Purpose of the activity/ assignment:

The key purpose of this consultancy is to provide technical (build and maintain both the front-end and the back-end) support to UNICEF DMIS disability database comprising with the mobile app, web-based backend, and data dashboard.

Scope of Work:

The Social Policy and Child Rights Monitoring section of UNICEF Myanmar implements and promotes the rights of persons/children with disabilities. According to Article 7 of the Convention on the Rights of Persons with Disabilities, ratified by Myanmar, persons/children shall fully enjoy their human rights and fundamental freedoms on an equal basis with other persons/children. SPCRM currently is taking an initiative in strengthening disability inclusion connecting to the disability database (DIMS) for the development of better services (community-based rehabilitation, health, social protection, assistive devices, inclusive education, WASH, safe access to information/referral to basic social services, etc.) as per their situation and particular needs, as well as the barriers to the protection and promotion of their rights. In support to the UNICEF disability inclusion agenda, the consultant will provide technical support to further improve the Disability Management Information System (DMIS) by adding new components or making amendments to the existing ones. The DMIS system includes a mobile app, web-based backend, and data dashboard, and the developer should be proficient in all three areas. The full-stack developer will report directly to the Social Policy Specialist and collaborate with SPCRM – DIMS data team to ensure that all development efforts align with the overall programme objectives. He/She will also be responsible for providing regular progress updates and addressing any issues or concerns that arise during the development process. Additionally, the full-stack developer will be expected to provide technical support and guidance to other team members as needed, and to help identify opportunities for system optimization and improvement.

How can you make a difference?

Description of Assignment:

Tasks:

  • Develop and maintain the DMIS system, including mobile app, web, and dashboard development
  • Collaborate with the team to understand and implement new requirements and features
  • Learn and understand the existing source code to make further improvements
  • Extract required data from the database using SQL query and generate reports
  • Deploy and manage the server
  • Ensure high-quality coding standards and best practices are met
  • Troubleshoot and debug technical issues
  • Maintain project documentation, including code comments and technical reports
  • Data cleaning, data mining, and data verification (if needed). This will include ensuring the accuracy and completeness of the data collected by the DMIS system, as well as identifying any discrepancies or errors in the data.
  • Strong understanding of data analysis and manipulation techniques, as well as experience working with data cleaning and mining tools.
  • Identify data quality issues and develop appropriate solutions to address them (with data collection team)
  • Familiarity with Power BI and integration of Power BI to customized web dashboards
  • Provide support to multi-level users on App/web functionality data management, reporting and sharing of reports and provide support to Power BI administration, and troubleshooting

  • Bachelor's degree in computer science, computer engineering, or a related field, preferably supplemented by technical courses related to the nature of the organization.
  • A minimum 3 years of relevant work experience is required with expertise in PHP, Laravel, Java, CSS, MySQL, Microsoft Power Apps and JavaScript.
  • Expertise in mobile app development for Android especially on data collection.
  • Expertise in creating power Apps application.
  • Experience with web development frameworks such as React, Laravel or Angular.
  • Knowledge of server administration and deployment.
  • Strong understanding of database design and development using SQL.
  • Ability to work independently and in a team environment
  • Strong communication skills in English
  • Attention to detail and problem-solving skills
  • Proven ability to conceptualize, plan and execute complex processes, and advance ability to work quickly and under pressure.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
