Overview

Support the gender architecture in Sudan's Ministry of Labor.

You have:

  • Master’s degree or equivalent in Economics, business administration, gender/women's studies, or a related field is required.
  • A first-level university degree in Business Administration or related field with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A minimum of 5 years of progressively responsible experience on providing policy advice, technical assistance and/or programming around gender equality, women’s empowerment and women’s rights issues.
  • At least three years of working with government including at policy level.
  • At least 3 years of professional national experience on gender mainstreaming including at governmental level.

Background

Sudan in its three years transitional period and in line with the strong commitment of the Transitional Government as stipulated in the amended Constitutional Document August 2019 to promote gender equality and women empowerment, would need to ensure necessary capacity of federal and state institutions to deliver specific functions and responsibilities and ensure gendered delivery of results/outcomes across the socio-economic, civil, and political frameworks and the sectors. Such capacity would include a strong functioning, and resourced gender machinery and sectors equipped with specialized gender experts who can identify gender needs of different sectors and support the dialogue with the Gender Machinery to address them.

With the financial support of SIDA, UN Women is implementing a project “Strengthening the Gender Architecture in Sudan”. The project aims at strengthening the capacities of relevant ministries at federal and states level to deliver thier functions and responsibilities in a manner that accounts for gender equality and empowerment of women. The project is doing so among different lines among which is secondment of Gender Experts to pilot ministries while also working to engender the processes, policy and legal frameworks, and structures of these ministries .

In light of the above, UN Women is seeking to support the recruitment a Gender Advisor who will be based at the Ministry of Labor. The gender Advisor will receive overall guidance and report to the Undersecretary of the Ministry of Labor. The Gender Advisor will also closely work with the gender machinery; the Ministry of Social Development to ensure coordination. In addition, collaboration with and other gender advisors at the Ministry of Justice, and Ministry of Finance, Ministry of Health and Central Bureau of Statistics is important to strengthen gender interventions and coordination. Furthermore, collaboration with relevant civil society organizations, specifically women’s groups and organizations and other stakeholders remains relevant.

Duties and Responsibilities

Engendering institutional, planning, policy, funding, monitoring, communication, and accountability frameworks:

  • Provide analysis and strategic advice to the undersecretary/ minister on current gender issues and opportunities and advise on the appropriate gender strategy/ policy.
  • Advise and support the strengthening and implementation of the Policy, planning, monitoring and funding framework on gender equality and women’s empowerment within the Ministry of Labour; such as trade union act, national employment strategies, youth employment initiatives, skills strategies, or labour migration policies
  • Provide technical, guidance, inputs and recommendations on mainstreaming gender in the process of developing new or revising existing strategies, policies, regulations and internal documents developed by the Ministry of Labour; Administrative Reform, Civil Service Reform, institutional reform of the Ministry of Labor, etc
  • Develop accountability framework; accountability tools and processes to ensure the Ministry is accountable for gender equality and women’s empowerment during development, implementation, and monitoring of national policies, plans and funding frameworks.
  • Enhance technical capacities to ensure that the Ministry delivers its National, Regional, and International commitments with regards to gender equality and women’s empowerment
  • Strengthen the gender architecture within the ministry of Labour and support the process of establishing/ restructuring gender unit with clear mandate, functions, and responsibilities.

  • Ensure that planning and funding frameworks are responsive to gender and women’s empowerment

Enhance coordination and partnership

  • Set a coordination system within the ministry of Labour to ensure the flow of information that would enable her/him to mainstream gender and coordinate gender related interventions.
  • Build and strengthen the strategic partnership between the ministry of Labour, ministry of social development, relevant governmental institutions, UN Women and other UN agencies on issues of shared concern.

Facilitate knowledge building and sharing

  • Support the process of capacity development in issues of relevant to gender, gender mainstreaming and budgeting.
  • Enhance data collection, research and labour survey undertaking and knowledge sharing through dissemination workshop and policy brief
