I. Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Cambodia Country Office (CCO) Strategic Note (SN) 2019-2023 focuses on three key priorities to advance gender equality and women’s empowerment (GEWE). The first priority is to strengthen government capacity and accountability to integrate international norms and commitments (CEDAW, SDGs, Beijing PfA, Sendai) into national legislative and regulatory frameworks, including supporting dialogue and CSO engagement in accountability for GEWE commitments. The second area of focus is Ending Violence Against Women where CCO’s focus includes creating an enabling environment to prevent, respond to and prosecute all forms of GBV as well as ensuring that marginalised women who experience violence, including women migrant workers, access services and protections. Thirdly, CCO works to enhance gender responsiveness in climate change action and Disaster Risk Reduction (DRR). A focus on empowerment, women’s leadership, challenging negative gender norms and leaving no one behind runs through the programme.

Cambodia is one of the most at-risk countries in the world in relation to climate change. Social economic factors often determine vulnerability with women and girls being disproportionally affected by climate change impacts due to gender inequality. This inequality is also reflected in how women and girls experience climate change. Women often experience higher mortality from disasters than men.

Women high dependence on agriculture, compounded by the high sensitivity of the sector to climate change, particularly make Cambodian women highly vulnerable to climate change impacts. Furthermore, women, due to their gender roles, are responsible for food security and food production. The impacts of climate change on agriculture, water resources, health and other sectors, therefore, puts an enormous burden on women. Furthermore, women’s lack of access and control over resources such as land, information, finances, also means that they face higher constraints in adapting to climate change. Closing the gender gap through climate informed investments that remove these barriers represents a huge opportunity for women’s empowerment, economic development and societal resilience.

Building on UN Women Cambodia Country Office’s (CCO’s) experience and the recommendation from the consultation on providing technical support on gender mainstreaming CC and DRR and feminist leadership building and women empowerment, there is demand for expanding knowledge and skills on feminist leadership in regard to climate change and DRR. The “EmPower” programme which aim at placing gender at the heard of climate change action and DRR, is currently look for a local consultant to conduct capacity development to female leader in order to promoting women’s leadership in this male-dominated sectors.

Duties and Responsibilities

UN Women seeks to hire a consultant to provide technical expertise and practical guidance for women technical and leadership training program. This includes facilitating capacity building events/workshops around enhancing feminist transformative leadership and applying gender analysis to Climate change and DRR issue in Cambodia context. The consultant will work in collaboration with the UN Women team and an international consultant aiming to provide the most transformative learning experience to selected female leaders.

The overall objective of this consultancy is to provide technical expertise and skill on conducting and facilitating experiential and transformative learning to target group. The key task and responsivities are:

  • Providing practical input to the pre-existing drafted training outline and content developed by international consultant.
  • Developing monitoring tool to track the change and progress of women leader participating in each workshop
  • Providing coaching support to women leaders to apply the knowledge and skill they have learn in their works in the action plan;
  • Facilitating in a series of workshops with female leaders and develop the report with lesson learn and recommendation accordingly to improve and adapt each workshop;
  • Collecting and write up three most significant change stories among women at the end of the program.

IV. Supervision

The consultant will work in close collaboration with the UNWOMEN personnel in Cambodia under the direct supervision of the Programme Officer and overall guidance of the Regional Deputy Director a.i.

V. Contract period and work location

The assignment period is from 3 March to 15 July 2022. The assignment is based in Cambodia. The consultant may be required to travel outside of Phnom Penh as needed for the purpose of the assignment where required by UN Women-Cambodia. The standard UN Daily Subsistence Allowance (DSA) will apply to any travel outside duty station that may be required in the fulfillment of this assignment.

Experience:- A minimum of 2 years of relevant experience in the field of gender and women empowerment, women leadership, feminist movement building, gender mainstreaming in climate change and or environmental issue; - Proven experience and skills in organizing and facilitating a transformative and experiential learning process and participatory workshops, including working with government officials from various background; - Demonstrable experience working with multi-stakeholders, especially governments;

Language Requirements:- Proficient written English including proven report writing experience

VII. Evaluation

Applications will be evaluated based on the cumulative analysis:

  • Technical qualification (100 points); weight: (70%)
  • Financial proposal (100 points): weight (30%)

A two-stage procedure is utilized in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Technical qualification evaluation criteria:

Only the candidates who have attained a minimum of 70% of total points will be considered as technically qualified candidates who may be contacted for validation interview.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
