Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Background:

The Transitional government has concluded peace agreement with the Sudan Revolutionary Front in August 2020. Article 10 of the Agreement on National Issues stated the establishment of a conference on the governance system. The scope of the powers granted to the conference is to determine the vertical and horizontal relationships of the regional system without prejudice to the obligations contained in the negotiating track agreements. The conference also aims to review the borders, the administrative division of the regions, the different levels of government, and the structures, powers and competencies of the regions in a way that does not conflict with the peace agreements signed between the parties in Juba.

Based on the above, the government of Sudan, representing in the Ministry of Federal Governance, is working on the process to develop the new governance system in Sudan. As part of the implementation of the Juba Peace Agreement 2020, The Ministry of Federal Government is a key ministry that is leading the implementation of Governance Conference. The Executive Committee of the Governance conference is led by the Ministry of Federal Governance. The Executive Committee is composed of six sub committees: Media Committee, Protocol Committee, Executive Committee, Financial Resources Committee, Scientific Papers Committee, Secretariat Committee, and the States’ Committee. In addition, the process includes localities and states level consultations, and the development of position papers on 7 different sectors in relation to local and national governance.

In light of the above, UN Women will support recruiting a gender advisor to be attached to the Scientific Papers Committee to engender the processes of the Scientific Papers Committee. In line with the Juba Peace Agreement 2020, at least 40% representation of women in the committees and in the consultations must be ensured. In addition, the relationship between civil society organizations, specifically women’s groups and organizations, and the Executive Committee of the Governance Conference will be strengthened to ensure they are consulted and their perspectives are taken into consideration.

The National Consultant will work under the direct supervision of the Undersecretary of the Ministry of Federal Governance and maintains a secondary reporting to Country Representative of UN Women.

Duties and Responsibilities

In light of the above, UN Women is seeking to recruit a national consultant to support the process of engendering the National Governance Conference. The consultant will take on the following tasks:

In close coordination and collaboration with the gender advisor to be attached to the Executive Committee, the National Consultant will undertake the following tasks:

  • Develop a framework on engendering the federal governance system in Sudan;
  • Support the implementation of the orientation workshop for the higher committee members on engendering the federal governance system in Sudan;
  • Support in the implementation of gender mainstreaming capacity building activities targeting the Executive Committee and the sectorial committees, and women groups;
  • Lead on the linkages between the Executive Committee and the Higher Committee of the Governance Conference when it comes to gender issues;
  • Lead the review of the localities consultations report from a gender perspective and come up with a set of recommendations to ensure a gender sensitive approach to the upcoming state consultations;
  • Support on the engendering of the state level consultations process;
  • Provide advice and support to the Scientific Papers Committee and the Drafting Committee of the Governance Conference to ensure that the outcomes of the conference are gender responsive.

Required Skills and Experience

Education and certification:

  • At least a master’s degree in political science, social science, development studies. combined with gender and governance degree/ or course attendance certificate in gender and development/ gender and governance will be an advantage.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 5 years of experience in working on research on political science, and governance and economics.
  • At least 2 years of experience on development of papers, policy briefs, on gender and/or political participation and governance.
  • A record of at least 2 years of gender programing is desirable.

Language Requirements:

  • English. Arabic will be an advantage.
