Background

This regional project seeks to address the critical need for risk data to inform integrated water resources management and, in so doing, enable increased investment in risk reduction measures in Lao PDR and Cambodia. There is a strong connection between the upstream and downstream impacts associated with floods and water availability in the transboundary region. As such, the project seeks to address these problems faced while acknowledging the transboundary nature of the challenge and making adjustments as necessary to tailor for the variances of each country. Taking a barrier-removal approach, the project will address gaps in data collection, management, and analysis, enhance institutional and technical capacity at the subnational level for integrated climate and flood risk management, enhance the availability of resources for investment in water-related risk reduction, and aid the flow of risk knowledge and coordination across borders.

The project will also contribute towards improved hydrological and climate risk modelling and information systems, which will in turn inform flood management as well as adaptation planning and enhance the capacity of national and provincial decision-makers, as well as local stakeholders through the use of the improved information system.

The project applies a human rights-based approach to address development challenges associated with disasters and enhance resilience to increasing climate risks through improved policy, strengthened capacity, and risk information. This approach fosters resilient and sustainable socio-economic development and contributes to the achievement of the SDGs.

The project is expected to directly benefit 106,481 people and indirectly benefit 1.6 million people, of whom over fifty percent will be women.

The Gender and Stakeholder Engagement Specialist will conduct desk review and field survey to develop Gender Action Plan and Stakeholder Engagement Plan for Lao PDR following the Social and Environmental Standards Policy (SESP).

OBJECTIVES

This project aims at integrated water resources management informed by risk data and enabling increased investment in risk reduction measures. The Gender Action Plan and Stakeholder Engagement Plan e objective of the Gender Action Plan and Stakeholder Engagement Plan is to design implementation plans for these activities in an inclusive and participatory manner and mainstream participation of vulnerable communities. The two plans will be based on the needs, concerns, and preferences of the vulnerable groups of the project target areas

Duties and Responsibilities

SCOPE OF WORK:

The National Gender and Stakeholder Engagement Specialist will develop Gender Action Plan and Stakeholder Engagement Plan and support adherence of the project to UNDP’s SESP and other policies and requirements of UNDP and Government of Lao PDR. The consultant will be a gender and social inclusion expert with experience in-depth gender analysis and local community engagement.

  1. Preparatory technical studies and reviews

a. Study the project activities and strategies from relevant documents, including Project Document, Work Plan, and SESP.

b. Conduct desk review on relevant policies of the Government of Lao PDR and UNDP, including the National Plan of Action on Gender Equality (2021-2025).

c. Prepare a detailed work plan and methodology for gender analysis and gender-responsive stakeholder analysis.

d. Coordinate and ensure synergies with the work of the international consultant for Indigenous Peoples’ Planning framework.

  1. Field surveys in Khammouane and Champasack Provinces

a. Conduct inclusive and comprehensive stakeholder consultations, interviews, and focus group discussions with beneficiary communities and target municipality officials (at least 7 days in each province)

b. Prepare a draft Gender Action Plan and Stakeholder Engagement Plan with intervention action plans, including detailed action points and estimated budgets.

  1. Finalization Workshop:

a. Present the draft Gender Action plan and Stakeholder Engagement Plan to the Project Implementation Unit and other relevant stakeholders to ensure the findings of the assessments are meaningfully integrated into the project’s work plan.

b. Reflect the feedbacks to finalize the two plans.

Competencies

  • Excellent analytical, writing, advocacy, presentation, and communications skills.

Required Skills and Experience

  • Master’s degree or higher with 5 years of experience in a relevant field, such as gender studies, gender and development, women and environment, or women and sustainable development.
  • In lieu of a Master’s degree, a Bachelor’s degree is accepted with relevant experience of 7 years
  • Minimum 5 years of demonstrated experience in the technical area of gender mainstreaming, inclusive community development, and social and environmental safeguards risk assessment and mitigation, such as:
    • Carrying out participatory gender analysis
    • Collecting and formulating gender responsive indicators and sex-disaggregated data
    • Preparing gender-sensitive project analysis
    • Developing gender action plans
  • Prior experience in the safeguards assessments and processes of international organizations and donors, such as UNDP, other UN agencies, World Bank, or Asian Development Bank.
  • Experience with project development and results-based management methodologies is highly desired

LANGUAGE :

  • Excellent written and oral communication skills in English and fluency in Lao
