PURPOSE OF CONSULTANCY

The purpose of the consultancy is to provide technical support and coordination of the health system strengthening aimed at modernization and improving of service delivery across levels of care with a particular focus on health workforce in Ukraine in line with the European Framework for Action on Integrated Health Services Delivery, WHO Global Strategy on Human Resources for Health: Workforce 2030, and WHO Global Programme of Work. The consultant t will support the WHO County Office mission in guiding Ministry of Health of Ukraine and all relevant stakeholders in service delivery and health workforce leadership, management and development to accelerate progress towards Sustainable Development Goals 3,4,5 and 10.

BACKGROUND

All Member States of WHO in the European Region share the common value of the highest attainable standard of health as a fundamental human right. All of WHO’s actions are based on this and rooted in the underlying value of equity as described in the Global Programme of Work. The 13th General Programme of Work defines the mission of WHO as one to promote health, to keep the world safe, and to protect the vulnerable. The GPW calls for heightened accountability, prioritizing impact and outcome at country level, and to improve the lives of three billion people, through universal health coverage, through addressing health emergencies, and promoting healthier populations. WHO’s mandate revolves around six core functions: (i) providing leadership on global health matters; (ii) shaping the health research agenda; (iii) setting norms and standards; (iv) articulating evidence-based policy options; (v) providing technical support to countries; and (vi) monitoring and assessing health trends.

The consultant is expected to provide expert technical support to the Ministry of Health and other national partners on mental health aspects of health system and service development, including for conflict-affected populations. The consultant will be responsible for gathering evidence and background material, managing of the learning resources e.g. webinars, publications, website; managing collaborating centres and partners networks, reporting, drafting briefs, reports, terms of reference and provisional programmes for events; managing consultants; monitoring implementation of activities related to human resources for health described in the Biennial Collaborative Agreement; preparing technical overviews, supporting the coordination of activities in the area of health workforce in Ukraine. The incumbent is expected to work independently but in close collaboration with other members of the health system team in Ukraine Country Office, other Country Office and Regional office colleagues, including the Regional Programme Manager for Health Service Delivery. The work environment calls for extensive liaison and coordination with governmental and non-governmental partners working on mental health issues in the country.

The consultant exercises judgement and flexibility in the application of relevant guidelines and selection of professional courses of action. For activities not covered by established guidelines, and for ad hoc unforeseen situations, the consultant uses initiative and common sense, drawing from experience. The consultant may seek guidance for solutions to complicated technical matters from relevant staff in the WHO Country Office in Ukraine. The consultant works within a country team with a degree of independence, receives directions from the supervisors on technical matters and seeks guidance/information from available sources. Policy matters must be bought to the attention of the supervisors. The work is reviewed upon completion for overall accuracy, timeliness and attainment of objectives. The consultant will work as part of the WHO Country Office in Ukraine within the Division of Country Health Policies and Systems (CPS) under the overall direction of the WHO Representative in Ukraine (WR), the supervision of the Service Delivery unit head. The work is performed in the WHO Country Office in Ukraine

DELIVERABLES

  • Analysis of pre-graduated curriculums for medical education and comparative analysis with practices in EU;
  • Analysis of post-graduated curriculums for medical education and approaches for continuous education with comparative analysis on practices in EU;
  • Review of existing network of University hospitals.

Summary of Assigned Duties

  1. Support the Ministry of Health (MOH), National Health Service of Ukraine and other national partners as well as in developing, implementing and evaluating national strategies and policies affecting health services delivery and human resources for health.
  2. Support the MOH by updating and adapting relevant guidelines related to health service delivery, including specialised care, continuity of care and patient pathways, access to care and the health service provider networks.
  3. Support the MOH by updating and adapting relevant guidelines, materials and tools in human resources for health in line with overall service delivery approach.
  4. Contribute to research and other analytic work on human resources for health linking it with other aspects of health system and translating global and regional evidence to country context and needs.
  5. Promote educational reforms, adoption of medical education best practices, and effective integration of continuous professional development of doctors, nurses and midwives across the health-care delivery system to enhance primary health-care services for better public health outcomes.
  6. Provide technical support to strengthen the availability and use of health workforce data for health workforce planning, while taking into consideration clinical guidelines and practices.

QUALIFICATIONS

Educational Qualifications

Essential: o Bachelor’s degree in public health, or medical degree.

Desirable o Master's or PhD in one of the health science; o Postgraduate training in Public Health, Global Health or similar.

Experience

Essential: o At least 2-3 years of experience in medical education;

Desirable: o work experience in implementing, shaping and communicating health workforce policy priorities; o work experience in WHO or another international public health organization.

Skills/Knowledge

• Expert knowledge of health systems and human resources for health; • Expert knowledge of Ukrainian policy • project management • research methods and stakeholder management; • report-writing skills (in English).

  • English – Intermediate level (Essential); Expert level (desirable)
  • Ukrainian - Expert level (Essential)

Offsite (Remote work)

TRAVEL

Position may require short (up to one week) travel in Ukraine.

REMUNERATION

  • 3080 USD/months (full-time, 140 USD/day)
  • Expected duration of contract: 6 months
