Background

The United Nations Development Programme (UNDP), acting as an implementing agency of the Global Environment Facility (GEF), is providing assistance to the Government of Timor-Leste in the implementation of the GEF Medium Size Project (MSP) “ Strengthening targeted national capacities to improve decision-making and mainstreaming global environmental obligations into national development priorities” (CCCD Project). Timor-Leste is fully committed to meet its obligations under the Multilateral Environmental Agreements (MEAs), with this project (among other related projects) intended to facilitate an important step towards developing the capacities in Timor-Leste for an effective national environmental management framework.

The CCCD project is assisting the Government of Timor-Leste to achieve the national priorities it has set in its National Strategic Development Plan for 2011 to 2030, and in its current annual National Priorities by enhancing national capacities. This project is designed to build the capacity of the agencies to engage effectively together in the series of concurrent national assessment and planning exercises, the subsequent development and implementation of policies and substantial programme, and the monitoring of results and strengthening of future planning and actions. The goal of this project is for the Timor-Leste to be better enabled to meet their obligations under the three Rio Conventions. This requires the country to have the necessary capacities to coordinate efforts, as well as best practices for integrating global environmental priorities into planning, decision-making, and reporting processes. In this regard, the project focuses its efforts to strengthen institutional capacity for effectively managing information systems for national MEA obligations and monitoring impact and progress.

Duties and Responsibilities

  • Prepare inputs and support the required analyses/studies, as agreed with the CCCD Project and with the Department of Forestry, including the revision of strategies and plans for implementing an integrated approach to biodiversity forest management in the country. This will be based on a needs assessment that includes: (a) reviews of relevant documents, forest management plans, spatial planning initiatives, land use plans, etc.; (b) assessment of existing and emerging threats to forest; (c) assessment of the country’s sustainable forest management and biodiversity initiatives its connectivity to Rio Conventions with an analysis of relationship between various sectors in the landscape, existing mechanisms and interactions; (d) assess, collate and analyses information related to any other aspect of baseline, forest management and land-use planning in the country;
  • Support and provide inputs and relevant information to update the draft NAP under the United Nations Convention to Combat Desertification (UNCCD) .
  • Support the preparation of the data management and statistics on biodiversity and forest;
  • Support the completion of any additional studies that are determined to be needed for the preparation of the strategic documents such as NAP and other outputs required by the CCCD Project.
  • Support, contribute and participate in various workshops and conferences on Rio Conventions;
  • Develop data collection tools related to biodiversity and forestry in close consultation with relevant stakeholders.

  • Ability to function at both policy advisory and project implementation levels. Also, computer and internet capabilities mandatory;
  • Competent and knowledgeable on development and sub – national governance issues in a multi – donor and multi – country context.

Required Skills and Experience

Academic Qualifications:

  • A postgraduate degree (masters or higher) in a subject of environmental management, agriculture, or other related field.

Experience Related to the Assignment

  • 3 years minimum relevant work experience on data collection, monitoring and reporting of national policies related to climate, forestry, and biodiversity.
  • Demonstrate understanding of monitoring and reporting obligations under the three Rio Conventions.

  • Experience in conducting research and drafting policies on Rio Conventions or closely related

fields

  • Working experience with international organizations for similar assignments would be an asset;

Language Requirements:

Excellent oral and written communication skills in English; knowledge of Portuguese/Tetun would be advantageous.
