Duties and Responsibilities Organizational Setting and Reporting

UN General Assembly resolution 72/279 welcomes a revitalized, strategic, flexible and results/action oriented United Nations Development Assistance Framework (UNDAF) as the most important instrument for the planning and implementation of United Nations development activities in each country, in support of the implementation of the 2030 Agenda for Sustainable Development. The revitalized UNDAF which is now , renamed the United Nations Sustainable Development Cooperation Framework (UNSDCF) is a strategic, medium-term results oriented framework based on normative programming principles that describes the collective vision and response of the UN system to key national development priorities and gaps in their pathway towards meeting the SDGs. . The Cooperation Framework must also embody the spirit of partnerships that are at the core of the 2030 Agenda. That means partnerships with host governments -- but also partnerships with all stakeholders – civil society, academia, parliaments, the private sector, bilateral partners - to leverage strengths and drive transformative change in the host country.

The 2018-2022 UNDAF+ in the Central African Republic is now coming to the end of its cycle, and the United Nations Country Team (UNCT) is presently in the process of developing the new generation of UNSDCF to cover the period from 2023 to 2027.As the next partnership strategy between the Government and the UNCT towards the achievement of the Central African Republic’s sustainable development, the Cooperation Framework is aligned with government priorities, such as the National Recovery and Peacebuilding Plan (RCPCA) which will complete its cycle on December 2023. The Cooperation Framework also outlines the UN development system’s contributions sought by national stakeholders to reach the SDGs in an integrated manner, with a commitment to leave no one behind, in line with human rights and other international standards and obligations.

As part of the UNSDCF elaboration process, the development of the UNSDCF funding framework is also a requirement to better understand the overall funding needs toward the achievement of the prioritized outcomes, and to identify the available resources as well as to make visible the remaining funding gaps. Once endorsed, the Funding Framework will be translated and operationalized annually as part of UN joint workplans.

In this regard, the UNCT, through the RCO intends to recruit a national consultant who will be responsible for developing the UNSDCF funding framework as it will also serve to set the basis for periodic funding dialogues with the Government and donors. The consultant will also contribute to the development of the UNSDCF's multi-year action plan and the updating of the CCA. The drafting of these documents should be in accordance with the UNSDCF guidance.

Specific Duties and Responsibilities

Under the overall supervision of the RCO team leader and the technical guidance of the PMT, the consultant will be responsible for preparation, implementation and administration of the assignment. The consultant will fully adhere to all aspects of the development of UNSDCF outlined in the Consolidated Annexes to the Cooperation Framework Guidance.

More specifically, the consultant will provide, according to the UNSDCF guidance, the necessary support in developing:

The Financial landscape analysis which is an in-depth look at the volume and mix of resources required to deliver Cooperation Framework outcomes and the bigger picture of SDG financing requirements. This involves: - the financing landscape and how the Cooperation Framework is situated within it; - the identification of financial flows that can be influenced and leveraged by the Cooperation Framework towards SDG attainment, and; - the potential funding sources (traditional and non-traditional) for the Cooperation Framework. - Another set of factors comprises how available Cooperation Framework funding can (i) catalyze broader financing and investment flows towards achieving the SDGs; (ii) support the formulation and implementation of the financing framework of the Government, and (iii) complement and fill strategic gaps in national and other budgetary allocations.

The Cooperation Framework funding framework, in line with the commitments in the global Funding Compact and based on an assessment of the resources required to deliver the Cooperation Framework. The CF funding framework presents overall funding needs to achieve prioritized outcomes, identifies available resources and makes visible the remaining funding gaps. It outlines the strategy for securing needed resources, including through analysis of various types that can be mobilized (e.g., core funding; global/vertical and country-level pooled UN development system; agency-specific thematic UN development system; and other noncore resources).

The Linking Cooperation Framework funding with SDG financing. The UN development system should seek to leverage different sources of financing and investment flows outside the UN system that support Governments in financing national priorities to achieve the SDGs. The UN Secretary-General’s SDG Financing Strategy underscores the UN system’s critical role in supporting and accelerating the mobilization of finance for sustainable development from national and international, and public and private sources. The system can support the development of regulatory frameworks, financing mechanisms and related partnerships; advise on how to mobilize and leverage necessary financing; and assess possible strengths and disadvantages of financing options. This process may include enhancing national capacities in areas such as domestic resource mobilization, assuring the quality of public spending, fiscal and debt management, de-risking investments, developing capital markets or fostering investment-grade business environments. In this context, the Consultant support the UNCT in:

  • Mapping and analyzing the financing landscape for the SDGs and outlining how to maximize impact through smart investment of existing resources, greater access to additional resources and better leveraging of larger financial flows.
  • Building on existing data on financial flows as provided by the international financial institutions, the Organization for Economic Co-operation and Development (OECD) and others, and the Integrated National Financing Framework, to the extent possible.
  • Articulating necessary partnerships among UN development entities and between them and external stakeholders, such as the international financial institutions and the private sector.
  • Identifying (i) priority SDGs within the country; (ii) the approximate amount of financing needed to achieve (each) SDG; (iii) domestic, international, public and private financing flows, and relevant stakeholders; and (iv) instruments and modalities through which the UN development system’s resources can be paired with other financial flows. In line with Cooperation Framework outcomes, the last could include, for example, a national window in a UN fund or programme designed and implemented as a first tranche of a larger sectoral approach drawing on funding outside the UN system.
  • Identifying specific financing opportunities that reduce inequalities and exclusion, such as those that target finance to the poorest areas of a country.

Other related tasks

In addition to the main tasks listed above, the consultant will also support the following tasks: :

1. Developing the UNSDCF’s pluriannual action plan 2. Annual update of the CCA.

Qualifications/special skills Academic Qualifications: - Advanced university degree (Masters and equivalent) in development studies, economics, social sciences, international relations or related field is required. A PhD is preferred Experience: - A minimum of 10 years of professional experience of conducting country-level multi-sectoral situational analysis is required. - Previous experience of leading and developing country analysis for UN programming is desirable; - Good knowledge of Agenda 2030 for sustainable development and the SDGs is desirable; - Previous experience of conducting UN Common Country Analysis is an asset; - Excellent facilitation skills with experience in leading multi-stakeholder discussions; - Extensive knowledge of, and experience in applying qualitative and quantitative analytical methods using a wide range of analytical (including innovative) approaches is desirable ; - Substantial professional application of human rights, gender equality, environmental sustainability, results-based management, and capacity development in research is desirable; - Strong understanding of the development- humanitarian- peace building nexus and political context working experience in Central African Republic and/or in the region is desirable Language: - Fluency in spoken and written French. Knowledge of English is an asset.
