Background** The UNESCO Natural Sciences Program in Viet Nam provides supports in the freshwater, marine, ecological, earth and basic sciences, while at the same time promoting science, innovation and technology and capacity-building in the sciences and engineering. Particularly, focus of UNESCO’s natural sciences program in Viet Nam will endeavor to strengthen the roles and potentials of the UNESCO designated biosphere reserves and other UNESCO-affiliated sites, along with their associated networks, supporting climate change mitigation and adaptation, disaster risk management, green and blue economies and as sites for collaboration with other international innovative environmental initiatives. More than 60 percent of the flow in the river systems is generated outside the country, making Viet Nam’s water resources be prone to decisions made about water resources in upstream countries. The economic development had a negative impact on water quality and caused intensified pressures on the water resources. In addition, the spatial and temporal distribution of water resources in the country can be highly variable. River water and ground water levels are decreasing, while sea levels, flood tides and salt intrusion are on the rise, adding that the demand for water in production and daily activities has increased due to industrialisation, urbanisation and population growth. Considering as one of the most hazard-prone countries in East Asia and Pacific region, with 70% of the population is exposed to one or more types of water related natural hazards – ranging from draughts to floods, Vietnam has been facing with many challenges in water security, and climate change moreover intensifies these existing water problems. Along legislative framework (including Laws, National Strategy etc) on integrated water resources management has been in place in country, it lacks of innovative tools, effective guidance to implement integrated water resources management approach, as well limited human resources capacities, to address and responses these challenges, and build resilience to long-term climate changes and water-related disasters. Long Description ---------------- Within the natural sciences programme, UNESCO Hanoi is looking for a national consultant to prepare the inception period for “Water Security for Sustainable Development in the context of climate change” research project during Aug – Oct 2021, undertaking the following assignments in this regard. The project is part of the global “Sustainable water security for human settlement in climate change” project. (). In Vietnam, the project’s objectives is to support Vietnam in response to key challenges of water security in the context of climate change, accelerating adaptive measures in long-term. Long Description ---------------- **B. Key assignments** Under the overall authority of the Head of UNESCO Ha Noi Office and the direct supervision of the Team Lead for Natural Sciences, the consultant will prepare the inception period for “Water Security for sustainable development” project, undertaking the following assignments in this regard: 1. Conduct a stakeholder mapping exercise (concerned ministries, potential implementing partners, international development partners etc) to envision the research project in Vietnam and ensure its links to/builds on relevant priorities of water security in Vietnam; 2. In coordination with core team, to develop research proposal with key activities aligned with the global project framework and outline, and in close discussion with key stakeholders and partners (concerned ministries, international development partners, etc); 3. Propose project detail workplan based on the above exercise and discussions with concerned key stakeholders (concerned Ministries, international development partners etc.) 4. Supervise and provide input to the consultation workshop on the research proposal and workplan; 5. Finalize the research proposal document; 6. Undertake any other related duties as required; Long Description ---------------- **C. Key deliverables** 1. Monthly report of August, including (i) desk review and stakeholder mapping results; (ii) meeting notes if any; 2. Monthly report of September including (i) Draft research proposal with key activities and implementation workplan, aligned with global project framework; 3. Master’s degree preferable. - At least 4-6 years of experiences in water resources management, water-disaster risk management, climate change, natural resources, green growth and environment or experiences in related development fields; - Competence in English and Vietnamese, both speaking and writing; **DESIRABLE QUALIFICATIONS** ---------------------------- - Good understanding of legislations in climate change, water-related disaster risk management, green growth, environment protection in Vietnam; - Strong communication and coordination skills. **SELECTION AND RECRUITMENT PROCESS** ------------------------------------- Please note that all candidates must complete an on-line application and provide complete and accurate information.
