Background

UN Women’s Women in Leadership and Governance Programme (2022 – 2026) aims to contribute to the overarching goal: ‘Women fully and equally participate in leadership and decision-making and women and girls benefit from gender-responsive governance’ by addressing multifaceted barriers that hinder women from equally and effectively participating in public and political life as leaders and decision makers. It also aims to contribute towards gender responsiveness of key democratic and governance institutions including parliament and regional councils, local governments, political parties and electoral management bodies in Ethiopia. The Programme contributes to UN Women Strategic Note (2021 -2025) and United Nations Sustainable Development Cooperation Framework (UNSDCF) (2020-2025) Outcome 1 ‘All people in Ethiopia enjoy the rights and capabilities to realize their potential in equality and with dignity’ and Outcome 2 ‘All people in Ethiopia live in a cohesive, just, inclusive and democratic society’, and Government of Ethiopia’s 10-year Perspective Plan (2020/21-2029/30) that aspires to bring women at the centre of the country’s development.1

With this background, UN Women has been partnering and working closely with local partners including the Ministry of Women and Social Affairs (MOWSA) to increase women’s effective participation and equal representation in leadership and decision making since 2017 by employing tailored strategies. Despite the numerical progress in the proportion of women in leadership positions through time, statistics indicate there are gender imbalances and representation for instance in the executive branch below cabinet at Federal level and overall, at regional level. Multi-faceted factors including negative stereotypes towards women’s leadership role, lack of awareness regarding gender equality and the human rights of women, limited implementable frameworks and absence of accountability mechanisms have continued to hamper the meaningful participation and effective representation of women in leadership and decision making positions. In particular, data from 2020 show that women in emerging regions such as Somali region had a low participation and representation of women in leadership and decision making standing at 28% being the second lowest next to Afar region which was 17% in 2020. In the same year, women in the region only held 6% of the executive positions of the region. To respond to these challenges, MoWSA in line with its 10-year perspective plan, has been undertaking various capacity building programs for women leaders in different parts of Ethiopia to institutionalize and advance inclusivity and ensure gains are sustained and replicated at all levels. As part of its wider capacity building program on transformative leadership for gender equality program, UN Women in collaboration with MoWSA is therefore planning to undertake a five-day capacity building training in Somali region Jigjiga town targeting 35 women leaders from various zones and woredas of the region. The training will be held 28 August- 01 September 2023.

Duties and Responsibilities

The consultancy service entails translation of a five -day training on transformative leadership for gender equality from English/ Amharic to Somali language and facilitation of discussions and activities through Somali language together with the main training facilitators. The national consultant will therefore undertake the following tasks under supervision of the Women in Leadership and Governance program of UN Women:

  • Familiarize him/herself with UN Women’s training module on Transformative Leadership for Gender Equality and its exercises.
  • Support the translation of training agenda and pre and post test questions for the training and related documents as deemed necessary.
  • Provide an accurate and complete translation of training sessions during the five-training delivery days.
  • Perform other related duties as required by training facilitators, training participants and UN Women in relation to translation.

Required Skills and Experience

Education

  • Minimum of master level degree in social science including Communication and linguistics, journalism development studies, public administration, or another related field.
  • Bachelor’s degree with two years’ experience can alternatively be considered.

Experience

  • Minimum two years of experience in translation services from English/Amharic to Somali language
  • Good understanding of development issues, especially in gender related issues
  • experience facilitation of adult trainings/dialogues
  • Previous professional experience with the United Nations is an asset.

LANGUAGE

  • Written and oral proficiency in Amharic, English and Somali language is required.
