Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. The Ending Violence against Women (EVAW) programme focuses on prevention and response to violence against women, strengthening the legal framework, ensuring coordination among key stakeholders working on EVAW and transforming social norms.

As part of the EVAW programme portfolio, the Combatting Gender-Based Violence in Bangladesh (CGBV) project started in 2018 to learn what works to prevent violence against women in Bangladesh. The Project has been implemented in the district of Bogura, Cumilla and Patuakhali. The Project recognizes that prevention of violence requires sustained and comprehensive action at the individual, family, organizational and societal levels. Through the Project, UN Women has been partnering with key educational institutions, government, and workplaces to prevent and respond to Violence against Women.

As part of this assignment , UN Women is seeking a National Consultant to provide technical assistance to support one of the CGBV Project Responsible Party in supporting the design and implementation of the reprogramming of the CGBV Project concerning education institutions, communities, and family based interventions.

As an overall, due to the COVID crisis, the CGBV Project had to pass through several phases of reprogramming and will be in constant need of readjusting work plans and budget to cater for the new situation and needs of women and girls.

More specifically, the Responsible Party is focusing on testing and rolling out successfully evaluated violence prevention interventions in educational institutions, families, and communities.

Since the inception of the CGBV project, an assessment was conducted on “the Effective Approaches to Preventing Violence Against Women (VAW) Research on Programmes and Interventions Preventing Gender Based Violence in Bangladesh”. Based on that CGBV project has taken initiative of adapting, implementing and testing successfully proven models for combatting Gender Based Violence, such as the VSO Nepal’s’ “Shammanit Jeevan” workshop series manual and “SASA! Together Approaches” in 3 project location, namely Bogura, Comilla and Patuakhali. The VSO Nepal’s’ “Shammanit Jeevan” has been adapted as Shomman O Shomotar Jeebon (SOSJ) and implemented as family-based intervention through regular monthly session.

The SASA! Together module provides for 4 different phases and under each phase a Community Assessment Survey (CAS) was conducted to assess the impact of the modules at community level A close Learning and Assessment (L&A) mechanism is embedded in the different phases of SASA! Together implementation.

On the interventions with educational institutions, the Project developed a whole of school approach (WSA) toolkit for prevention of sexual harassment.

The Whole of School Approach (WSA) is an approach focused on sexual harassment (SH) and gender-based violence (GBV) prevention that is implemented with various stakeholders (i.e., school/college/university management, teachers, students, parents, and community members). Its related toolkit provides strategies for developing and strengthening in-school policies and procedures, training and capacity building, as well as building school-family-community partnerships. Given the closure of education institutions new interventions are required, especially through online engagement and the WSA need to be readapted to the Covid 19 context.

In addition to that, The CGBV project also focused on Behaviour Change Communication (BCC) through systematic capacity development initiatives, developing a series of knowledge products based on the need of the educational institutions, workplaces and community awareness.

Duties and Responsibilities

Reporting to the Programme Specialist, Ending Violence against Women (EVAW) of UN Women, the national consultant will provide technical support to the UN Women responsible party in ensuring a quality and timely submission of revised workplans, strategies, budget, and reports, as per UN Women standards and guidelines.

More specifically, the technical consultant will support the RP in the following tasks:

  • Technical assistance in redesigning workplans and budgets, to be aligned with the CGBV workplans and strategies;
  • Capacity building of Responsible Party on Project monitoring and provide technical assistance for preparing monthly monitoring reports to UN Women, as per Results Based Monitoring (RBM);
  • Capacity building of UN Women Responsible Party staff on the process of Learning and Assessment(L&A) for SASA! Together implementation and technical assistance for preparing the monthly reports based on Learning and Assessment (L&A) tools;
  • Technical assistance in adapting to the COVID situation and implementing the Whole of School Approach (WSA) toolkit in selected educational institutes and designing of online interventions and activities, based on consultation with students, teachers, and educational administration;
  • Provide trainings to roll out of the COVID adapted WSA toolkit to selected educational institutions;
  • Provide support in implementing the Behavior Change Communication(BCC) campaign, developing targeted messaging and monitor reach messages and impact;

The technical service will be accomplished by 31 January 2022. The payment will be paid after the successful completion of assigned tasks approved by UN Women Programme Specialist - EVAW. Respective deliverables and documents will be reviewed by UN Women before processing the payments. Payments will be disbursed according to the payment schedule.

Travel and DSA:

No DSA will be paid at the duty station. If unforeseen travel outside the duty station is required for this assignment, upon prior agreement/approval from UN Women such travel expenses shall be borne by UNWOMEN and the individual contractor/SSA shall receive a per-diem not to exceed United Nations daily subsistence allowance rate in such other location(s) and actual travel cost.

Educational Qualification: Minimum Masters University degree preferably from Gender Studies, Law, Education or any other social science related field;

Required Experience:

  • A minimum of 8-10 years of experience in programme management and coordination on gender and GBV

Additional Capacity :

Understanding of Result Based management (RBM) and experience in monitoring and evaluation:

  • Excellent writing skills and experience in drafting and editing donor reports;
  • Experience and understanding of Gender Based Violence (GBV) prevention and evidence driven strategies, such as SASA Together and/or Stepping Stones;.
  • Expertise in communication and behavior change interventions.
  • Experience in designing interventions, especially on edutainment and innovation for virtual platform with educational institutions for Gender Based Violence (GBV) prevention.
  • Fluency in written and spoken English and ability to write reports is required.

Price Proposal and Schedule of Payments

Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, only and any other applicable cost to be incurred by the SSA in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages

Evaluation Method and Criteria: Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as: 1. Responsive/compliant/acceptable; and 2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation; Only candidates obtaining a minimum 70 mark in technical evaluation will be considered eligible for financial evaluation. Technical Criteria for Evaluation (Maximum 70 points out of 100)

The total number of points allocated for the technical qualification component is 70. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

Only the candidates who have attained a minimum of 70% of total points (49) will be considered as technically-qualified candidate.
