NQF) in view of both traditional and new skills required in the agriculture and irrigation sectors. Long Description ---------------- **Tasks** In cooperation with UNESCO Tashkent office project team and, as appropriate, the Technical Working Group 2 (TWG-2) consisting of relevant national stakeholders, the incumbent will, by working closely with international consultant, contribute to the activities: Conduct a skill needs analysis (functional analysis) in the labour markets of agriculture and irrigation sectors Provide overall support to the international consultant to complete the functional analysis Review the questionnaire prepared for the survey of sector needs analysis Finetune or amend the methodology for the survey (sampling vs entire population of firms EXPERT in the sectors) using the ESCO (European Skills, Competences, Qualifications and Occupations) tool Form a working team with national stakeholders, possibly including the TWG-2, and prepare an action plan to carry out the survey Carry out functional analysis of both sectors to define the nature of an occupational sector and the functions performed within it Conduct interview surveys, if necessary and the situation allows Design a draft occupational map for agriculture and irrigation sectors Design an occupational map using the ESCO tool in each sector with TWG-2 and line ministries (MHSSE, MoE, MoA and MoWR) Validate the occupational maps with TWG Support the development of SQF based on the occupational standards and in line with the National Qualification Framework (NQF) Support the Sector Skills Council (SSC) in the implementation of the SQF through a capacity building plan of concerned stakeholders Overall coordinate the TWG-1, support to organize the regular meetings, and facilitate the communication within the TWG-2 as well as with other TWGs, when necessary Collect and review the relevant documents and information in the country, if necessary Assist the project team to cooperate with the World Bank and other relevant projects on the agriculture sector (bilateral cooperation in particular) to avoid the duplicated effort **Deliverables by the end of December 2021:** Amended methodology for the survey of sector needs analysis and detailed action plan for the analysis, together with international consultant (August 15, 2021) A comprehensive report with minimum of 20 pages describing the results of Skill Needs Analysis (functional analysis), aiming at updating occupational standards in agriculture and irrigation, together with international consultant (September 30, 2021) Draft occupational maps in Agriculture and Irrigation which describes a pathway of technical and professional occupations, using the ESCO tool, together with international consultant (November 15, 2021) Organization and coordination of regular meetings of the TWG-2 (December 15, 2021) Final report describing the achievement of the assignment as well as the list of collected and reviewed relevant national documents and information sources (December 15, 2021) Long Description ---------------- Long Description ---------------- **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- ***Education:*** - Bachelor degree in Education, Economics (Labour market), Agriculture, Irrigation and other relevant fields; ***Work Experience:*** - Minimum of 2 years’ experience in TVET system and/ or Qualification Frameworks. - Experience in the ESCO (European Skills, Competences, Qualifications and Occupations) tool and experience in designing and developing NOS (National Occupation Standards) is an asset; ***Languages:*** - Good knowledge of written and spoken English; - Good knowledge of Uzbek / Russian; ***Skills/Competencies:*** - Good knowledge and understanding of the UNESCO programmes in the field of Education; - Ability to undertake research and analysis activities including the collection and synthesis of information and data from various sources; - Excellent interpersonal and communication (oral and written) skills with proven ability to draft clearly and concisely and to produce high level quality briefings and other documents; - Ability to work effectively in a team environment and to maintain effective working relations within a multi-cultural environment; - Ability to manage a heavy workload and to meet tight deadlines, paying close attention to detail and quality of work;
