-PURPOSE OF CONSULTANCY

To assist and support immunization operations.

BACKGROUND

In the context of the WHO Health Emergencies Incident Management System (IMS), the incumbent will focus on the implementation and operations of the Immunization and Vaccines in Romania, providing technical input to counterparts and MOH to assist in the strengthening and implementation of immunization programmes in country to prevent mortality, morbidity and disability from diseases which are preventable through the optimum use of vaccines.

DELIVERABLES

Under Output 13.3: Health emergencies rapidly detected and responded to, the consultant will assist and support immunization operations by providing advice and technical input in the field of immunization. This requires contacts with a broad range of officials and representatives from MOH as well as UN.

  • Activity 1. Undertake a review of the Expanded Programme on Immunization plan in Romania with UN partners (including UNICEF) as well as national counterparts and stakeholders. (Expected by: 31.03.2023)
  • Activity 2. Liaise with the Ministry of Health counterparts in Romania for the planning and organisation of vaccination campaigns. (Expected by: 31.03.2023)
  • Activity 3. Monitor the implementation of planned activities and ensure the availability of vaccines (with UNICEF) as well as the required equipment and supplies. (Expected by: 31.03.2023)
  • Activity 4. Contribute to project proposals for the strengthening of existing immunization programmes. (Expected by. 31.03.2023)
  • Activity 5. Participate in training and capacity building with MOH. (Expected by: 31.03.2023)
  • Activity 6. Contribute to the development of a WHO work plan for immunization. (Expected by. 31.03.2023)

QUALIFICATIONS

Educational Qualifications

Essential: First level university degree (Bachelor's) in a Health-related science (medicine or public health) or human biology with specialization on immunization.

Desirable: An advanced university degree (Master's level or above) in Public Health or Epidemiology.

Experience

Essential: • At least one (1) year of experience working in immunization and vaccine programmes. • Experience in developing and promoting collaborative partnerships.

Desirable: Experience in working with UN organizations/agencies, international institutions or NGOs.

Skills/Knowledge

Essential: • Demonstrated knowledge of immunization and vaccine preventable disease principles and tools • Excellent skills in the assessment, monitoring, analysis and evaluation of immunization data Desirable: • Excellent interpersonal skills and ability to work under pressure. • Proven ability to communicate effectively. • Tact, discretion and ability to promote consensus. • Proficiency in MS Office, and IT packages.

LOCATION

On site: WHO Country Office, Romania (Bucharest).

The consultant is expected to travel.

REMUNERATION

a. Remuneration: 18,313 lei per month. (The pay band reflects the NO-A salary scale of the Country, matched to the labour market in Romania.)

b. Locally contracted consultant

c. Expected duration of contract: 3 months (Jan – Mar 2023)
