UNICEF Indonesia is seeking the services of a dedicated individual consultant to provide support in strengthening coordination systems and capacity at the national level and in UNICEF’s 7 focused provinces to ensure that mechanisms are established, and all stakeholders have sufficient capacity to prepare and respond adequately to disaster situations, including ongoing emergencies. The consultant will be based in Jakarta and work under the direct supervision of the WASH Specialist and overall guidance from the Chief of WASH and in close coordination with the UNICEF WASH and Emergency teams. The consultant will also work closely with Directorate of Environmental Health and other key ministries at provincial and district levels as needed.

How can you make a difference?

UNICEF country office in Indonesia supports various government departments in the preparedness and response of emergencies, focusing on children and women. Various sectoral emergency focal points in UNICEF work as a team under the leadership of Emergency section to review the progress and develop plans for the future. WASH in Emergencies is one of the sectoral interventions, under the overall UNICEF emergencies portfolio.

UNICEF also recognizes that climate resilience is fundamental to safeguarding children's lives and their future, particularly in contexts of emergencies and disaster risk reduction. By addressing climate-related challenges head-on, UNICEF is taking an essential step toward securing a better and more sustainable world for children everywhere.

UNICEF and its partners carried out a systematic review of the WASH in Emergencies sector in Indonesia in 2021. The evidence emerging from this study shows a strong but disparate WASH response during emergencies. There were missed opportunities to develop a common strategy or common standards for the response and inefficiencies arising from individual agencies planning and implementing activities without guidance and coordination.

Some of the key tasks related to this assignment are: 1. Support the government in effective coordination of Environmental Health and other WASH sub-clusters 2. Support the government in revising contingency plans for 7 provinces with climate resilient aspect, and build capacity to develop district level contingency plans 3. Review the progress of ‘WASH in Emergencies Roadmap’ and provide actionable recommendations for implementation from a Climate Resilience aspect. 4. Support the Directorate of Environmental Health to digitize 4W form, and roll out effectively during emergencies 5. Provide advocacy, coordination and needs assessment support to Environmental Health and WASH Sub-clusters during the onset of disasters including organizing assessments as needed.

To qualify as an advocate for every child you will have…

  • Advanced university degree (Master’s Degree) related to Disaster Risk Reduction, Environmental Engineering, Environment Sciences, Development Studies, Social Sciences or a field relevant to WASH in Emergencies.
  • At least 8 years working experience in the WASH Sector in Indonesia specifically in emergency contexts.
  • Demonstrated experience of facilitating high level consultations with senior government staff and WASH stakeholders is essential.
  • Strong analytical, writing and communication skills.
  • High standard of written and verbal English and Bahasa language skills.
  • Willingness to travel on short notice if required to respond to an emergency.

Remarks:

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
