Background

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, humanitarian action, human rights and peace and security. UN Women provides support to Member States’ efforts and priorities in meeting their gender equality goals and for building effective partnerships with civil society and other relevant actors.

One of UN Women’s key programme areas worldwide and in the country of Georgia is women’s economic empowerment. Currently, with the support of the Norwegian Ministry for Foreign Affairs, UN Women is implementing the 3-year project “A Joint Action for Women’s Economic Empowerment in Georgia” (JAWE). The project has three outputs with activities engaging these three groups and building sustainable and mutually beneficial links between them. All outputs contribute to one outcome, for women to fully realize their economic rights with the support of a gender-responsive private sector and an enabling State legislative and economic environment. In the project, UN Women disseminates information about gender equality and the Women’s Empowerment Principles (WEPs) (For more information about the WEPs, see https://www.empowerwomen.org/en/weps/about) to companies and supports them to follow up on action plans for women’s empowerment.

One of the key state partners of the project is the Ministry of Economy and Sustainable Development of Georgia and its LEPL Enterprise Georgia. UN Women facilitated a Participatory Gender Audit (PGA) exercise for Enterprise Georgia throughout November 2018- June 2019 which looked at whether internal practices and related support systems for gender mainstreaming are in place and effective at Enterprise Georgia and reinforce each other; identified the gaps and challenges, in terms of effective gender mainstreaming and generated recommendations for addressing them.

One of the recommendations of the PGA is to create a post of a Gender Adviser at the Enterprise Georgia who will work for the agency and mainstream gender into policy documents, manuals, procedures and guidelines of the agency. As a follow up on recommendations of PGA, UN Women and Enterprise Georgia signed a Memorandum of Understanding on 8th August 2019. In order to support the achievement of the results spelled out in the Memorandum of Understanding, UN Women Georgia Country office would like to hire a Project Analyst / Gender Adviser for Enterprise Georgia.

Duties and Responsibilities

The duties and responsibilities of the National Consultant are:

  • To organize implementation and manage periodic update of EG internal gender equality strategy and an action plan.
  • To ensure that gender equality strategy and an action plan is greatly informed by the findings and recommendations of the PGA as well as the Parliamentary Thematic Inquiry and other relevant international and national commitments of the Government of Georgia.
  • To facilitate the establishment of an effective institutional mechanism within the Enterprise Georgia for mainstreaming gender into its programmes, policies, practices and communication interventions of the entity as well as for supporting Enterprise Georgia in delivering on its national and international gender equality and women’s economic empowerment commitments.
  • To mainstream gender in the entity’s all relevant policies’, programmes’ and action plans’ implementation, monitoring, and evaluation processes (as relevant).
  • To ensure entity’s active engagement in the implementation of national gender equality and women’s empowerment policies (Action Plans) as well as in the work of the Inter-agency Commission on Gender Equality Violence against Women and Domestic Violence.
  • To support capacity development interventions of the Enterprise Georgia staff in the areas of gender equality, women’s rights and women’s economic empowerment issues.
  • To support Enterprise Georgia in setting up sex-disaggregated data collection and analysis system.
  • To support the entity in operationalizing the sexual harassment complaints mechanism and raising awareness of staff.
  • To establish effective cooperation and communication mechanisms with all the relevant departments of Enterprise Georgia, but also other structures of the Ministry of Economy and sustainable Development and other relevant ministries.
  • To establish effective cooperation and communication mechanisms with non-governmental organizations, especially organizations working on women’s rights in Tbilisi and in regions of Georgia.
  • To actively participate in generating data on the situation (needs and priorities) of women entrepreneurs in Georgia.
  • To mainstream gender in the work of regional branches/hubs of Enterprise Georgia (when established);
  • To supporting communications department in promoting women’s entrepreneurship through Enterprise Georgia’s outreach and communication interventions, including but not limited to promotion of female entrepreneur role-models.
  • To organize regular outreach meetings in the regions to inform grassroots women and women entrepreneurs on Enterprise Georgia’s funding opportunities.
  • To perform other relevant duties as required.

The Consultant will be reimbursed based on the submission of periodic (monthly) reports.

  • Narrative report 5, on the activities performed as a part of the assignment by July 28, 2022
  • Narrative report 6, on the activities performed as a part of the assignment by August 26, 2022
  • Narrative report 7, on the activities performed as a part of the assignment by September 26, 2022
  • Narrative report 8, on the activities performed as a part of the assignment by October 28, 2022
  • Narrative report 9, on the activities performed as a part of the assignment by November 28, 2022
  • Narrative report 10, on the activities performed as a part of the assignment by December 28, 2022
  • Final report of delivered activities under the assignment, including recommendations on further development by January 27, 2023

Required Skills and Experience

Education:

  • Master’s degree or equivalent in gender/women's studies, international development, economics, law, or a related field

Experience:

  • At least 3 years of relevant work experience in development programme/project implementation, research, monitoring and evaluation, donor reporting and capacity building
  • At least 3 years of work experience on women’s issues. Experience of work on women’s economic empowerment issues

Language:

  • Fluency in English and Georgian

Evaluation Procedure:

The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation.

The candidates must possess following minimum qualification criteria to be eligible for further technical evaluation:

  • Master’s degree or equivalent in gender/women's studies, international development, economics, law, or a related field.
  • At least 3 years of relevant work experience in development programme/project implementation, research, monitoring and evaluation, donor reporting and capacity building.
  • At least 3 years of work experience on women’s issues.
  • Fluency in Georgian and English.

Technical evaluation criteria (including minimum qualifications):

  • Master’s degree or equivalent in gender/women's studies, international development, economics, law, or a related field (max 30 points)
  • At least 3 years of relevant work experience in development programme/project implementation, research, monitoring and evaluation, donor reporting and capacity building (max 100 points)
  • At least 3 years of work experience on women’s issues. Experience of work on women’s economic empowerment issues will be an asset (max 100 points)
  • Experience coordinating and liaising with government agencies, CSOs and/or donors is an asset (max 90 points)
  • Fluency in Georgian and English (max 30 points)

Maximum total technical score amounts to 350 points. Only candidates who have passed over the minimum qualification criteria and have accumulated at least 245 points out of maximum 350 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150

S – score received on financial evaluation.

Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;

F – financial offer under consideration.

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical

scoring + financial scoring).

Management arrangements:

The contractor will report to and work under direct supervision of UN Women WEE Program Analyst and overall guidance of UN Women Georgia Deputy Country Representative.

Financial arrangements:

Payment will be disbursed monthly, upon submission and approval of periodic reports, listing deliverables undertaken and upon certification by UN Women National Programme Analyst that the services have been satisfactorily performed.
