Goal and Objective: The overall objective of the consultancy is to provide technical assistance to the Ministry of Health in developing a Country Road Map for Hand Hygiene for All.

Activities and Tasks:

1. Develop an inception report including implementation plan under the consultation and guidance of the Technical Working Group based on the guidance note on country brief and global HH4A document and present it to stakeholders, incorporating feedback and finalizing it. The inception plan shall spell out the overall process, methodology, detailed outlines of the framework including sub-sections, work plans amongst others.

2. Review relevant literature and documents on the existing and past policies, strategies, initiatives, projects, survey reports, Health & Nutrition, Education, WASH sector/cluster initiatives, innovative hygiene promotion programmes, campaigns, innovative hygiene products, current data and evidence amongst others, documents and guidance shared by WHO and UNICEF.

3. Identify the major gaps on hand hygiene, especially to support the most vulnerable communities, including women, children and poor people with the means to protect their health and environment.

4. Conduct at least one consultative meeting per each sector ( WASH, Education, Health, ECD and Transport have been identified as key sectors) on importance, enabling environment, data and information gaps, current programmes, issues, and way forward on developing the roadmap for hand hygiene for all in different settings (high-density low-income urban settlements, estates, schools and early childhood care centers, health care facilities, markets, transport hubs etc:), involving key relevant stakeholders. This will set the stage for moving towards effective consultations with those sectors to develop costed plans and implementation strategies to reinforce hand washing and hand hygiene as a part of the country's roadmap.

5.Facilitate various consultative meetings (at least one meeting per sector to present draft road map including investment plan, implementation strategy and monitoring plan) both virtual and face to face and prepare minutes/documents. The process/meetings shall follow a participatory process engaging government agencies, development partners, representatives of private and public sectors, and civil society organizations.

6. Conduct one consultative meeting with other relevant stakeholders and relevant groups such as persons with disabilities, marginalized groups, women, children, private sector, religious leaders, civil societies, clusters (WASH, Education, Health & Nutrition, etc.), and others to understand specific requirements, issues and appropriate strategies for hand hygiene promotion and ensure inclusiveness of the country roadmap.

7. Ensure bottom-up inputs from local levels through virtual specific consultative workshops for provincial and local governments and other thematic groups. The consultations shall pay attention to having meaningful representation from ecological regions, rural/urban settings and gender and social inclusion perspectives.

8. Refer findings and recommendations of the previous formative research (Formative researches on handwashing behaviors in urban and estate sectors and Infants and Young Children’s Feeding Practices) and relevant social and behavior change strategies and reflect them in the roadmap. ,

9. The implementation strategy needs to include how hand washing, and hand hygiene should be reinforced across the whole country during short, medium and long terms as highlighted in the global HH4A document. The implementation strategy needs to include non-traditional areas, (including working with new agencies and partners outside the WASH and Health sectors), private sectors, academia, social networks, trade unions and professional associations.

10. Present the road map (One consultative meeting representing all key relevant sectors to validate the roadmap) , after the first round of feedback from UNICEF, under the guidance of the Technical Working Group/relevant ministries and sectoral consultations, to the wider stakeholders (including specific groups) while ensuring there is political buy-in from a wide variety of governmental stakeholders (all relevant ministries and departments at national, provincial and district levels) and collect feedback.

11. Finalize the costed Roadmap including the theory of change, financial, operational and monitoring plans under the guidance of the technical working group/ministries and to the Ministry of Health for the approval process.

Work relationships: The national consultant will be under contract to UNICEF Sri Lanka and report to the WASH Specialist-CSD for contractual and logistical matters. For technical guidance and collaboration, the consultant will liaise with the UNICEF Programme Officers in different units and zonal offices as well as with the Government officials at national and sub-national levels.

4) Outputs/Deliverables:

a. Inception report including following aspects;

i. Scope of analysis

ii. Methodology

iii. Implementation plan

iv. Detailed outlines of the framework including sub-sections,

v. Challenges and risk mitigation methods

b. Situation analysis report based on the literature review on national policies, frameworks, hand hygiene-related local studies and assessment and relevant project report and relevant literature from other countries in other regions. The report should consist of

i. Introduction and background

ii. Stakeholder map

iii. Policies, frameworks,

iv. Initiatives relevant to hand hygiene and current programme

v. Existing gaps and needs analysis, as well as national and local strengths and opportunities for hand hygiene

c. Workshop reports based on the consultations with stakeholders (health and non-health government agencies, development agencies, UN agencies local partners, and CSOs).

d. Sri Lanka Country Road Map to Hand Hygiene for All, consisted of

i. Introduction and background

ii. Objective of the roadmap

iii. Theory of Change

iv. Implementation strategy

v. Monitoring and Evaluation

vi. Costing – Investment plan

vii. Revisions

To qualify as an advocate for every child you will have…

Knowledge/Expertise/Skills required:

Postgraduate qualifications (Ph.D., MD, MSc) and degree or equivalent in Public health, Community Medicine, Water, Sanitation and Hygiene, sociology and Development Studies. In-depth knowledge on public health, health promotion, health education and hygiene promotion and related policies, strategies and frameworks as well as legislation related to children’s rights;

Years of experience: Experience in public health, health promotion, health education, community based health interventions, hygiene promotion and water and sanitation are preferred; Knowledge about government decision-making, previous experiences in similar kind of assignments with government partners, developing strategic plans for the government, engaging in similar kind of analysis and studies will be considered assets; strong analytical skills as reflected in publications on public health including hygiene in referenced journals; suitability to undertake the responsibilities mentioned above at the required standards;

At least 8 years of relevant professional experience in the fields related to public health, community based health interventions, hygiene promotion and water and sanitation as well as experience of working with governmental entities, research and policy institutions and communities;

Access to networks of professionals in related fields; ability to work cordially in an environment with persons of different backgrounds and opinions; ability to navigate challenges in completing tasks and ability ensure deliverables in a timely manner; ability to travel frequently to provinces;

Excellent written and oral communication skills in English and strong interpersonal and presentation skills. Fluency in Sinhala and/or Tamil is a must.

Duration - 100 days
