The immunization cold chain system needs a thorough technical assessment to ensure the provision of high-quality vaccination services. With the collaboration from government entities and relevant partners, UNICEF facilitated the execution of the Effective Vaccine Management (EVM) assessment in 2021. Results of EVM assessment are presented in nine categories among which the composite score for waste management is 49/100. This sub-standard score highlights that the waste management aspect of the EPI program is currently underperformed significantly and necessitates immediate and substantial enhancement.

The management of waste generated by the EPI program must adhere to both local and global standards. Currently, the government, through the Ministry of Health and Population, has a waste management guideline for disposal of medical products. However, this document lacks explicit guidance on disposal methods tailored to the unique needs of the EPI program. The appointed technical consultant will undertake an assessment of the EPI waste situation and formulate a practical guideline that should include context-appropriate disposal methods in in line with key standards.

UNICEF has already secured resources dedicated for the purpose, which has been integrated into health section’s workplan. This important task needs the commitment of a dedicated technical individual to develop the required guideline which will help future actions on waste management, reduce hazardous risks and protect the environment.

How can you make a difference?

To complete feasibility assessment and develop guideline for Expanded Programme on Immunization (EPI) waste management to be integrated into existing health document.

Scope of Work:

The individual consultant shall engage in a thorough familiarization of the nature and scope of the assigned tasks. This will be followed by but not limited to: development of a plan for the effective execution of the given tasks, complete a desk review leading to presenting integration scenarios in alignment with the local and global standards, feasibility of EPI waste management implementation, assess local capacity of waste management including immunization waste, present the findings and recommendations to partners (MoHP, UNICEF and WHO) for obtaining their feedback and subsequent refinement of the final inputs to be integrated within the existing waste management of medical products.

Duration of Contract: The total duration of the contract is for 156 days within a period of 6 months.

  • Master’s degree in Health Sciences, Public Health, pharmaceuticals, Public Administration.
  • Minimum five years of working experience in the field of EPI, public health, waste management, environment protection, or supply chain management
  • Good knowledge of English language (writing and speaking), and Nepalese language is MUST.
  • National of Nepal with national ID or passport.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
