How can you make a difference?

BACKGROUND:

The NTT government currently is facing challenges to accelerate progress toward achieving universal access to sanitation and hygiene. BPS 2016 estimated that only 38.74% of households in NTT Province have access to improved sanitation and places the province as the second-lowest province above Papua with access to proper sanitation. The STBM website reported that there are 151,183 households across the districts in NTT that defecate in the open such as on fields, beaches, rivers, etc. NTT province is also reported as the province with the highest stunting prevalence across provinces in Indonesia. Riskesdas MoH 2018 indicates that 42.6% of children are stunted in NTT Province. Referring to the analysis and mapping of nutrition and sanitation data carried out by UNICEF Indonesia in 2016, there is a striking correlation between stunting and poor sanitation across Indonesia’s provinces. This study reiterates the global evidence that poor WASH practices play a significant role in causing stunting.

In general, STBM implementation in NTT province has shown good progress in terms of number of ODF villages. As of July 2019, 1,235 out of 3,266 villages (37.48%) have been certified ODF. Alor district, Kupang city, Manggarai District and Flores Timur have been certified as ODF district/city in NTT Province. However, the performance of districts in STBM varies. STBM website data ( http://monev.stbm.kemkes.go.id/) as of 30 July 2019 reported that the CLTS triggering has been scaled up to 2,544 villages or 77.21%. However, the success rate of triggering is only 60.26%. Malaka, Nagakeo, Sumba Barat, Manggarai Barat and Sumba Tengah district are the 5 districts with the lowest success rate. While Alor, Kota Kupang, Ngada, Flores Timur, Timor Tengah Selatan, and Lembata District are the 6 districts with the highest success rates.

In the short term, UNICEF has provided support to increase the capacity of Pokja AMPL for response and recovery efforts, specifically on data management and coordination through the services of a WASH Consultant. UNICEF will continue to play a significant role in supporting the government to strengthen its capacity on CLTS towards the achievement of ODF/SDG-6 targets. This support is consistent with the 2016-2030 UNICEF’s Global Strategy for Water, Sanitation and Hygiene with two overarching objectives of achieving universal and equitable access to safe and affordable drinking water and access to adequate and equitable sanitation and hygiene for all and ending open defecation, paying special attention to the needs of women and girls and those in vulnerable situations by 2030. Under the overall supervision of the WASH Officer, the WASH Provincial Facilitator is expected to play a strategic role in providing technical assistance to the Provincial Government and stakeholders in implementing the Sanitation Roadmap Guidelines currently available in the NTT province.

Purpose of the assignment

In close coordination with Pokja AMPL and institutions partner, the role of the WASH provincial facilitator is to support planning, coordination, advocacy, and programme monitoring effectively. The assignment aims to support the Government of East Nusa Tenggara Province and selected district(s) to develop models for implementing the sustainable provision of ODF at the province and district/city levels. This consultancy work aims to deliver high-quality deliverables that will contribute to RPJMN WASH targets, particularly open defecation elimination in 2024. The consultant will provide support and advocacy on enabling environment strengthening by delivering high- quality outputs, such as WASH enabling environment profile and assessment report on STBM implementation strategy. The consultant will be based in Provincial Bappelitbangda Office.

Additionally, the Consultant will explore opportunities to strengthen private sector engagement to advance the WASH agenda. This will specifically include developing partnerships with select companies and the local government on WASH4Work initiatives. The Consultant will identify vulnerable areas within the province with limited WASH coverage, and engage the local government, potential private sector companies, and respective communities to implement WASH4Work initiatives to improve WASH conditions in the selected areas. WASH4Work initiatives could also include engaging with companies to improve WASH within their workplaces or increasing the capacity of staff to address WASH issues within their workplaces. The Consultant will identify potential companies to work with from the landscape study conducted by UNICEF and the Ministry of Manpower in April/May 2022.

Scope of Work:

Under the direct supervision of the WASH Officer and overall guidance of the Chief of Field Office of Kupang, the consultant will deliver the following:

1. Develop Province and District WASH Action Plan Strategy Assessment” Flobamora Barenti Po’e Sembarangan” Document in 18 Districts. The consultant will coordinate with the Province and 18 Districts Pokja AMPL and other partners to collect data on the following components policies and Institutions, budget support, structural and non-structural involvement, Demand Creation, Supply, and STBM Monitoring Evaluation. Based on the data collected, the consultant will analyze and develop an action plan strategy to be used as evidence for advocacy and as input to support improvements in the implementation strategy for accelerating and sustaining ODF.
2. Contribute to Government, support, and Facilitate the implementation for accelerating ODF in focus districts. The consultant will collect data and information in selected districts on sanitation and hygiene concerning geographical and economic capacity mapping, availability of sanitation marketing groups and alternative financing sources, and leadership of the local government. Based on the information and data collected, the consultant will develop an assessment report on the STBM implementation strategy to be used as input to support improvements in the implementation strategy for accelerating and sustaining ODF. The consultant will focus on Demand Creation, supply chain activity, monitoring, evaluation, and verification ODF also WASH in schools and Puskesmas, STBM GESI, MHM, and Oky promotion. In consultation with the WASH supervisor and the UNICEF Jakarta WASH team, the consultant will identify opportunities for applying the climate resilience approach to the sanitation strategy and its implementation, especially on the STBM implementation strategy.
3. Support development of provincial roadmaps building on the SDG-6 plan. Lead technical discussions with key stakeholders, and prepare necessary materials including analysis of current WASH progress, review of strategies, and budgeting to help local government develop their roadmaps
4. Document implementation strategies for accelerating and sustaining ODF and Hand Washing with Soap in focus district. The consultant will collect the data based on district potential; Demand, Supply, and Enabling Environment can carry out STBM activities, especially ODF and Hand Washing with Soap, and disseminate best practices and success stories in the implementation of STBM activities (Commitment of Village Heads, Head of Sub District, Mayor, etc) in the focus districts including an initial draft of private sector partnership models for WASH4Work
5. Develop instrument self-assessment sanitarian in NTT Province. The consultant will collect the data and analyses to know more about the Sanitarians' strengths and weaknesses and provide assistance develop an action plan for the implementation strategy for accelerating and sustaining ODF and Hand Washing with Soap in their location.
6. Develop document report on Mechanism Blended Financing with Private Sector, agency Micro Financial, CSR, and other Fund for WASH. The consultant will work with various stakeholders to prepare to accelerate the elimination of open defecation and sustain ODF. The documents contain strategies on mechanism blended financial, mapping of ODF, Hand Washing with Soap status, ODF, and implementation of STBM in level district/city. These strategy documents will be used as a reference for future work on the WASH of Pokja AMPL with their networking.
7. Submit Final Report to UNICEF including a draft of NTT Pokja AMPL working group annual report.
8. Participate in regular WASH coordination meetings such as those of POKJA AMPL, COVID-19 task force, and WASH sub-Cluster meetings and submit regular updates and minutes of these meetings.
9. Any other tasks required by the Supervisor and be able to contribute to the achievement of WASH in Regular and WASH in Emergency response activities, as required in the case of a disaster collaboration with Pokja AMPL NTT Province/ Sub WASH Cluster NTT Province.
10. As UNICEF representative in NTT province, liaise with local government counterparts on programmatic issues in coordination/guidance from the WASH Officer/FO.
11. Develop and ensure implementation of WASH4Work initiatives with at least two companies during the contract duration.

To qualify as an advocate for every child you will have…

1. Bachelor’s degree or equivalent experience in Environmental Public Health, Civil Engineering, Mechanical Engineering, Geology, Hydrogeology,Sanitation Engineering, or another related field. A Master’s degree is preferable.
2. Minimum 5 years experience in WASH demonstrated experience and sound knowledge of rural sanitation and STBM implementation exposure and/or private sector partnership models for WASH4Work is highly preferable.
3. Excellent understanding of institutional arrangements, regulatory aspects, and technical components of rural sanitation
4. Experience working with government agencies, local authorities, international organizations, NGOs, and communities in the field of water, sanitation, and participatory approaches in health and hygiene promotion. Experience working with Pokja AMPL, ODF district experience is preferable.
5. Excellent writing skills, research skills, information analysis, and indicators.
