Overview

Support the country team in analyzing CRVS processes in Vanuatu.

You have:

  • Vanuatu national to be based in Port Vila, or can communicate in local dialect (Bislama).

  • A degree from a recognized university in demography, statistics, public health, public administration, policy analysis or related fields.
  • A minimum 3 years of work experience on CRVS related issues, public administration, public health, or business process management.
  • Excellent writing skills in English.

Result of Service Objectives

- Guided by the Senior Advisor and following the country work programme, the consultant will:

- Compile relevant information from the country team and maintain an online sharing platform for the duration of the project where members of the country team can share and develop documents;

- Initiate the activities to be implemented as part of the project by informing the country team and follow-up with them to ensure they submit their work on time and participate in the activities;

- Organize the meetings of the country team and prepare presentations, documents to be filled and other relevant materials;

- Draft the meeting reports containing the outputs developed during the events; and

- Document all steps of the projects as part of a final report.

The consultant will also benefit from trainings provided by the Senior Advisor on the methodology to be used as part of the project.

Work Location Vanuatu

Expected duration 15 November - 31 December 2021 Under this project, the consultant will perform work for 35 days during the period of contract.

Duties and Responsibilities ESCAP has been providing technical assistance to its members and associate members in the implementation of the Regional Action Framework on CRVS in Asia and the Pacific adopted by governments of the region in conjunction with the Ministerial Declaration to “Get Every One in the Picture” and the Asian and Pacific Civil Registration and Vital Statistic Decade, 2015-2024 (CRVS Decade) proclaimed at the Ministerial Conference in November 2014.

The Regional Action Framework outlines goals and targets to support the achievement of the shared vision that, by 2024, all people in Asia and the Pacific will benefit from universal and responsive CRVS systems that facilitate the realization of their rights and support good governance, health and development. Notably, Goal 2 on the provision of legal documentation reflects the importance of CRVS systems in legal and administrative purposes, including provision of social protection and legal identity.

The midterm reports submitted by countries at the midpoint of the CRVS Decade demonstrated the need for greater efforts to accomplish the vision of universal and responsive CRVS systems. Additional calls for improved CRVS systems have been made at the global level as part of the United Nations Legal Identity Agenda, which emphasized the foundational role of civil registration in legal identity systems. Coupled with this trend has been a growing interest in strengthening the nexus between CRVS systems and social protection, in recognition that a strong linkage may provide essential parameters for governments to effectively deliver and monitor social services, as recently highlighted in the 2020 ESCAP-ILO report “The Protection We Want: Social Outlook for Asia and the Pacific”.

Central to this endeavor is an understanding that registration and reporting of vital events using innovative digital data systems are crucial for producing regular, reliable and accurate vital statistics, which in turn, engender effective social protection response to life-cycle contingencies. A strong CRVS and social protection linkage can remove duplication of documentation and streamline registration and administration processes, enabling mechanisms such as birth registration to trigger notification for newborn grant and death registration to trigger the legal closure of pensions benefit for persons over 60. Furthermore, efficient CRVS system improves demand for services by promoting active and targeted outreach for social protection services, informing vulnerable population like single mothers of their social protection entitlements.

Well-functioning CRVS systems can also inform social protection programming and allow for inclusive design and evidence-based policymaking using disaggregated data on beneficiaries. Through a positive feedback cycle, access to social protection services can encourage accurate and reliable registration of legal identity. Together, the strong link between frameworks can improve the quality and wellbeing outcome of social protection programs by reducing the risk of excluding vulnerable groups and narrowing protection gaps.

As a complementary result to the launch of a country-wide comprehensive joint civil and voter registration exercise issuing National ID Cards to citizens in 2019-2020, the Government of Vanuatu is presently moving towards the establishment of a Population Register using the National Identity Number. In turn, the National Identity Number will be uses as a citizen reference in all administrative departments. Related to this development, in 2021, the CRVS Department began working on the revision of the Legal Framework with the support of the UN Development Program. Moreover, aligned with the legal framework revision is the redesign of the business processes for registration, for which UN ESCAP is supporting the CRVS Department with redesigning business processes for the registration of births and deaths in Vanuatu.

Against this backdrop, the project on the analysis of CRVS processes in Vanuatu aims to map the CRVS landscape, from civil registration certification to the provision of the social protection benefits and/or service(s). It will be conducted using the CRVS System Improvement Framework, an approach designed to help CRVS stakeholders analyse and redesign existing CRVS business processes and the associated operational capabilities to develop strategies and an action plan to improve the performance of the CRVS system or implement a new CRVS software.

A Senior Advisor responsible for providing remote technical recommendations and inputs will guide a country team including the main national CRVS stakeholders implementing the project. To facilitate the implementation of the project in the country and the work of the Senior Advisor, ESCAP seeks to hire a consultant able to support the country team leading the project by organizing their meetings and documents all steps of the project.
